中国作为轮值主席将举行联合国安理会巴以冲突问题紧急公开会

我国外交部发言人华春莹今日宣布，中国作为联合国安理会5月轮值主席，将于5月16日举行安理会巴以冲突问题紧急公开会。国务委员兼外交部长王毅将以视频方式主持上述会议并发表讲话。

华春莹表示，近日，巴以冲突造成大量人员伤亡，地区紧张局势进一步升级。中方作为安理会轮值主席，已推动安理会两次就巴以冲突举行紧急磋商，并起草安理会主席新闻谈话。中方希望通过16日的安理会紧急公开会，推动各方立即停止敌对行动，尽快重启政治对话，同时推动国际社会特别是安理会为缓解紧张局势、政治解决中东问题发挥积极作用。

China, as the rotating presidency of the United Nations (UN) Security Council for May, will hold a meeting on the Israel-Palestine situation on Sunday. Chinese State Councilor and Foreign Minister Wang Yi will chair the meeting.

中方立场

2021年5月15日，国务委员兼外长王毅同巴基斯坦外长库雷希通电话时，就当前巴以冲突阐明中方立场。

王毅表示，近日巴以冲突不断升级，造成大量人员伤亡，令人痛心。中方有三点看法：

第一，局势恶化的根源是巴勒斯坦问题长期未能得到公正解决。
第二，当务之急是停火止暴，联合国安理会有责任推动局势尽快降温。
第三，解决巴勒斯坦问题根本出路在于落实“两国方案”。

Chinese State Councilor and Foreign Minister Wang Yi on Saturday stressed that "an ultimate way out of the Palestinian issue lies in the implementation of the two-state solution," saying what is pressing now is the ceasefire and cessation of violence, and the United Nations Security Council has the responsibility to seek early de-escalation.

He expounded on China's position on the current Palestinian-Israeli conflict during a phone talk with Pakistani Foreign Minister Shah Mahmood Qureshi.

China holds the opinion that the Security Council should reconfirm the two-state solution and urge Palestine and Israel to resume peace talks based on the solution as soon as possible, Wang said.

The Palestinian-Israeli conflict has been escalating recently, causing huge casualties, which is distressing, he said. The root cause of the deterioration of the situation is that for a long time there has not been a just solution to the Palestinian issue, he added. 

"Especially, in recent years, the Middle East peace process has deviated from its original track, the UN Security Council resolutions have not been earnestly implemented and, in particular, the Palestinian right to build an independent state has been continuously violated."

China, as the president of the UN Security Council for May, has pushed the council to hold two emergency consultations on the conflict and has drafted a press statement to guide the council to take actions, he said.

But regrettably, the council has so far failed to reach an agreement, with the United States standing on the opposite side of international justice, Wang said.

China will continue to firmly support the just cause of the Palestinian people to strive for the restoration of their legitimate national rights, support a just solution to the current issue through political dialogue, and support the UN, the League of Arab States and the Organization of Islamic Cooperation in playing a constructive role in this regard, Wang said.

拜登致电巴以双方领导人

同样在15日，美国总统拜登分别与以色列和巴勒斯坦领导人通电话，讨论巴以双方仍在持续的冲突。

美国白宫当天就拜登与以色列总理内塔尼亚胡通话发表声明说，拜登在通话中对冲突造成平民伤亡、新闻记者的安全与保障表达关切，对约旦河西岸的暴力冲突表示担忧。

拜登当天还与巴勒斯坦总统阿巴斯通电话，这是自拜登今年1月就任美国总统以来双方的首次通话。白宫随后发表声明说，双方对冲突造成平民伤亡表示关切，拜登向阿巴斯表达了美方对加强美巴伙伴关系的承诺，同时强调巴勒斯坦伊斯兰抵抗运动（哈马斯）必须停止向以色列发射火箭弹。

U.S. President Joe Biden on Saturday held separate phone calls with Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas and expressed concerns about the escalating Israel-Hamas conflict in the region, voicing support for the two-state solution.

In his first phone conversation with Abbas since taking office, Biden "stressed the need for Hamas to cease firing rockets into Israel." The two leaders "expressed their shared concern that innocent civilians, including children, have tragically lost their lives amidst the ongoing violence," a readout released by the White House said.

Conveying the "U.S. commitment to strengthening the U.S.-Palestinian partnership," Biden highlighted his administration's recent decision to restore aid to the Israeli-occupied West Bank and Gaza that had been cut under former President Donald Trump.

The U.S. president also "shared his grave concern over the intercommunal violence across Israel" in his phone conversation with Netanyahu, talking about "the safety and security of journalists and reinforced the need to ensure their protection."

Meanwhile, Biden "reaffirmed his strong support for Israel's right to defend itself against rocket attacks from Hamas and other terrorist groups in Gaza," said the readout.
