扎心了!华为获30国5G合同,美国“苦口婆心”游说别国全白费……

在6月10日外交部例行记者会上,外交部发言人耿爽的一句话刷屏了。



当日记者会上,有记者提问:


据报道,美国国务卿蓬佩奥日前在接受瑞士媒体采访时再次称,中国企业难保信息安全,同中国企业合作就相当于同中国政府合作。只要使用华为通讯技术,隐私和数据保护就无法得到保证。中方对此有何评论?


Q: According to media reports, US Secretary of State Pompeo repeated in a recent interview with Swiss media that Chinese enterprises cannot ensure information security. Working with Chinese companies means working with the Chinese government. As long as Huawei communication technology is adopted, privacy and data protection cannot be guaranteed. Do you have any comment?

耿爽回应称,蓬佩奥的那套说辞,似乎别人并不买账。他还给出了实锤:


截至6月6日,华为已在全球30个国家获得了46份5G商用合同,这其中就包括一段时间以来美方“苦口婆心”劝说的一些盟友和一些欧洲国家。


According to information Huawei posted on its website, the company has won 46 5G commercial contracts in 30 countries all over the world as of June 6. Among them are some US allies and European nations that the US has been working hard to persuade out of these contracts.

之后,耿爽的一句话更是让网友纷纷点赞:


“至于这些国家的名字,我在这里就不点了,以免某些人听了之后扎心。”


这句话的英文被翻译为:


“I will spare certain people the heartache by not mentioning any country names here. ”

一段时间以来,蓬佩奥先生无论走到哪里都言必称中国,可惜他有关中国的表态充斥着谎言与谬论。

For some time, Mr Pompeo has been talking about China wherever he goes. Unfortunately his remarks are filled with lies and fallacies.


就拿他经常挂在嘴边的华为公司为例,美方一直声称华为等中国企业存在“安全风险”,但自始至终没有拿出令人信服的证据。

We may take Huawei for example. The US has alleged that Huawei and other Chinese companies pose security risks, but it has never produced any convincing evidence. 


我们多次说过,美方以莫须有的罪名,动用国家力量、开动国家机器来打压华为这样一家中国民营企业,很不道德,也很不光彩,有失一个大国的水准。

As we repeatedly said, it is disgraceful and immoral for the US to employ state power to target a private Chinese company on trumped-up charges. Such behavior is beneath the country's status as a major power. 


这里,我想提醒蓬佩奥先生的是,他的那套说辞,似乎别人并不买账。即使在美方肆意打压的情况下,中国企业的业绩似乎还不错。根据我从华为网站了解到的情况,截至6月6日,华为已在全球30个国家获得了46份5G商用合同,这其中就包括一段时间以来美方“苦口婆心”劝说的一些盟友和一些欧洲国家。至于这些国家的名字,我在这里就不点了,以免某些人听了之后扎心。

I would like to remind Mr Pompeo that other countries do not seem to buy his rhetoric. Despite the fierce crackdown by the US, Chinese companies seem to be doing very well. According to information Huawei posted on its website, the company has won 46 5G commercial contracts in 30 countries all over the world as of June 6. Among them are some US allies and European nations that the US has been working hard to persuade out of these contracts. I will spare certain people the heartache by not mentioning any country names here. 


我想,这再次说明,公道自在人心。正有越来越多的人士对中国科技企业参与本国5G建设表明客观公正的态度,正有越来越多的国家独立自主作出符合自身利益的选择。

Facts have shown that justice will prevail. Indeed, more and more countries are adopting an objective and just attitude towards Chinese tech companies' participation in their 5G network development. More and more countries are making independent policy decisions based on their own interests. 


蓬佩奥先生应该懂得一个浅显的道理,那就是满世界造谣污蔑、煽风点火,最终损害的只能是他个人的形象和信誉,损害的是美国在全世界的公信力。

Mr. Pompeo should understand a plain truth. That is, every smear campaign with rumor-mongering and discord-sowing will only whittle down further the credibility of his own and his country, the United States.

今年三月就有多家外媒报道,美国抵制华为5G的行动遭遇盟友质疑和抵抗,陷入尴尬境地。

最近,据英国《金融时报》报道,拉美国家也加入了力挺华为的阵营。

文章指出,在抵制华为这事儿上,带头向美国说“不”的国家是巴西。


巴西副总统汉密尔顿·莫朗已经表态,巴西没有封杀华为的打算。今年5月下旬带领商务代表团访华期间,他表示巴西政府“看好华为”。


Hamilton Mourão, Brazil’s deputy president, said his government saw “Huawei with good eyes” while visiting Beijing with a business delegation in late May.


“华为已经进入巴西市场,并将加大投资,”莫朗表示,华为方面的代表今年五月已经来到他巴西利亚的办公室,表达了他们扩大市场的计划。


“Huawei is established in Brazil and will make more investments,” he said, adding that Huawei representatives had come to his Brasília office in May to present their expansion plans.


而在墨西哥,一位接近墨西哥总统洛佩斯·奥夫拉多尔的媒体大亨里卡多·萨利纳斯称:“对于华为,我挑不出一点毛病。我认为美国对华为的打压是不光彩的。”


Ricardo Salinas, a media mogul close to Mr López Obrador in Mexico, said: “I have nothing but good things to say about Huawei. I think it’s a disgrace what these Americans are doing to put them down.”


