Guangzhou has introduced the Talent's Green Card to attract non-local talents to the city by offering them equivalent treatment to that of Guangzhou citizens. 

Benefits of Talent's Green Card 

Within two years, Guangzhou’s government has made big progress in the implementation of related benefits for Talent's Green Card holders. So far, “Talent's Green Card” can benefit from these policies:

1. With Talent's Green Card, foreigners can directly apply for a 2-5 years China Residence Permit, or a multiple-entry R visa (valid for no more than 5 years).

2. Children of Talent's Green Card holders are entitled to equivalent compulsory education as the locals. They can enter both public kindergartens and school.

3. Purchase real-estate in Guangzhou

4. One year after being granted a Talent's Green Card, the cardholder can apply for China residence permit for their immediate family members, on providing relative proof verified by their country's embassy.

There are other benefits detailed on the documents themselves, and the Guangzhou government is working with other state departments to try and provide the following additional benefits:

• Participation in qualification exam, 

• Applying for Exit－Entry Permit for Travelling to Hong Kong, Macau, Taiwan

• Opening a bank account at any bank in Guangzhou, applying for the purchase and payment of foreign exchange.

• Skipping the formalities of residence registration

• Applying for business license directly

• Applying for driver’s license and purchasing cars as the locals.

How to Apply?

For Category A (need a short explanation or link to another article explaining what this category means) foreigner in China Work Permit system, they can directly apply for a Talent's Green Card, simply by contacting a relevant consultant to help with the application.  "China Green Card" - Permanent Residence

Talent's Green Card is not the one we usually refer to as the China Green Card - this term refers to Permanent Residence. Applicants are granted this card with 5 - 10 years’ validity and foreigners can work directly in China with Permanent Residence, meaning a separate China Work Permit is not required in this situation.

There are three ways to get a Chinese permanent residence card - working, investing and marriage. The applications are different and the requirement is considered very high to apply by investing.
