中山大学粤港澳发展研究院关于接受境外访问学者的启事 Announcement on Accepting Overseas Visiting Scholar at Institute of Guangdong, Hong Kong and Macao Development Studies，Sun Yat-sen University

        为促进学术交流与合作，不断提升粤港澳发展研究院（以下简称研究院）及其分支机构研究院（深圳）的影响力，研究院特设境外访问学者岗。为加强境外访问学者的规范管理，根据《国家高端智库管理办法（试行）》、《国家高端智库专项经费管理办法》、《深圳市前海管理局关于支持中国特色新型智库发展的暂行办法》等有关精神，结合中山大学及研究院的相关规定，特制定《中山大学粤港澳发展研究院境外访问学者管理办法》。为做好境外访问学者的申请接收工作，现将启事公布如下：

        To encourage academic exchanges and cooperation, and continuously enhance the influence of the Institute of Guangdong, Hong Kong and Macao Development Studies (referred as “the institute” below) and its branch institute (Shenzhen), the institute has set up recruitment plans for overseas visiting scholars . In accordance with the "China Top Think Tanks Management Regulations (Trial)", "China Top Think Tanks Special Fund Management Regulations", "Shenzhen Qianhai Administration Bureau Interim Regulations on Supporting the Development of Innovative Chinese Characteristic Think Tanks", and other relevant regulations of Sun Yat-sen University and the institute, the institute formulated the "Management Regulations of Overseas Visiting Scholars at the Institute of Guangdong, Hong Kong and Macao Development Studies, Sun Yat-sen University" in order to standardize management of overseas visiting scholars. Announcements on accepting overseas visiting scholar are as follows:

        一、访问学者的类别

        本办法所指的访问学者，特指到粤港澳发展研究院开展驻院短期研究和交流的境外国外访问学者。研究院在广州及深圳前海两个办公点均接受访问学者，其中：

        1.研究院广州本部只接受国外访问学者。

        2.研究院（深圳）接受境外和国外访问学者。

        1. Types of Visiting Scholars

        Visiting scholars below refers to overseas visiting scholars accepted to conduct short-term research and exchanges at Institute of Guangdong, Hong Kong and Macao Development Studies. The institute accepts visiting scholars in both Guangzhou and Qianhai, Shenzhen offices. To be specific:

        1.1 Guangzhou office of the institute only accepts visiting scholars from abroad.

        1.2 Shenzhen office of the institute accepts visiting scholars from overseas and abroad.

        二、设置访问学者的原则

        1.访问学者应能为研究院理论研究与决策研究队伍提供有益补充，为研究院联合开展重大研究任务与工作、或为研究院相对薄弱科研方向提供支撑；

        2.视经费情况，由党政联席会确定每年度接受访问学者数量。原则上，每年接受访问学者不超过8名，其中研究院（深圳）不超过4名。

        3.研究院根据科研工作的实际需求，采取公开申请或推荐相结合的方式接受访问学者；

        4.访问学者管理参照中山大学短期工作人员的规定执行。研究院与访问学者签订协议，规定其工作任务与提供相应的权益，其人事关系不进入学校。

        2. Principles of Accepting Visiting Scholars

        2.1 Visiting scholars should be able to provide support for the institute’s theoretical research and political decision-making research teams, and provide support on carrying out important research tasks and work, or provide support for enhancing less-advantaged research subjects of the institute;

        2.2 Depending on funding budget, the institute’s council board will decide each year’s number of visiting scholars. In principle, no more than 8 visiting scholars will be accepted each year, including no more than 4 working in Shenzhen office.

       2.3 Based on actual needs of research work, the institute accepts visiting scholars through self-application or recommendation;

       2.4 Management of visiting scholars refers to Sun Yat-sen University’s regulations on short-term staff. The institute signs agreements with visiting scholars to specify their work tasks and provide corresponding rights and subsidy. Visit scholars’ labor contracts do not associate with the university.

