美国国会“陷落”,是美式民主之殇吗?

今天下午,美国国会联席会议正式认证选举人团投票结果,宣布拜登为下一任总统,为此次美国大选之争的“最后一役”,画上了句号。

尽管特朗普在早些时候还高调宣称自己“绝对不会承认败选”,但事实是,即便他始终拒绝接受大选结果,更将本应顺理成章的国会认证程序演变成一场漫长的战斗,这番寻求大选翻盘的“最后一搏”,仍以失败告终了。

The U.S. Congress has certified Joe Biden's presidential election victory on Thursday after the process was interrupted by rioters storming Capitol Hill.

After debate, the Senate and the House of Representatives rejected two objections to the tally and certified the final Electoral College vote, with Biden receiving 306 votes and Trump 232 votes.


当天上午,华盛顿处在一片混乱当中。打着“拯救美国”口号的示威者们在特朗普“向国会大厦进军”的号召下,冲破国会大厦外围障碍,砸碎窗户,闯入参议院楼层和办公室。不少人与警察发生肢体冲突,一夕之间,枪声四起,示威抗议演变成一场混战,至少4人在暴力示威活动中死亡。

美参议院民主党领袖查克·舒默将此次事件同珍珠港事件相提并论,称今天是“让美国耻辱的日子”


Hundreds of protesters marched from a Trump rally near the White House to the Capitol and stormed the building. Video showed people breaking windows and pressing past barricades to get inside. Lawmakers from the Senate and the House of Representatives were evacuated as they met to confirm Biden's victory in the November 3 election.

The mayhem at the Capitol forced Congress to temporarily postpone a session to certify Biden's victory. But the certification process reconvened around 8 p.m. ET after the U.S. Capitol Police restored the order of the Congress building.

U.S. Senate Minority Leader Chuck Schumer said that January 6, 2021 could be added to the list of dates in American history that will live forever in infamy. His remarks come after supporters of outgoing U.S. President Donald Trump attacked the Capitol and forced lawmakers to flee. "This will be a stain on our country not so easily washed away. The final, terrible, indelible legacy of the 45th president of the United States," Schumer said.


拜登发表电视讲话,称暴乱让美国民主遭受了"前所未有的侵犯"。

作为具有象征美国民主重要意义的地标,美国国会大厦的“陷落”,不仅将本次大选“闹剧”推向高潮,也让一贯自诩为“民主标杆”的美国制度,受到世界质疑。

实际上,美国民主的衰退并非无迹可寻。近年来,美国国内持续动荡,新冠疫情的肆虐更让长久以来积攒的社会矛盾暴露无遗。随着美国经济持续下滑,失业率高企,社会阶层分化严重,很多社会群体陷入困境。经济的衰落加剧了社会割裂,种族问题愈演愈烈,美国大选早已沦为两党博弈、争夺利益的“主战场”。

对此,英国首相约翰逊表示,在美国国会发生的事情十分“可耻”,"美国在世界各地主张民主,现在至关重要的是实现和平有序的权力交接。"


中国外交部发言人华春莹在当天举行的外交部记者会上表示,对于美国一些人士与媒体对2019年香港修例风波中的暴力行为给予完全不同的评价,需要进行严肃和深刻反思。


华春莹指出,现在美国的主流媒体众口一词谴责,称之为“暴力事件”“暴徒”“极端分子”“耻辱”,但当年他们却把香港那些激进暴力的示威者美化成“民族英雄”,“这种用词的截然不同和背后的原因是令人深思的,值得进行严肃和深刻反思。我们相信美国人也希望安全和安宁,尤其在新冠疫情的背景下,我们也希望美国人能尽快享有和平、稳定和安全。”


On national television, Biden said the invasion of the Congress is not a protest but an "insurrection," and urged Trump to demand "an end to this siege."

The surge through the halls of Congress in shocking scenes broadcast across the globe was condemned by world leaders. British Prime Minister Boris Johnson also condemned the "disgraceful scenes," as Ireland's government attacked the outgoing president for his "assault" on democracy. 

"Disgraceful scenes in U.S. Congress. The United States stands for democracy around the world and it is now vital that there should be a peaceful and orderly transfer of power," Johnson said on Twitter.

Hours later, both houses of Congress resumed their work on certifying Biden's Electoral College win, with debate stretching into the early hours of Thursday.

在参众两院确认拜登胜选后,无力扭转败局的特朗普终于松口,承认落败,“这代表了总统历史上最伟大的第一个任期的结束。”

而对于即将走马上任的拜登来说,执政后如何平息动荡,重振经济,又该带领民主制度走向何方,都将是巨大挑战。