此外,今年4月,智利总统塞巴斯蒂安·皮涅拉(Sebastián Piñera)在中国深圳与华为高管见面,表示,智利欢迎华为参加智利的5G和光纤电缆项目(5G and fibreoptic cable projects)的公共招标。


嗯,看来,美国越来越“费力不讨好”了……


而作为美国的老盟友,英国也一直在面对美方的施压。


5月30日,英国的5G网络已陆续开始在各大城市提供服务,华为的设备在其中起到了不可或缺的作用。

看到英国“老铁”这么不听话,美国有点儿着急。


6月3日美国总统特朗普在英国进行国事访问时,就跟英国首相梅姨提过华为相关问题。


当特朗普被问及美国是否会因英国允许使用华为通讯设备而限制与英国的情报共享时,特朗普明确回复道,“不会。因为我们将就华为和其他事情达成完全一致”。


然而,站在他旁边的梅姨根本没有接这个话茬……



U.S. President Donald Trump said his country and Britain could work out any differences over China's telecoms equipment giant Huawei, dismissing any suggestion that disagreement could threaten intelligence-sharing between the two close allies. 


Trump made the remarks during a news conference with outgoing British Prime Minister Theresa May on last Tuesday during his state visit to London. Asked if he would impose any limits on intelligence-sharing if Britain did not restrict the use of Huawei technology, Trump said: "No, because we are going to have absolutely an agreement on Huawei and everything else." Mrs. May did not speak about Huawei. 


面对英国议会质询,华为外籍高管厉害了


据BBC报道,就在前天6月10日,英国议会下议院的科技委员会在当天下午就英国电信基础设施建设举行听证会,华为应邀参加。


在听证会上,华为全球网络安全和隐私官约翰·萨福克(John Suffolk)就华为设备的安全性及其与政府的关联性等问题,向英国科技委员做出解答。

John Suffolk, Huawei’s global cybersecurity and privacy officer, appeared at a hearing in the House of Commons about the safety of Britain’s telecommunications infrastructure. British leaders are facing pressure from the Trump administration to follow America’s lead in banning Huawei, the world’s largest maker of telecommunications equipment.

听证会上,有英国议员询问华为是否有能力通过其设备“远程访问”英国的5G网络。


MPs asked whether Huawei would be able to remotely access the UK's 5G mobile networks via its equipment.


萨福克回答道:“我们不负责运营网络,因此我们无法访问在网络上传输的任何数据。”


Mr Suffolk replied: "We don't run networks, and because we don't run the network, we have no access to any of the data that is running across that network," he said.


他解释说,华为只是英国近200家5G设施供应商中的一家,而英国的5G网络需要不同供应商的设备来完成搭建。不过如果电信运营商的华为设备遇到了问题,那么华为的确可以通过位于罗马尼亚的支持中心来对该设备进行远程访问,以解决问题。


He also explained that Huawei is only one of about 200 vendors who would be providing various different bits of equipment that would eventually make up a 5G network in the UK. However, if an operator were to have a problem with Huawei equipment, a support centre based in Romania would be able to remotely access the equipment to fix the problem.

还有议员想知道是否可以使用5G网络来“跟踪个人用户”。


MPs wanted to know whether it would be possible for a 5G network to be used to track an individual user.


萨福克解释称,移动电话技术要求运营商不断跟踪用户的电话,以使他们的设备可以连接到移动网络,因此从这种逻辑上讲,所有运营商都在不断“跟踪”他的客户。


In response, Mr Suffolk explained that mobile phone technology requires the mobile operator to constantly track a user's phone, in order to be able to connect them to the mobile network. By that logic, the operator is constantly tracking all of its customers, all the time.


萨福克还告诉议员们,华为的产品中只有大约30%的组件是由华为自家生产的,其余组件都来自全球供应链,而华为通过近距离监督供应链中的各个环节来避免技术漏洞。


He also told MPs that only about 30% of the components in Huawei products are actually made by the company - the rest of the components are obtained from a global supply chain that Huawei closely monitors in order to prevent security breaches.

据《纽约时报》报道,萨福克在当天的听证会上还强调,华为设备的安全性不存在任何“独立性”上的问题。他说:“在中国,没有任何一条法律——任何一条,迫使我们与政府合作。”


At the hearing, Mr. Suffolk said Huawei was independent and would never undermine the safety of its equipment to satisfy demands from Beijing. “There are no laws in China that obligate us to work with the Chinese government,” he said during questioning. “There is no requirement.”


此外,他还表示华为一直致力于提高透明度,并欢迎外界来分析华为产品、检测编码缺陷以提高产品质量。


Mr. Suffolk said Huawei was committed to transparency. He also said Huawei welcomed outsiders to analyse its products and detect engineering or coding flaws.

"We want people to find things, whether they find one or one thousand, we don't care. We are not embarrassed by what people find."

“We stand naked in front of the world,” he said. “It may not be a pretty sight all of the time, but we would prefer to do that.”

白宫慌了:禁令延期吧……


6月10日,据路透社报道,美国白宫“管理和预算办公室”要求白宫将限制华为的措施延期执行,以便给那些与华为有业务往来的美国企业有更多时间进行调整。



文章中提到,美国白宫“管理和运算办公室”向美国国会要求更多时间,逐步对与中国电信巨头华为有业务往来的公司签订的合同实施禁令,该禁令是2018年美国通过的国防法(《国防授权法案》)中的一部分。该法以国家安全为由,全面禁止使用联邦资金购买华为产品。


The White House Office of Management and Budget has asked the U.S. Congress for more time to phase in a ban on federal contracts with companies that do business with Chinese telecom giant Huawei, part of a defense law passed last year.


原本在该法案中,直接禁止美国政府购买华为设备的禁令今年生效,而对第三方的限制则将在两年后生效。


然而,近日白宫却突然表示要延迟实施禁令,称需要更多时间进行研究,做出相应调整。
