澳人口普查出生国列表选项为什么没有中国？统计局是这样回复的！

明天就是澳洲人口普查日，很多人已经收到了表格，然而在填写表格的时候，很多人注意到这一点：

在常用出生国这一栏中，出现了澳大利亚、英格兰、新西兰等选项，而作为海外出生人口数量排名第三位的中国，却被放在了Other的选项中，更令人不解的是，越南和菲律宾却榜上有名！

这一发现让不少华人心存疑虑，更让一些人觉得愤怒，认为这是对南海事件的公然挑衅，是对华人的歧视。网友纷纷表示：“越南和菲律宾都有凭啥没中国？”

针对这一质疑，澳洲国家统计局人口及住房普查项目主管Duncan Young做出回应：

当我们在设计普查问题的时候，的确会参考以前普查中问题答案的频率。同时我们也会考虑怎样才能确保获得最有用的信息。

人口普查遵从收集“出生地”的统计标准。以下摘要来自《出生地标准，2016版》。它解释了为什么中国(和英国)会从出生地问题的备选项中省略。

“出生地的备选项列表包括那些在以往人口普查中出现频次高的国家。中国和英国是例外，这是因为这些备选项会降低收集到符合《澳洲国家分类标准》数据标准的可能性。”

就中国而言，将中国明确列为备选项会减少那些出生在中国特别行政区的香港和澳门人准确填写出生地的可能性。这种方法和以往的2006和2011的普查保持一致，并被事实证明是有助于获得得高质量数据的。

人口普查部在普查的准备阶段，多次与中国大使馆和海外华人组织进行联系，以获得华人社区的积极参与和提供任何支持。

When we design Census questions we do consider the frequency of responses in the previous Census, but also consider how we ensure the questions captures the best possible information. 

The Census follows the statistical standard for collecting 'Country of Birth' data. The following extract from the Country of Birth Standard, 2016, explains the reason for the omission of China (and the UK) from the response options for the country of birth question:

"The option list for these [country of birth] question modules includes countries according to their statistical frequency in Australia, according to data from the Census of Population and Housing. Exceptions are made for countries such as 'United Kingdom' and 'China', as they are likely to reduce the level of detail that is possible to be coded to the Standard Australian Classification of Countries (SACC)."

In the case of China, it is not listed as an option as it would decrease the likelihood that data on those born in the Chinese SARs of Hong Kong and Macau would be reported. This approach is consistent with Census 2011 and Census 2006 and has been shown to produce high quality data. 

Census has engaged with the Chinese embassy and many Chinese organisations in preparation for this Census in order to encourage full participation in the Census and provide any support required.

个人觉得现在统计局不是重点，重点在七号台。

那可以增加几个选项，China，China（Hong Kong），China（Taiwan）。弄成其他就不模糊数据细节？

说实话我也发现这个问题了，也觉得有点不舒服，但是没往心里去。Take it easy

中国人自悲的可怕，一点点小事就搞大，什么歧视一大堆不好听的话，一定要别人遵重，就算歧视又怎样，的好白己拿出本事来让人看看比你搞运动要好的多。

受害者心理可否改改？

以前有个留学生抱怨澳洲歧视中国人，原因是她去一家餐馆发现菜单上披萨和寿司都排在了饺子前面。
