两会
Two Sessions
“两会”是“全国人民代表大会”（the National People's Congress，NPC）和“中国人民政治协商会议”（the Chinese People's Political Consultative Conference，CPPCC）的简称。
“两会”一般可简单译为“Two Sessions”。
▌全国人民代表大会 vs 中国人民政治协商会议
全国人民代表大会是由选举产生的代表（elected deputies）组成的，是最高国家权力机关（the country's top legislature）。
中国人民政治协商会议是由邀请来的各个党派、各方面社会的名流以及各方面界别的代表组成的（invited members from non-CPC political parties, mass organizations and different areas），是邀请来共同参政议政的。
二者是选举和邀请的区别。
今年是新一届全国人大和政协的第一次会议，所以召开的两会分别是：
第十三届全国人民代表大会第一次会议和政协第十三届全国委员会第一次会议

全国人民代表大会
the National People's Congress
全国人民代表大会是人民行使国家权力的最高机构。
The NPC is the highest institution through which the Chinese people exercise their state power.
▌全国人民代表大会主要做这些事：
► 制定和修改宪法并监督其实施；制定和修改国家基本法律和其他法律。
The NPC exercises legislative power, amends the Constitution and supervises its enforcement, formulates and amends basic statutes and other laws;
► 选举全国人民代表大会常务委员会的组成人员；选举中华人民共和国主席、副主席；根据中华人民共和国主席的提名，决定国务院总理的人选；根据国务院总理的提名，决定国务院其他组成人员的人选；选举中央军事委员会主席；根据中央军事委员会主席的提名，决定中央军委其他组成人员的人选；选举最高人民法院院长；选举最高人民检察院检察长。对以上人员，全国人民代表大会都有权予以罢免。
The NPC elects and decides on the leading personnel of state-level administrative, judicial, procuratorial and military bodies, and has the right to recall them.
►根据宪法和法律监督政府工作；审查和决定基础的、长期的、重要的国家事务。
The NPC supervises government work in accordance with the Constitution and laws; and examines and decides on the fundamental, long-term and key issues of the state.
►所有行政、司法、检察及军事机构和国家级机关均向全国人大负责并受其监督。
All administrative, judicial, procuratorial and military organs and other state-level institutions are responsible to the NPC and supervised by it.
中国人民政治协商会议
the Chinese People's Political Consultative Conference
中国人民政治协商会议（简称人民政协，CPPCC），是中国最高政治咨询机构（the top political advisory body），是中国共产党领导的多党合作和政治协商的重要机构（multiparty cooperation and political consultation under the leadership of the Communist Party of China）。社会各界主要代表在会上共同参政议政。
▌人民政协的职能
主要职能是政治协商和民主监督，组织参加政协的各党派、团体和各族各界人士参政议政。
政治协商是对国家和地方的大政方针以及政治、经济、文化和社会生活中的重要问题在决策之前进行协商和就决策执行过程中的重要问题进行协商。
Political consultation covers major principles and policies proposed by the central and local governments and matters of importance concerning political, economic, cultural and social affairs.
▌政协委员产生方式
政协委员以协商推荐的方式产生（selected through consultation and recommendation）。
每届政协委员名额和人选经上届全国委员会主席会议审议同意后，由常务委员会协商决定（approved by the Chairs Council of the preceding CPPCC National Committee）。
政协委员是中国各个领域、各个界别的代表（The CPPCC members represent all areas and various sectors of society）。
▌什么是政协提案
政协提案是政协委员向人民政协组织，并通过政协组织向人民代表大会或人民政府就有关国家或地方大政方针、社会生活等重大问题提出意见和建议的形式。
政协提案实行提出提案的时间不限、内容不限、人数不限的“三不限制”原则（there is no restriction on timing, scope or number of sponsoring members)。
人民政协是最高咨询机构，因此政协委员提案没有法律的约束力（is not legally binding whether it is adopted or not）。
全国人大常委会
the Standing Committee of the National People’s Congress
全国人民代表大会常务委员会是全国人民代表大会的常设机关。
它在全国人民代表大会闭会期间，行使最高国家权力（exercises the power of the highest state organ），受全国人民代表大会监督，对全国人民代表大会负责并报告工作。
▌全国人大常委会组成
全国人大常委会由委员长、副委员长若干人、秘书长和委员若干人组成。
常务委员会的组成人员，由全国人民代表大会从代表中选出。
注意：
人大常委会没有“常委”这个职务，只有“委员”，所以不能说“人大常委”而要说“人大常委会委员”（a member of the NPC Standing Committee）。
议案、提案和决议的区别
“议案（motion）”与“提案（proposal）”虽一字之差，却有本质之别。
“议案”多用于人大：
A motion is a formal statement of a proposed new law that is discussed by members of the National People's Congress.
而“提案”专用于人民政协：
A proposal is a plan or an idea, which is proposed on national affairs by members of the Chinese People's Political Consultative Conference.
人民代表大会是国家立法机关（national legislature） ，因此，人大议案具有法律的约束力（legally binding），起法律监督作用（supervisory role），承办单位必须执行（is required to execute）。
而人民政协是统一战线组织。根据其职能，政协提案不具有法律的约束。
决议（resolution）：
决议是经过会议讨论通过（A resolution is a written motion adopted by a deliberative body），要求贯彻执行的公文。
决议具有严肃性，凡是议而未决的事项不是“决议”。因此，它的英文表达为resolution，意指最终确定的事项。
草案（draft）：
此外，“草案”，指未正式确定的或只是公布试行的（a draft is a version of something that you make before you make the final version）法令、规章、条例等，英文中，可以用draft表示。
