上海本土新增“994+22348”，市卫健委提醒：防范区不是“放飞区”

上海市卫健委今早（12日）通报：2022年4月11日0—24时，上海新增本土新冠肺炎确诊病例994例和无症状感染者22348例。

今天（12日）举行的上海市疫情防控新闻发布会通报，昨天上海定点医院和方舱医院的出院和解除医学隔离观察的人数超过了6000例，他们将返回居住地接受健康监测。据统计，3月1日以来，上海累计出院和解除隔离医学观察超过2万人。

Shanghai registered 994 locally-transmitted confirmed COVID-19 cases and 22,348 asymptomatic cases on Monday, local authorities announced on Tuesday morning.

More than 6,000 people were discharged from hospital or released from medical observation in Shanghai on Monday, taking the total number of those being discharged from hospital or released from medical observation to over 20,000 in the city since March 1.

上海阳性感染者数量仍处于高位 绷紧疫情防控这根弦

在今日（12日）举行的上海新冠肺炎疫情防控工作新闻发布会上，市卫生健康委一级巡视员吴乾渝表示，昨天，根据国务院联防联控机制相关规定，结合上海实际，按照封控区、管控区、防范区，全市实施了分区分类差异化防控。

吴乾渝表示，考虑到当前上海阳性感染者数量仍处于高位，大家还是要绷紧疫情防控这根弦，不松懈，不聚集，减少流动，倡导居家办公，非必要不外出；确需外出的，一定要做好个人防护，规范佩戴口罩，保持社交距离。

她还表示，目前，新冠病毒感染人数多，老年感染者也随之增加，老年人往往伴有多种基础性疾病，风险较高，容易演变为重症，引起高度重视，建议符合条件的老年人尽快接种新冠肺炎疫苗。

Communities in Shanghai that are no longer in lockdown should not relax their vigilance, a Shanghai health official warned on Tuesday, a day after the city introduced measures allowing low-risk areas to reopen.

The Shanghai government has used a three-tier system to segregate the city, enabling the loosening of lockdown rules in places where no COVID-19 cases have been found for two weeks.

Wu Qianyu, an official with the Shanghai Municipal Health Commission, said that considering the current high number of positive cases in Shanghai, people should remain vigilant, should not gather, should work from home, and reduce unnecessary outings. If they need to go out, they should take good personal precautions, wear masks and maintain social distancing.

As the number of local positive cases remains high, more seniors with underlying diseases and a higher risk of severe symptoms are testing positive, according to Wu. She called on eligible seniors to get vaccinated as soon as possible.

防范区不是“放飞区” 坚持非必要不外出

此外，在会上吴乾渝还解释了防范区的具体管理措施。吴乾渝提醒：防范区不是“放飞区”，管控区、封控区更不是。在防范区，我们还是要坚持“强化社会面管控，严格限制人员聚集规模”的策略，非必要不外出，在居住小区内活动为主；确需外出的，可在防范区所属街镇内活动，不得流动到封控区和管控区。对毗邻地区有较多封控区可能产生集聚性风险的区域，各区可视情况强化管控措施。

防范区内人员落实一周2次抗原检测，提倡居民朋友核酸检测愿检尽检。对因就医等确需外出人员，全程做好个人防护，充分发挥社区卫生服务中心和互联网医院的优势，倡导线上就诊、线下配药。

如出现阳性感染者，该居住小区或自然村（单位、场所）动态调整为封控区，落实相应管控措施。

"Precautionary areas are not 'free zones', because any large gathering would present great safety risks," said Wu Qianyu. "Strengthened social management and strict bans on gatherings will be imposed in these precautionary areas."

People should continue to observe the principle of "going out only when necessary," and complete two antigen tests per week, the official said.

If positive cases are detected, these communities will be reclassified as zones that need to be locked down again, she said.

楼栋出现阳性感染者 如何进行消杀？

今天（12日）上午举行的上海市疫情防控工作新闻发布会上，就出现阳性感染者的楼栋应该如何做好规范的环境消杀工作，上海市疾控中心副主任吴寰宇做了三点说明。

一是阳性感染者居家的消毒。应尽快对家庭环境尤其是阳性感染者曾经接触的地方进行彻底消毒。餐饮具洗干净后可以用餐具消毒柜或煮沸消毒，物体表面可以擦拭消毒，地面可以拖拭消毒，毛巾等织物可以使用化学消毒液浸泡消毒，电子产品等可以使用酒精棉球、湿巾擦拭消毒。如果市民担心消毒液对家具等有腐蚀性，建议可以在消毒半小时后再用清水擦拭去除残留。

二是阳性感染者所在楼栋的消毒。物业在接到小区阳性感染者的报告后，应立即组织对阳性感染者所在的楼栋进行消毒，重点是阳性感染者经过和接触过的地方，包括电梯按钮、扶手、门禁呼叫按钮等。

三是阳性感染者所在小区公共区域的消毒。物业对小区公共区域消毒前，应重点聚焦阳性感染者曾经到访和经过的地方，采取针对性消毒措施。提醒市民朋友，无须对小区绿化、道路、墙面进行大规模消毒，避免对小区环境造成不必要的损害。

Timely disinfection must be conducted in residential buildings after any positive case is detected, said Wu Huanyu, deputy director of the Shanghai Center for Disease Control and Prevention, because the surrounding environment is likely to be contaminated after a positive case surfaces. 

Affected buildings must undergo three disinfection steps:

1. Homes of positive cases must be disinfected. Tableware should be placed in boiling water or disinfection cabinets after being fully washed. Floors should be mopped with disinfectant. Electronic devices and furniture surfaces should be cleaned with alcohol wipes. Clothes and towels should be soaked in chemical disinfectant.

2. Buildings where positive cases are found must be disinfected. Key areas include elevator buttons, handrails and access control buttons.

3. Public areas in the community must also be disinfected. But there's no need to conduct mass disinfection of green spaces, roads or walls.

CGTN采访上海方舱医院工程负责人

此前，上海国家会展中心方舱医院3号馆、4号馆工程组组长徐强于4月5日凌晨到达现场工作。在接受CGTN采访时，他表示将会继续做好维修保障工作，保障整个方舱医院的正常运转，一直到关闭为止。

Xu Qiang, the engineering team leader of Hall 3 and Hall 4 at the Shanghai National Convention and Exhibition Center makeshift hospital, has been working on site since early morning on April 5. He tells CGTN he is staying to carry on maintenance and support work and will do so for however long is needed to ensure the hospital's operation until it closes.
