名校在读的他们接连被取消学籍!多省严查高考“移民” | Provinces crack down on exam cheats

The education department of Guangdong province on Sunday launched a crackdown on exam "migrants", setting a Friday deadline for authorities to investigate all suspicious candidates. 


The education department of Guizhou province on April 30 released a similar statement on the handling of three gaokao "migrants". 



According to the statement, the three violators did not study in Guizhou province during their three years of high school, but illegally obtained the qualifications to attend gaokao in Guizhou by providing fake information. 


Two of the three violators, surnamed Ku and He respectively, were admitted to Tsinghua University and Fudan University. The two universities cancelled their enrollment after an investigation. 


The other violator, surnamed Liu, was admitted into Beijing Foreign Studies University before being expelled.

gaokao: 

The National College Entrance Examination. For many Chinese students, it is the only way to get into university. Students are ranked based on their combined gaokao scores. In a country where getting a degree is often required to get a good job, gaokao is seen as a make-or-break opportunity.


gaokao "migrants": 

Those who alter the location of their hukou, or household registration, to another province so as to enjoy less competition or lower college enrollment scores. 


About this year's gaokao


More than 10 million Chinese people have applied to take the 2019 gaokao, or national college entrance examinations, the highest number since 2010. 



Education authorities are rolling out policies to ensure fairness and transparency for the tests scheduled in early June for two or three days.  


Education Minister Chen Baosheng revealed the number at a video conference on Monday, speaking about "a glorious mission and heavy responsibility to organize the examinations and enrollment well".



A total of 9.75 million people applied in 2018, and this year marks the first time applicants have exceeded 10 million since 2010, according to the Ministry of Education website. There were 10.2 million applicants in 2009 and 9.57 million in 2010.


Why the rise?


One of the reasons behind the rise has been the expansion of 1 million enrollment quotas at higher vocational education institutions. 


The State Council on April 30 made a plan at an executive meeting to expand vocational college enrollment by 1 million this year, which is part of central government efforts to implement the employment-first policy and underpin industrial upgrading and high-quality development.



Fairness, inclusiveness


During the Monday conference, joined online by more than 50,000 central and local education officials, college admissions staff, and education discipline watchdogs, Chen urged efforts to guarantee the safety of test papers, the sound organization of exam sites, as well as the quality of grading and fairness of college enrollment.



Sun Lijun, deputy head of the Ministry of Public Security, said at the Monday conference that police at all levels would enhance the patrols around high schools to ensure order during the exam. 


They will also crack down on illegality to safeguard a fair and square environment for university entrance exams, Sun said.


Global positioning and monitoring facilities will be used to prevent leaks in some provinces. 


China criminalized cheating in 2015. Cheats face up to seven years in prison, according to an amendment to the Criminal Law in November 2015.
