民航局：春运期间机票可免费退改

为响应国家合理有序引导群众就地过年的号召，最大限度减少人员流动，切实降低疫情传播风险，1月26日，民航局下发通知，明确自1月27日0时起，购买1月28日—3月8日春运期间机票的旅客，均可办理免费退票或至少一次改期。

具体退改规则为：

• 乘机日期在1月28日至2月3日的旅客，自1月27日0时起至航班起飞前可提出退票或改期申请；

• 乘机日期在2月4日至3月8日的旅客，自1月27日0时起至航班起飞前7天可提出退票或改期申请；

• 1月27日0时前已申请退票或改期的旅客，不适用于本政策。

Passengers who buy tickets from January 28 to March 8 can refund their tickets for free or reschedule at least once, the Civil Aviation Administration of China (CAAC) said in a statement on Tuesday.

The move is aimed at restricting population migration during the holidays to reduce the risk of COVID-19 transmission.

Passengers whose flight dates are from January 28 to February 3 can apply for refund or rescheduling from midnight on Wednesday until before the flight takes off, and passengers with flight dates from February 4 to March 8 can apply from midnight on Wednesday until seven days before the departure of the flight, according to the statement.

出行减少，票价“降温”

近期多个省份发布“就地过年”的倡议之后，不少人取消国内长途旅游或是回家过年的计划，这使得一些国内航线机票价格大幅度下降。

在线旅游平台去哪儿发布的数据显示，今年的春节前机票预售平均支付价格创五年来最低。

Ticket prices for domestic airlines saw a major price fall in recent days, as shown on Chinese travel booking apps Qunar and Ctrip, with nearly all airline companies introducing massive discounts.

Data on Qunar.com showed that the average ticket price for domestic airlines during the same period is the cheapest in the last five years.

与此同时，铁路部门售票量也降幅明显。中国国家铁路集团相关负责人介绍，今年春运节前车票的预售较往年同期下降近6成，预计全国铁路春运客流将下调至2.96亿人次。

去年春运受到新冠疫情影响，旅客出行量也大幅度下降。根据国家铁路集团的数据，2020年春运（1月10日到2月18日总计40天），发送旅客2.1亿人次，同比下滑了48.3%；全国铁路系统免费办理退票约1.18亿张。

Meanwhile, prepaid train ticket sales dropped by 60 percent in 2021 compared with previous years, according to China Railway Group. It also said China's railway system lowered their expectations of passenger travels to 296 million during Spring Festival holidays this year.

Last year, after the first wave of COVID-19 outbreak, the number of people who traveled with public transportation during Spring Festival holidays dropped by half compared with the year before. Over 118 million tickets were fully refunded.

疫情防控加强，倡议“就地过年”

Prevention measures emphasized

近日，中共中央办公厅、国务院办公厅印发《关于做好人民群众就地过年服务保障工作的通知》。

《通知》要求合理有序引导群众就地过年：疫情高风险地区群众均应就地过年，把人员流动降到最低；中风险地区群众原则上就地过年，特殊情况需要出行的，需经属地疫情防控机构批准；低风险地区倡导群众就地过年，非必要不出行。《通知》同时还指出，要保障就地过年群众工资休假等合法权益。

China has announced a series of guidelines to ensure the well being of people who had been asked to avoid traveling during the upcoming Spring Festival holiday, according to Xinhua.

All residents in areas at high risk of COVID-19 shall stay at their current neighborhood to prevent further spread, said a recent circular released by the general offices of the Communist Party of China Central Committee and the State Council.

Travels from medium-risk areas will require permission from local epidemic prevention and control authorities.

Those living in low-risk areas shall be advised to avoid traveling unless necessary, it said. Efforts should ensure that those who work during the holiday enjoy overtime pay and rest under relevant laws, it added.

当前，我国本土疫情呈零星散发和局部聚集性疫情交织叠加态势。春节假期非必要不流动，有利于减少疫情传播风险。

目前全国已有29个省份对民众提出了“就地过年”的倡议。与此同时，各地也限制组织、单位、企业举行聚集性活动，取消会议、聚会等活动或缩小规模。对于民众春节期间走亲访友、婚庆酒席等活动，各地也建议取消或控制活动规模；家庭聚会聚餐，人数应控制在10人以下。

At least 29 provinces across China have issued notices urging people to stay where they are and to avoid travelling during the Spring Festival.

More cities and townships in China have called out government organs, public institutes, and state-owned companies to cancel large meetings and annual celebrations. Private companies are also advised not to hold such events.

Other rituals and ceremonies are also limited. Some places rolled out measures to control weddings, funerals, family gatherings and parties in hotels and restaurants. In some parts of China, family gatherings and parties are limited to a maximum of 10 people.
