总台CGTN独家专访塔利班发言人丨塔利班不允许美国以任何理由延期撤军

8月23日，中央广播电视总台CGTN主持人碧翠丝·马歇尔（Beatrice Marshall）独家专访了塔利班发言人苏海尔·沙欣。在谈及美国或将延长从阿富汗撤军最后期限时，沙欣称，塔利班不会允许美方延期撤军。

沙欣表示，美方此前已经同意在今年5月1日前撤离阿富汗，但是他们随后违反了协议，又称将在今年8月31日前撤出所有部队。美方应该遵守协议，不要一再地违约。如果美方仍然再次延期，那么塔利班将采取适当的举措。

沙欣说，美方宣称一些为外国人或外国军队工作的本地人还留在阿富汗，这些人就成为了美国人的“后路”。美国完全可以让任何想要离开的人撤离阿富汗，只要美国给他们派发签证，但美国不这样做就是让他们有“没有完全撤离”的借口，从而实现对阿富汗的持续占领。

沙欣表示，塔利班不会允许美军继续占领阿富汗，不允许美国以任何理由延期撤军。他表示，占领结束后只要美方愿意，美国可以参与阿富汗的重建，可以与阿富汗人民一起开展新一阶段的合作。

沙欣还表示，美国同样有道义和责任参与新一阶段的阿富汗重建工作，因为他们曾经破坏过阿富汗，美国也参与了各类流血事件。未来，塔利班欢迎美国对阿富汗的投资与合作，但这一切都应该在美国结束对阿富汗的占领之后。

Any delay in the full withdrawal of U.S. troops from Afghanistan "would be a clear violation" of the departure agreement, Taliban spokesperson Mohammad Suhail Shaheen said in an exclusive interview with CGTN on Monday.

He spoke ahead of the G7's virtual meeting to consider an extension of the deal and whether new sanctions should be imposed on the Taliban. 

Speaking to CGTN's Beatrice Marshall, Shaheen said that any delays in the withdrawal of foreign troops would only work to disrupt reconstruction plans. The Taliban was keen to bring an end to foreign occupation of the country, he said.

In case of a violation, Shaheen said it was up to the movement's leadership "to decide how to proceed and what to do," and he urged the U.S. "to participate in the reconstruction of Afghanistan because they were involved in the destruction of Afghanistan." 

U.S. President Joe Biden warned on Sunday that the evacuation was going to be "hard and painful" and much could still go wrong. U.S. troops might stay beyond an August 31 deadline to oversee the evacuation, he said. 

On Monday, an administration official told Reuters that Biden would decide within 24 hours whether to extend the timeline to give the Pentagon time to prepare. 

Asked if the Taliban will consider an extension, Shaheen said "the occupation must come to an end" and that the Taliban welcomes the U.S.'s participation in reconstruction and investment in the country.

"If they want, they can participate in the reconstruction of Afghanistan, and they can have cooperation with Afghanistan, with the people of Afghanistan in a new chapter, in a new phase," he said.

As for possible sanctions against the Taliban, Shaheen said more sanctions would be a "biased decision." 

"It will be against the people of Afghanistan. The people of Afghanistan fought for 20 years against the occupation. It was a popular uprising," he said. 

"We entered a new phase – a phase of peace, of peaceful coexistence, national unity of the Afghan people. So, there is need for a lot of cooperation, financial support in this critical time."  

British Prime Minister Boris Johnson will stress a unified approach during the G7 talks, which will also include NATO Secretary General Jen Stoltenberg and UN Secretary General Antonio Guterres, said Karen Pierce, Britain's envoy to the United States.

沙欣表示，组建阿富汗新政府的关键问题是，要让所有阿富汗政治家和阿富汗人民成为未来阿富汗包容性新政府的一部分。

Regarding negotiations on forming a new government, Shaheen said, "The key issues are that we have all Afghan politicians, Afghan personalities to be part of the future Afghan inclusive government."  

"Our colleagues in Kabul and our seniors, leaders in Kabul, they have watched conversations and meetings with other personalities or Afghan politicians who are not members of the Islamic," he added.
