拜登撤销对TikTok和微信等中国软件禁令

当地时间9日,美国总统拜登撤销了此前特朗普政府针对TikTok、微信等多款中国应用程序的禁令。但与此同时,拜登签署了一项新的行政令,要求美商务部审查并评估来自“外国对手”的相关应用程序,并酌情采取行动。


U.S. President Joe Biden on Wednesday revoked a series of executive orders signed during the Donald Trump administration targeting TikTok, WeChat and other Chinese apps, and replaced them with a new executive order addressing apps linked to foreign adversaries.

白宫9日发布的一份简报说,新的行政令旨在提供一种标准,用以识别和评估可能对美国国家安全和敏感数据安全构成风险的应用程序。简报称,应用程序可能造成个人身份信息和基因信息等敏感数据泄露给包括中国在内的“外国对手”,对美国数据隐私和国家安全构成风险。

据报道,新的行政令生效后,美国商务部将在120天和180天内分别向白宫提交两份报告,就具体行动及额外的行政和立法措施提出建议。

Wednesday's order is aimed at protecting Americans' personal data, according to a White House news release, and orders the Commerce Department to develop criteria for assessing potential national security risks associated with apps that are "owned, controlled, or managed by persons that support foreign adversary military or intelligence activities, or are involved in malicious cyber activities, or involve applications that collect sensitive personal data."

The order also instructs the Commerce Department to draft a report with recommendations on how to safeguard Americans' personal data, including their genetic data, as well as a second report containing additional policy proposals.

2020年8月,时任美国总统特朗签署行政令,以对美国国家安全构成威胁为由,禁止美国个人或实体与TikTok、微信及其中国母公司进行交易。此后,由于微信美国用户和TikTok分别在美各地法院提起诉讼,多处法院裁决暂缓执行上述禁令,美国商务部随后宣布暂不执行相关行政令。


The short-form video app TikTok's parent company, Bytedance, is based in China. Last year, the Trump administration sought to force Bytedance to spin off TikTok into a new company owned primarily by US investors.

针对美方撤销对TikTok、微信等中国应用程序的禁令一事,中国商务部新闻发言人高峰在10日举行的例行发布会上表示,“希望美方公平公正地对待中国企业,避免将经贸问题政治化。”

“我们注意到美方撤销了上届政府针对TikTok、微信等中国应用程序的有关行政令,这是朝着正确方向迈出的积极一步。但我们也注意到,美方同时要求对外国应用程序的安全风险进行审查,而且美国外国投资委员会仍在对TikTok进行审查。我们希望美方公平公正地对待中国企业,避免将经贸问题政治化。”


China's Ministry of Commerce said Thursday that the U.S. move to revoke orders against Chinese apps was a "positive step in the right direction." 

The remarks came after U.S. President Joe Biden on Wednesday revoked a series of executive orders signed during the Donald Trump administration targeting TikTok, WeChat and other Chinese apps, replacing them with a new directive addressing apps linked to "foreign adversaries."

Commerce ministry spokesperson Gao Feng said the U.S. should treat Chinese companies fairly and justly and refrain from politicizing trade issues.

中国外交部发言人汪文斌在10日的例行记者会上回应此事时表示,中方始终敦促美方切实尊重市场经济原则和国际经贸规则,停止泛化国家安全概念,停止滥用国家力量武力打压中国科技企业的行径,公平、公正、非歧视性地对待中国企业。中国政府将继续坚定维护本国企业的正当合法权益。
