摘要Abstract：

Cooperation in infrastructure investments are a critical issue for the development of South America, and the BRI is the most important initiative in this respect. Although up to now, not all South American countries signed BRI cooperation agreements with China, they will all eventually participate, be it through formal cooperation, be it through the continuing investment relations with China.

What are the implications for development of infrastructure investments? Is every type of infrastructure investment equally conducive to development? I explore these questions and propose a framework to think about how South America and China can reach a win-win result through the BRI.
