美国对俄罗斯的金融“核打击”，真要来了！
刚刚，美国传来大消息：拜登发布了行政命令，将对俄罗斯进行严厉的经济制裁，打击俄罗斯经济的任何领域！
没错，是任何领域，只要能打痛俄罗斯，都可以干！！
不要以为拜登就是说说而已，现在，他已经祭出了大招：
从6月14日起，美国金融机构将禁止从俄罗斯央行、财政部以及俄大规模主权财富基金，直接购买俄罗斯政府债券。
这也就是说，只要是美国买家，都要从卢布计价的俄罗斯主权债务的一级市场撤出。
这一被称为“金融核弹级”的选项，无疑将严重打击俄国发行主权债的能，在俄罗斯金融市场形成了极大恐慌。
这一下，俄罗斯借贷成本高了不说，还可能导致资本逃离俄罗斯，甚至引发俄罗斯卢布贬值！
果不其然，消息刚刚宣布，俄罗斯卢布兑美元，一下子就下跌超过1%。
毕竟，拜登现在对俄罗斯是又恨又怕，既想报复俄罗斯，又因为俄罗斯军事实力，尤其是核武器太强大，一直投鼠忌器。
既然在军事上没办法打倒俄罗斯，只能从经济上考虑如何打击俄罗斯，特别是揪住俄罗斯最薄弱的金融领域打，无疑杀伤力最大。
更何况，随着对俄罗斯搞金融战，华尔街的等秃鹫们，也就有了做空的可乘之机，可以再隔一次韭菜！
金融战就是杀人于无形之中！
只能说：美国的确够阴，够狠，够毒辣！
这也许就是当今世界的战争，没有硝烟，但是更残酷，更血腥，软刀子杀人不见血！通过金融战这个软刀子杀人，美国人一直玩得挺溜。俄罗斯已经不止一次吃过大亏了。1、早在1992年的时候，俄罗斯就结结实实地被美国灌输的西方经济学，以及美国专家们，给坑了一把。早在1992年的时候，在美国专家的指导下，俄罗斯采用“休克疗法”的经济改革措施：全面放开物价，取消对收入增长的限制；实行紧缩的货币政策，同时加税、减少财政支出。然后，美国扶持的代理人开始粉墨登场了，他们疯狂倒卖苏联的矿山，油田，核燃料，军火库，形成了史无前例的寡头势力。
这些寡头大部分都是前苏联的官僚，变成了西方的马仔，当时苏联货币贬值的跟废纸似的。就这样，美国秃鹫们以废纸价格，拿下了人类历史上最大的一部分遗产。苏联积攒了70年的财富，就这样被一群疯狂的金融大鳄们，以不到1千万美元的价格，劫掠一空！留给俄罗斯的，是物价飞涨，恶性通货膨胀，GDP几乎减少一半，经济萧条，国家陷入崩溃的境地。2、20年后，在奥巴马执政时期，美国对普京横看竖看不顺眼，但又不敢诉之武力，怎么办？美国玩了一次原油价格狂跌的游戏，在原油市场中埋下了大量空单，利用石油价格武器，暗中对俄罗斯进行经济打击。在2014年克里米亚问题爆发之前，国际油价处在100美元左右的高位。然后，美元一加息后，国际原油价格曾一下子暴跌到每桶三十多美元。俄罗斯是世界第一大产油国，也是世界大国中，对石油财政依赖最大的国家。原油大跌，俄罗斯的经济一下子就坐了过山车，卢布几乎变成废纸，经济和财政几乎崩溃。3、不仅美国对自己对手会使用这种阴招，就是对盟国，也不手软，硬生生把刚刚出世的欧元打残！还记得2000年欧元诞生的情形。也是一片乱象，兵荒马乱的格局！美国开打科索沃，分解了南斯拉夫。科索沃战争之初，欧洲国家并没有认清美国的险恶用心，当欧盟国家发现科索沃战争再次造成欧洲资本外逃，严重影响欧洲经济和金融稳定时，已经为时已晚。后来德法等国才发现，美国轰炸南联盟，项庄舞剑意在沛公，其实是为了“轰炸欧元”。要知道，此前，欧元没有统一时，大量的欧洲金融资本为了规避风险而涌入美国，使得美国股市极速飙升，出现了世界最大的“泡沫经济”。2000年，欧元即将横空出世，如果欧元走稳了，欧洲资本就会回流欧元区，美国经济就可能随时陷入股市崩溃、美元大幅度贬值和经济衰退的危险。美国这招阴招，直接把欧元干成了弱势货币，一直弱到了今天。确实，在美国这样老手发起的金融战面前，如果一个国家没有很好的应对准备，其结果可能是一场悲剧。当然，叱咤江湖几十载，普京不是新手，俄罗斯更不是善茬。美国挤压越厉害，俄罗斯反抗越激烈。

据人民日报，当地时间4月15日，美国白宫新闻简报官网发布消息称，美国总统拜登签署了对俄罗斯实施新制裁的行政令。
另据央视新闻，美国总统拜登签署行政令，对俄罗斯“有害外国行为”发起了一系列制裁行动。白宫表示，美国希望与俄罗斯建立“稳定及可预测”关系，但要让俄罗斯试图伤害美国行为付出代价。
美国对俄罗斯新一轮制裁包括财政部禁止美国金融机构参与俄罗斯一系列债券及基金投资；对6家俄罗斯科技公司采取行动；宣布制裁32个被指“实施俄罗斯政府的意图，企图影响美国2020年大选、散播虚假信息及干涉美国内政”的实体及个人；美国与欧盟、英国、澳大利亚和加拿大合作，制裁与克里米亚相关的8个俄罗斯实体及个人。
白宫还表示美国将驱逐俄罗斯驻华盛顿外交使团的10名外交人员。白宫称，这些人员中包含了俄罗斯情报部门人员。
此外，白宫正式将俄罗斯外国情报局（SVR）列为通过网络平台进行间谍活动的实施者，并表示该机构有能力监视或扰乱全球16000个计算机系统。
俄罗斯卫星通讯社4月15日消息，美国总统拜登签署制裁俄罗斯的新行政令，俄罗斯外交部对此表示：“俄方将坚决回击美国的挑衅行为，对制裁的反击将不可避免。”俄罗斯外交部已召见美国驻俄大使约翰·沙利文。

They had arrived in San Francisco, where their ship was decommissioned, and Paul bet that he would find himself a wife within two weeks. He was a taut, tattooed engine mechanic, six feet tall, with a passing resemblance to James Dean. But it wasn’t his looks that got him a date with Clara Hagopian, a sweet-humored daughter of Armenian immigrants. It was the fact that he and his friends had a car, unlike the group she had originally planned to go out with that evening. Ten days later, in March 1946, Paul got engaged to Clara and won his wager. It would turn out to be a happy marriage, one that lasted until death parted them more than forty years later. Paul Reinhold Jobs had been raised on a dairy farm in Germantown, Wisconsin. Even though his father was an alcoholic and sometimes abusive, Paul ended up with a gentle and calm disposition under his leathery exterior. After dropping out of high school, he wandered through the Midwest picking up work as a mechanic until, at age nineteen, he joined the Coast Guard, even though he didn’t know how to swim. He was deployed on the USS General M. C. Meigs and spent much of the war ferrying troops to Italy for General Patton. His talent as a machinist and fireman earned him commendations, but he occasionally found himself in minor trouble and never rose above the rank of seaman. Clara was born in New Jersey, where her parents had landed after fleeing the Turks in Armenia, and they moved to the Mission District of San Francisco when she was a child. She had a secret that she rarely mentioned to anyone: She had been married before, but her husband had been killed in the war. So when she met Paul Jobs on that first date, she