不少人可能都曾遇到过办理某些行政事务，但过程极为繁琐的情况，一些行政性事务的办理往往需要高额的时间和精力，有些甚至对办理者的知识水平也有不小的要求，导致对部分人的“排斥”。在服务型政府建设及简政放权的大背景下，我国民众办理日常事务的便利程度得到了大幅提升，体现了政府为人民服务的宗旨。不过，这只是行政负担的一个方面，通过这本书我们可以更好地认识行政负担这一概念及其对政府行政的影响。
本文的作者结合美国的政治和行政体制讨论了行政负担的起源和目的，以及这些负担的后果。显然，由于两国的体制不同，行政负担的产生逻辑必然有差异，但万变不离其宗，有一些共性的问题是值得思考的，特推荐此书。
官僚作风、令人困惑的文书工作、复杂的规章制度，或者公共政策学者帕梅拉赫德（Pamela Herd）和唐纳德莫尼汉（Donald Moynihan）所称的行政负担，往往会给我们与政府机构的相处带来延误和挫折。行政负担削弱了公共项目的有效性，甚至可能阻碍个人享有投票等基本权利。在《行政负担》一书中，赫德和莫伊尼汉认为，公民在与国家互动中经常遇到的行政负担，不仅仅是治理的意外副产品，而是深思熟虑的政策选择的结果。由于负担会影响人们对政府的看法，而且往往会使长期存在的不平等现象长期存在，因此了解行政负担为何存在以及如何减轻行政负担对于维持一个健康的公共部门至关重要。
通过对联邦计划和有争议的立法的深入案例研究，笔者认为行政负担是政策设计的关键。关于选民选举权或堕胎权等有争议的问题，立法者经常利用行政负担来限制他们所反对的权利或服务的获得。例如，立法者实施了复杂的登记要求和严格的选民身份识别法等行政负担，以抑制非裔美国选民的投票。同样，堕胎的权利也受到法律保护，但许多州要求寻求堕胎的妇女遵守诸如强制等待期、超声波和脚本咨询等负担。正如Herd和Moynihan所证明的那样，行政负担往往不成比例地影响到那些缺乏资源来应付克服这些障碍所需的财政和心理代价的弱势群体。
然而，政策制定者有时会减轻行政负担，或将行政负担从公民转移到政府身上。一个例子是社会保障，该计划的早期管理者在20世纪30年代实施了该计划，目的是尽量减少受益人的负担。因此，采纳率约为100%，因为社会保障局会跟踪人们的收入，自动计算福利和资格，只需要简单的在线报名或访问1200个外地办事处之一。作者认为，要使更多的项目和公共服务有效运作，就需要采用一种无党派的、基于证据的标准来确定何时以及如何设置行政负担，并倾向于减少行政负担。通过确保公众与政府的互动不会比需要的更繁重，政策制定者和管理者可以减少不平等，促进公民参与，并建立一个为所有公民服务的高效国家。
