Under the responsibility of the Head of regional delegation, acts as a primary resource for interaction with target audiences and helps better implement ICRC objectives in the field of institutional strategic anchoring and influencing in China by: 

• Animating and coordinating the delegation's practice of humanitarian diplomacy in China;

• Supervising and following relations with think tanks and the corporate business sector;

• Contextualizing and streamlining efforts of the delegation in the field prevention and strategic anchoring, in close partnership with IPL and Com colleagues;

• Managing key contacts of the delegation over time.

Major responsibilities

2019年3月，红十字国际委员会、中国五矿化工进出口商会与日内瓦国际安全治理中心在北京签署三方框架协议。

As the Head of Policy Unit, s-he will be responsible for：

A.  Humanitarian diplomacy

In coordination with the delegation:

• Undertakes formal and informal interaction with Chinese authorities, think tanks and the corporate sector with a view to better understanding and defining the humanitarian problem/concerns in China;

• Reports on issues of mutual concern of the ICRC and China, based on the above-mentioned exchanges, environment scanning and analysis;

• Formulates suggestions on approaches to be adopted by the Delegation to increase the understanding, trust and acceptance of the ICRC in China. 

B.  File holder for think tanks

• Identifies and engages key think tanks on understanding and influencing government positions and policy in areas of mutual interest and relevant to the ICRC in China

• Builds up and maintains a network of contacts with range of relevant interlocutors, allowing the ICRC to have a quality dialogue based on an up-to-date understanding of and quality analysis on relevant issues

• Acts as the delegation’s relay for regional or institutional issues / actions coordinated by the Regional Advisor in Jakarta;

C. Contextualizing and streamlining

• Alerts the Delegation to new trends and developments concerning humanitarian problem in China and contextualizes the Delegation's activities to reflect these new developments;

• Streamlines the engagement with multilateral organizations by the Delegation through briefings and consultations and maintains the network with other related Delegations.

Requirements and Profile 

2019年6月，中华人民共和国应急管理部与红十字国际委员会共同举办首届灾害医学培训班。

Selection requirements and experience

• Master's degree in international relations/politics/economics/business

• Confirmed and fluent in written and spoken English and Mandarin

• At least 10 years work experiences in a similar field
  

Your profile

• Excellent analytical and writing skills

• Excellent communication and negotiation skills

• Confirmed capacity to analyse the political and social environment

• Confirmed computer skills (Word, Excel, Outlook)

• Proven experience in cultivating networks and influencing others

• Solid understanding of national/regional and their interplay with humanitarian affairs

• Knowledge of multilateral organisation / agencies and platforms