was primed to start a new life. Like many who lived through the war, they had experienced enough excitement that, when it was over, they desired simply to settle down, raise a family, and lead a less eventful life. They had little money, so they moved to Wisconsin and lived with Paul’s parents for a few years, then headed for Indiana, where he got a job as a machinist for International Harvester. His passion was tinkering with old cars, and he made money in his spare time buying, restoring, and selling them. Eventually he quit his day job to become a full-time used car salesman. Clara, however, loved San Francisco, and in 1952 she convinced her husband to move back there. They got an apartment in the Sunset District facing the Pacific, just south of Golden Gate Park, and he took a job working for a finance company as a “repo man,” picking the locks of cars whose owners hadn’t paid their loans and repossessing them. He also bought, repaired, and sold some of the cars, making a decent enough living in the process. There was, however, something missing in their lives. They wanted children, but Clara had suffered an ectopic pregnancy, in which the fertilized egg was implanted in a fallopian tube rather than the uterus, and she had been unable to have any. So by 1955, after nine years of marriage, they were looking to adopt a child. Like Paul Jobs, Joanne Schieble was from a rural Wisconsin family of German heritage. Her father, Arthur Schieble, had immigrated to the outskirts of Green Bay, where he and his wife owned a mink farm and dabbled successfully in various other businesses, including real estate and photoengraving. He was very strict, especially regarding his daughter’s relationships, and he had strongly disapproved of her first love, an artist who was not a Catholic. Thus it was no surprise that he threatened to cut Joanne off completely when, as a graduate student at the University of Wisconsin, she fell in love with Abdulfattah “John” Jandali, a Muslim teaching assistant from Syria. Jandali was the youngest of nine children in a prominent Syrian family. His father owned oil refineries and multiple other businesses, with large holdings in Damascus and Homs, and at one point pretty much controlled the price of wheat in the region. His mother, he later said, was a “traditional Muslim woman” who was a “conservative, obedient housewife.” Like the Schieble family, the Jandalis put a premium on education. Abdulfattah was sent to a Jesuit boarding school, even though he was Muslim, and he got an undergraduate degree at the American University in Beirut before entering the University of Wisconsin to pursue a doctoral degree in political science. In the summer of 1954, Joanne went with Abdulfattah to Syria. They spent two months in Homs, where she learned from his family to cook Syrian dishes. When they returned to Wisconsin she discovered that she was pregnant. They were both twenty-three, but they decided not to get married. Her father was dying at the time, and he had threatened to disown her if she wed Abdulfattah. Nor was abortion an easy option in a small Catholic community. So in early 1955, Joanne traveled to San Francisco, where she was taken into the care of a kindly doctor who sheltered unwed mothers, delivered their babies, and quietly arranged closed adoptions. Joanne had one requirement: Her child must be adopted by college graduates. So the doctor arranged for the baby to be placed with a lawyer and his wife. But when a boy was born—on February 24, 1955—the designated couple decided that they wanted a girl and backed out. Thus it was that the boy became the son not of a lawyer but of a high school dropout with a passion for mechanics and his salt-of-the-earth wife who was working as a bookkeeper. Paul and Clara named their new baby Steven Paul Jobs.
