当地时间3月31日，俄罗斯总统普京宣布，4月1日起非友好国家公司应当先在俄罗斯银行开设卢布账号，再经由此账号支付所购买的俄罗斯天然气。
普京表示，他已于当日签署一项法令，规定了与所谓的“不友好国家 ”进行俄罗斯天然气交易的规则。普京说，俄方正在向这些国家的交易方提供一个明确和透明的计划：购买俄罗斯天然气，他们应该在俄罗斯的银行开设卢布账户。
普京强调，如果拒绝从4月1日起以卢布结算购买天然气，这些“不友好国家”的公司将被视为未遵守天然气合同规定义务，合同效力将被中止。
同日，俄罗斯央行宣布，其已确定与外国买家进行天然气结算的特别账户制度。
Russian President Vladimir Putin has signed a decree saying Russian gas - which accounts for around 40 percent of European supplies - must be paid for in rubles from April 1, or it will be cut off. Russia wouldn't export gas as "charity", he said. If payments are made in rubles, the Kremlin could shore up its faltering currency amid Western restrictions on access to its foreign exchange reserves.
The president called the transfer of payments for Russian gas to rubles "an important step towards strengthening our financial and economic sovereignty."
面对俄方的天然气“卢布结算令”，目前除保加利亚、摩尔多瓦等少数国家同意以卢布支付外，多数欧洲国家对此予以反对。
德国和法国明确表示反对，称这是不可接受的违约行为，相当于“勒索”。
However, Germany and France have again rejected the demands, saying it was an unacceptable breach of contracts and amounted to "blackmail". That leaves Europe facing the prospect of losing more than a third of its gas supplies, with Germany already activating an emergency plan that could lead to gas rationing.

国际原子能机构：俄军开始撤出切尔诺贝利核电站
当地时间3月31日，国际原子能机构表示，乌克兰当天通知国际原子能机构，自2月24日以来一直控制切尔诺贝利核电站的俄罗斯部队已经以书面形式将核电站的控制权移交给乌克兰人员，并将两个车队的部队调往白俄罗斯。第三支车队也离开了切尔诺贝利核电站工作人员居住的斯拉维季奇市，并向白俄罗斯移动。此外，乌克兰报告说，在切尔诺贝利核电站现场仍有一些俄罗斯部队，但推测这些部队正准备离开。
当地时间3月31日，乌克兰国家切尔诺贝利核事故隔离区管理局通过社交媒体表示，俄军已全部撤出切尔诺贝利隔离区。

The International Atomic Energy Agency (IAEA) said Thursday it had been informed by Ukraine that Russian forces were leaving the Chernobyl nuclear power plant and had "in writing, transferred control" of the plant to Ukrainian personnel.
There is no confirmation yet from Russia.

The chief of the UK's surveillance service has said that Russia President Vladimir Putin has "massively misjudged the situation" in Ukraine – and that Putin's advisors are "afraid to tell him the truth."
The remarks from Jeremy Fleming, the director of the UK's Government Communications Headquarters (GCHQ), echo those of a White House spokesperson who on Wednesday claimed Putin felt "misled by the Russian military" and had been "misinformed by his advisers… because his senior advisors are too afraid to tell him the truth."
"Putin has massively misjudged the situation," Fleming said in a speech at the Australian National University in Canberra, asserting that "he overestimated the abilities of his military to secure a rapid victory."
Fleming also backed up the notion floated Wednesday by the U.S. administration that there is discord at senior levels in Russia's leadership.
On Tuesday in Washington DC, White House communications director Kate Bedingfield said "We have information that Putin felt misled by the Russian military, which has resulted in persistent tension between Putin and his military leadership.
俄罗斯国防部则表示，俄罗斯的军队是非常专业的，他们在乌克兰的行动相当成功。而西方在此时散布谎言，只是试图打击俄罗斯。

王毅谈中国在乌克兰问题上的五个坚持

2022年3月31日，国务委员兼外长王毅在安徽屯溪主持召开第三次阿富汗邻国外长会和阿富汗邻国与阿临时政府首次外长对话会。会后，王毅召开新闻发布会，介绍会议重要共识和成果并回答记者提问。
针对记者问及中方在乌克兰问题上发挥什么样的作用，王毅表示，这几天，我密集同各国外长就乌克兰问题进行深入交流。各方对中国的立场都表示理解，对中国的作用都予以积极评价。我们的立场是一贯的，处理所有热点，中国都站在和平一边，站在对话一边，站在公正一边。我们的态度也是明确的，应对所有挑战，中国都努力发挥负责任、建设性作用。
王毅表示，中国的作用主要体现为五个坚持：
一是坚持劝和促谈正确方向。我们主张对话谈判是唯一出路，反对火上浇油和加剧对立，呼吁停火止战，支持俄乌开展直接对话。
二是坚持捍卫国际关系基本准则。我们倡导尊重联合国宪章宗旨和原则，尊重各国主权和领土完整，反对将中小国家推上地缘博弈前线。
三是坚持防止冷战思维回潮。我们不认同非敌即友的阵营对立，坚定促进国际团结，倡导共同、合作、综合、可持续的安全观，尊重和照顾各方的正当合理关切。
四是坚持维护各国正当权益。我们反对没有国际法依据的单边制裁，呼吁维护国际产业链供应链，避免损害各国正常经贸往来和人民生活。
五是坚持巩固亚太和平稳定。我们坚定奉行亲诚惠容周边外交方针，警惕美国借“印太战略”在本地区引入集团对抗祸水，加快促进区域一体化合作，守护本地区得来不易的发展势头。
Wang reiterated China's consistent stance on Ukraine issue, adding that China will continue to play a constructive role in promoting peace talks and safeguarding peaceful development.
梅津斯基：俄乌继续以视频会议模式进行谈判
当地时间4月1日，俄乌谈判俄方代表团团长梅津斯基在其个人社交主页发文表示，俄方继续以视频会议模式进行谈判，俄方在克里米亚和顿巴斯的立场没有改变。
另据俄媒报道，俄罗斯总统新闻秘书佩斯科夫3月31日表示，应首先完成有关和平协议的文本工作，由双方高级别官员草签，在此之后才能谈及俄乌最高级别会晤。
