西湖区广大外籍朋友和境外返乡人员：

To: foreign nationals and overseas returnees in Xihu District:

首先，我们向广大外籍朋友、海外侨胞、华人致以最崇高的敬意和衷心的感谢，对境外返乡人员表示欢迎。当前，是防控新冠疫情最紧要的关键阶段，为切实保障广大外籍朋友和境外返乡人员以及当地居民的生命安全和身体健康，现就做好本次新冠肺炎疫情防控工作，提示如下：

First of all, we are hereby to present our respect and gratitude to all foreign nationals, overseas Chinese and people of Chinese origin. Welcome back to Xihu District. As we are approaching a critical moment as for the prevention and control of COVID-19 epidemic, thereby here is a request for observing the following rules to safeguard your life and health:

1.广大外籍朋友和境外返乡人员，入境返乡应配合当地疫情防控措施，在保护好自己的同时应遵守中国法律，如果对中国法律不了解，对程序或者实体有异议需要申辩或者申诉的，都应当先予以配合，之后再通过合法途径予以救济。

1.Please follow the local epidemic prevention and control regulations. While protecting your own interests, obey the Chinese laws. If you are not familiar with them, or have objections to the legal procedure or entity and intend to appeal or complain, please cooperate with us first and then seek remedies by legitimate means.

2.广大外籍朋友和境外返乡人员落地入境后，根据法律规定主动报知疫情重点地区旅行史、居住史，是否属于新冠肺炎疑似病人、确诊病人、病原携带者或者上述三种人的密切接触者。

2.As required by the law, please report to the local authority regarding your history of travel and/or residence in epidemic affected areas, whether you are a suspected or confirmed patient of COVID-19 infection, a pathogen carrier or a close contact with anyone belonging to the three above-said categories.

3.广大外籍朋友和境外返乡人员已到达居住地的，请在1小时内主动向属地涉侨机构和村社（单位）报告，自觉接受隔离医学观察措施，服从居住地村社（单位）健康监测管理。要做到不听谣、不信谣、不传谣。

3.Upon arriving at your place of residence, please report in one hour to the local office of overseas Chinese affairs and village/community (or your company), observe the request for self-imposed quarantine for medical observation, and obey the rules of health monitoring by the village/community (or your company) of your place of residence. Please don’t believe or spread rumors.

4.广大外籍朋友和境外返乡人员，要暂缓与亲人朋友聚会，可采取视频、电话、信息等方式联络感情。自觉不串门、不集聚、不扎堆。勤洗手、讲卫生、常锻炼、常通风。

4.Please avoid parties with families or friends, and you are advised to maintain the social networking via video, phone calls, SMS and other means instead. Make sure to refrain from any home visit or gathering. Wash your hands often, pay attention to your personal hygiene, keep regular exercise and maintain ventilation.

5.广大外籍朋友和境外返乡人员要尽量减少外出活动，尽量不要去公共场所，避免去人员密集场所。如果一定要去，进出社区（村）和居民小区、乘坐公共交通工具以及进入农贸市场、超市、商场、医院、公园等处，一定要佩戴口罩，尽量和其他人保持至少1.5米距离。

5.Please minimize outdoor activities and avoid crowds. Maintain yourself from anyone with at least 1.5 meters and make sure to wear a mask if you have to leave or enter your community (village), take public transport, or expose yourself in markets, supermarkets, shopping malls, hospitals and parks, etc.

6.广大外籍朋友和境外返乡人员如有出现发热、咳嗽、呼吸困难等症状，主动减少与家人接触，如症状无缓解或持续加重应及时前往医疗机构发热门诊就诊，诊疗情况及时向所在社区和单位报告。

6.Reduce contacts with family members in case you have found yourself with fever, cough, short breathing, etc. Check with a fever clinic promptly when these symptoms remain or even get worse. Be aware to keep your community and company informed on the diagnosis and treatment.

7.广大外籍朋友和境外返乡人员无特殊情况暂缓入境、回国返乡。如确需入境、回国返乡，要提前与居住地涉侨机构或村社（单位）办理相关实名报备手续，落实居家或集中医学观察14天管控措施。

7.It is advisable to postpone your return plan unless in emergency. Please notify in your real name the local Overseas Chinese Affairs Service or community (or your company) of the place of your residence. Place yourself for a 14-day home quarantine or centralized medical observation upon arrival to your residence.

8.广大外籍朋友和境外返乡人员在经过较长的医学隔离观察时间和较为严格的管理方式后，可能会产生心理障碍和情绪波动，切不可抱有侥幸心理，违反防控措施擅自外出。

8.A long period of quarantine for observation and strict management may cause mental inconvenience and anxiety, though, please don’t risk going out without permission as a violation of the local prevention and control policy.

9.对居住本社区（村）和居民小区的人员进入需“测温+核验绿码”，广大外籍朋友和境外人员隔离观察期满的，要主动申领杭州健康码。

9.Check of body temperature and a green health code are requested for entrance or exit of your community (village) and residential quarters. Apply for a "Hangzhou Health Code" when the quarantine for medical observation is terminated.

请广大外籍朋友和境外返乡人员，一定要保护好自己和家乡的同胞，与大家携手抗“疫”，共克时艰。

Let’s protect ourselves and others, work hand in hand against the epidemic, and tide over the difficulties.
