New Visa Rules for Foreign Workers in China

According to a recent announcement by the Ministry of Public Security, China will soon be launching a pilot program that will relax visa regulations for foreign workers. The overall goal of the new system is to attract and retain top global talent.

So how will it work? All of the specific details have yet to be announced, but any foreign worker who has been employed in China for at least two consecutive years will be able to apply for a five-year work permit (currently foreign employees must apply every year, regardless of their contract length).
The new rules won’t initially be nationwide, they’ll begin in the coming months in a total of nine cities and province-level governments, including Beijing, Wuhan and Hebei province, and 11 free trade zones, including those in Tianjin, Chongqing and Henan province.
The regulations will also help to decentralize the Chinese green card system, leaving more decision making to the free trade zone management, as well as the provincial and regional governments.
The rules will also allow foreign students graduating from Chinese universities to apply for residency permits valid for two to five years.
