Notification on Further Strengthening COVID-19 Prevention and Control Work by Office of Foshan Command Center for COVID-19 Control and Prevention
为切实保障人民群众的生命安全和身体健康，根据省新冠肺炎防控指挥部疫情防控工作要求，从即日起，加强对境外抵返佛山人员健康服务管理。现将有关事项通告如下：
In order to safeguard the safety and health of the public, in accordance with requirements put forth by Guangdong Provincial Command Center for COVID-19 Control and Prevention, the health service and management for people entering Foshan from overseas shall be strengthened. Related matters are hereby notified as follows:
一、凡2020年3月9日零时后，对所有从国外经广东口岸入境抵返佛山的人员，以及从港澳台经广东口岸入境抵返佛山和从省外口岸入境抵返佛山且近14天内有国外旅居史的人员，无论外国公民还是中国公民，一律立即实施居家隔离或集中隔离医学观察，由社区负责提供健康监测服务。尚未隔离的一律纳入居家或集中隔离。
I. If you entered Foshan from overseas via Guangdong after 00:00, March 9, 2020, or if you entered Foshan from Hong Kong, Macau, Taiwan or other provinces outside of Guangdong via Guangdong and had visited any other country and region outside of China 14 days before you arrived in Foshan after 00:00, March 9, 2020, you’re required to undergo quarantine and medical observation upon arrival either at home or at quarantine facilities regardless of your nationality. Health monitoring service shall be provided by your residential communities. Anyone, who is required to and yet to be enrolled in a quarantine program, will be quarantined at home or at quarantine facilities.
二、居家隔离或集中隔离观察期从被隔离观察人员入境之日起计算，隔离期间一律不得外出，14天后无症状且再次核酸检测为阴性的，方可解除隔离医学观察。居家隔离医学观察人员违反规定的，转为集中隔离医学观察，并承担相应责任。集中隔离医学观察食宿费用自理。
II. The quarantine period begins on the date of arrival. The quarantined persons are not allowed to go out during the quarantine period. Medical observation can be lifted 14 days later provided that the quarantined persons are not showing any symptoms and have been tested negative in the second nucleic test. Violation of home isolation regulations shall be transferred to quarantine facilities for medical observation and shall be held accountable for such violations. Costs of accommodation and food at quarantine facilities shall be born by the quarantined persons.
三、以上入境人员须在3月24日前主动向所在社区（村居）和用人单位申报个人健康信息，如有疑问，可向佛山市两级防控工作热线（附后）咨询。凡入境后尚未做过核酸检测的，均要进行核酸检测。
III. By March 24, the aforementioned persons entering Foshan from overseas shall report their health conditions to their residential communities and work places. For information, please dial the hot-lines for disease prevention and control (list attached at the end of this notification). Those who have entered China from overseas without taking the nucleic test are required to take nucleic test.
四、请以上入境人员配合做好社区健康服务管理。对隐瞒或逃避隔离观察，拒不配合社区健康服务管理，不主动报备个人信息或拒不接受核酸检测的，将依法追究法律责任并纳入公共信用系统予以失信惩戒。
IV. The aforementioned persons entering Foshan from overseas shall follow the rules of community health service and management. Those who conceal or fail to report related information or attempt to escape quarantine, or refuse to work with community health service and management staff, or refuse to take nucleic test, shall be held legally accountable and listed in the public credit information system for discredit.
