Over the past decade, this concept has been welcomed and echoed by an increasing number of countries. Despite facing challenges such as the COVID-19 pandemic and a global economic downturn, Mongolia and China have been able to deepen cooperation and promote common development through joint efforts.在新冠肺炎疫情蔓延全球这三年，国际社会对于新冠病毒有了一定程度的了解与掌握，并研发了针对病毒的有效药物及疫苗。这对世界各国的疫情管控作出了极大贡献。In the three years since the outbreak of COVID-19, the international community has developed a certain level of understanding and knowledge regarding the virus and has developed effective drugs and vaccines. This has contributed to the pandemic control efforts in many countries.面对世纪疫情，中国政府的政策是始终坚持疫情要防住、经济要稳住、发展要安全的原则，努力用最小代价实现最大防控效果，确保防控措施调整转段的平稳有序，中国因时因势科学精准优化疫情防控措施。当前中国疫情形势整体向好，且已渡过疫情高峰，生产生活加快恢复正常。In response to the pandemic of the century, the Chinese government has unwaveringly adhered to the principles that aim to prevent the transmission of the virus, stabilize the economy, and ensure safe development. By striving for maximum control effects with minimal costs, the Chinese government fine-tuned the control measures at different phases of the pandemic to ensure a smooth and orderly transition in pandemic response strategies. For example, the response strategy has been optimized to be more scientific and targeted based on the realities on the ground. Currently, the overall situation of pandemic in China is getting better as the whole country has passed the peak of the recent infection wave, with production and life returning to normal at an accelerated pace.今年1月8日，中国政府宣布取消对入境者的隔离要求。这一举措是具有科学依据的，且适逢其时，国际社会也对中国政府主动优化疫情防控措施给予了积极评价。中方此举措有助于恢复中外人员往来和商务旅行，促进区域经贸快速推进，提振全球贸易增长，助力国际经济复苏和发展。On January 8, 2023 the Chinese government announced the lifting of quarantine requirements for inbound travelers. This measure, which is both timely and scientifically grounded, has garnered significant positive appraisal from the international community, affirming China's proactive efforts in optimizing pandemic prevention and control measures. This measure has the potential to facilitate the resumption of cross-border exchanges and business travel, accelerate regional economic and trade development, and bolster global trade growth, thereby supporting international economic recovery and development.在过去三年抗疫中，中国政府始终秉持人民至上、生命至上，时时牵挂着中国人民群众的身体健康，并跟踪病毒变异特点，密切关注疫情演变态势，提高防疫工作的有效性。据我观察，自疫情发生以来，为最大程度保护中国人民生命安全和身体健康，中国政府始终密切关注新冠病毒的危害性、人群免疫水平和卫生健康系统承压能力、社会公共卫生干预措施这三者之间的平衡。中国防疫政策是符合中国国情的。Throughout the past three years of China's anti-pandemic efforts, the government has remained steadfast in its commitment to prioritizing the lives and well-being of its citizens. Constantly concerned with the health of Chinese people, the Chinese government has diligently tracked the virus mutations and closely monitored the development of the pandemic to improve the effectiveness of its prevention and control measures. From my observation, since the outbreak of COVID-19, the Chinese government has been vigilant in maintaining a delicate balance between the harmful effects of the novel coronavirus, the immunity levels of the population and the capacity of the health system, and the effectiveness of social and public health interventions, in order to maximize the protection of people's lives and health. We believe that China's pandemic response policies are well-suited to the country's unique national realities.蒙中两国是山水相连的好邻居、好伙伴。两国合作关系不断发展，并于2014年成为全面战略伙伴关系。同时，蒙中两国高层互访频繁，政治互信不断增强，人民交往日益增多。蒙古国有句话“得志时送骆驼，不如落魄时送根针”。中国暴发新冠肺炎疫情之际，蒙古国总统访华，并在访问期间向中国人民赠送了3万只羊。这也是疫情发生以来中国接待的首位外国元首。当时，我作为国家紧急情况总局局长陪同蒙古国总统访华，参加两国元首会晤。我记得在蒙古国总统宣布向中国赠送绵羊之后，蒙古国各界反响热烈，纷纷无偿捐献，充分体现了蒙古国人民对中国人民的深情厚谊。Mongolia and China are eternal neighbors and friendly partners connected by mountains and rivers. The cooperative relationship between the two countries has continued to develop, and in 2014, it became a comprehensive strategic partnership. Meanwhile, high-level visits between Mongolia and China have been frequent, resulting in stronger political mutual trust. People-to-people exchanges have also been on the rise. In Mongolia, there is a saying, "a needle in need is of greater use than a camel in prosperity." When China was hit hard by the COVID-19 pandemic, the President of Mongolia Ukhnaagiin Khurelsuh visited China. During the visit, he announced the donation of 30,000 sheep to the Chinese people. He was the first foreign state leader to visit China since the outbreak of the pandemic. At that time, I accompanied the Mongolian president on his visit to China as the Director General of the National Emergency Management Agency, and participated in the meeting between the heads of state. Mongolia has been taking a series of measures to mitigate the impact of the pandemic on its economy. China and Mongolia have deep economic and trade relations. In the face of the severe pandemic situation, both countries have taken decisive measures to maintain economic growth. Through close cooperation, the two countries have maintained a positive economic and trade relationship, ensuring the normal operation of ports. In 2021, the total trade volume between the two countries reached the target of $10 billion.近年来，无论疫情如何，两国高层互访频繁。我相信两国关系已成为邻国关系的典范。我坚信，中国优化防疫政策将对促进国际人员交流、复苏经贸往来及全球产业链和供应链的顺利运行等注入重要动力。In recent years, regardless of the pandemic, high-level visits between the two countries have been frequent. I believe that the relationship between China and Mongolia has become a model for neighboring countries. I firmly believe that China's optimized epidemic response policies will inject strong momentum into promoting international personnel exchanges, reviving economic and trade exchanges, and ensuring the smooth operation of global industrial and supply chains.这对进一步推进蒙中两国全面战略伙伴关系，贯彻落实两国领导人所达成的重要共识，提升两国贸易额至200亿美元的重要目标及恢复人员往来亦有重要推动力。This can further promote the comprehensive strategic partnership between Mongolia and China, ensure the implementation of the important consensus reached by the leaders of the two countries, and provide strong impetus for achieving the goal of increasing bilateral trade to $20 billion and resuming personnel exchanges.蒙古国政府为促进本国旅游业和经济发展，宣布了将2023、2024、2025年定为“作客蒙古国年”，敞开大门，提供便利，欢迎来自全世界的游客到自然风景胜地蒙古国旅游。蒙中两国互为陆地边界线最长的邻国，边境口岸众多，两国的直航航班数量逐渐增加，中国游客可以选择自己最邻近及最方便的陆路及航空口岸进入蒙古国观光旅游。The Mongolian government has declared 2023, 2024 and 2025 as "Years to Visit Mongolia" to promote its tourism industry and economic development. Mongolia welcomes tourists from all over the world to visit its natural scenic spots by opening its doors and providing conveniences. As China shares its longest land border with Mongolia, the two countries have 17 border crossings. The number of direct flights between the two countries has been increasing. Chinese tourists can choose the nearest and most convenient land ports or airports to enter Mongolia for sightseeing.随着中方优化多项防疫措施，蒙中两国经贸关系将会得到进一步增强，这也将助推世界经济早日实现复苏和发展。With China's optimization of multiple epidemic response measures, the economic and trade relations between Mongolia and China will be further strengthened, thereby promoting the early recovery and development of the world economy.