        三、接受境外访问学者的基本条件

        研究院接受境外访问学者应是境外高校教师或研究机构研究人员，具备以下基本条件：

        1.在境外高校从事教学科研工作或研究机构从事科研工作3年以上，能遵守中国的法律法规，访问学者在访问期间要遵守接受中山大学教师所应遵守的规章制度；

        2.身心健康，申请时原则上不超过65周岁；   

        3.原则上应具有副高及其以上专业技术职务，应具有博士学位；其研究领域应与粤港澳研究方向紧密相关，有较高的研究能力；

        4.申请者如利用学术假期来研究院做访问学者，其学术假期应能覆盖在我校做访问学者的期限，且申请者工作单位允许其利用学术假期来研究院交流合作；

        5.申请者能与研究院相关教师合作，共同开展约定的研究任务或工作任务；申请者能完成其提出的研究任务。

        3. Basic Requirements for Accepting Overseas Visiting Scholars

Overseas visiting scholars accepted by the institute shall be teachers from overseas universities or researchers from overseas research institutes who meet the following basic requirements:

        3.1 Has engaged in teaching and scientific research in overseas universities or research institutions for more than 3 years, and be able to abide by Chinese laws and regulations. Visiting scholars should abide by Sun Yat-sen University’s regulations for teachers during their visit;

        3.2 In good health, in principle no more than 65 years old at the time of application;

        3.3 In principle, visiting scholars should have professional or technical title of deputy senior position or above, and have acquired a PhD degree. Their research fields should be closely related to the development of Guangdong, Hong Kong and Macao, and they should have relatively strong research capabilities;

        3.4 If the applicant uses his/her academic vacation to carry out short-term research at the institute, his/her academic vacation should cover the whole period of being a visiting scholar in the institute. And the applicant's working organization shall allow him/her to spend academic vacation on academic exchanges and cooperation;

        3.5 The applicant is able to cooperate with relevant teachers from the institute to jointly carry out planned research tasks or work. And the applicant is capable to complete planned research tasks.

        四、申请办法

        1. 研究院每年接受两次申请，每年6月1日或12月1日之前，申请者填写《中山大学粤港澳发展研究院境外访问学者申请表》，经所在工作单位签署意见后寄至研究院。

        2.经研究院党政联席会讨论审议，确定接受访问学者名单。

        4. Applying Methods

        4.1 The institute accepts applications twice a year, before June 1st and before December 1st each year. Applicants must fill out the "Overseas Visiting Scholar at Institute of Guangdong, Hong Kong and Macao Development Studies, Sun Yat-sen University" and send to the institute after receiving opinions provided by their workplace.

        4.2 After discussion and deliberation of the institute’s council board, a list of accepted visiting scholars will be determined.

        五、访问期限及要求

        1.访学期限为1个月至3个月，具体报到时间以《中山大学粤港澳发展研究院境外访问学者协议》为准。

        2.访问学者到研究院广州或研究院（深圳）办理报到手续，研究院协助办理学校临时校园卡、借书手续、协助办理酒店入住以及研究院办公室等。

        3.访问期间，访问学者应在研究院开设学术讲座1次；与研究院合作教师开展工作，根据约定的研究课题按计划完成预定任务。

        4.访问期间，由访问学者撰写的研究报告，对于符合上报要求的研究报告，研究院可作为决策研究成果上报。若需特别约定知识产权归属，由双方另行书面约定。

        5.访问结束前，访问学者应提交《粤港澳发展研究院境外访问学者工作总结表》，研究院合作教师应按照计划检查执行情况并签署考核意见。访问学者办理相关离校手续，交结工作资料和办公条件。

        5. Visiting Time and Requirements

        5.1 Visiting time is from 1 month to 3 months. Specified registration date is subject to the signed "Agreement of Overseas Visiting Scholars at Institute of Guangdong, Hong Kong and Macao Development Studies, Sun Yat-sen University ".

        5.2 Visiting scholars shall complete registration procedures in Guangzhou or Shenzhen office. The institute will assist in applying for the university’s temporary campus card, borrowing books, checking-in hotel and accessing office, etc.

        5.3 During the visit, the visiting scholar should give one academic lecture at the institute, and work with cooperating teachers from the institute to complete planned research tasks according to the research plan.

        5.4 During the visit, the institute can submit qualified research reports written by visiting scholars as research results of political decision-making. If there is a need to specify ownership of intellectual property rights, written agreements will be signed by both parties.

        5.5 Before the end of visit, the visiting scholar should submit a "Work Summary of Overseas Visiting Scholar at Institute of Guangdong, Hong Kong and Macao Development Studies, Sun Yat-sen University". Cooperating teachers from the institute should assess the visiting scholar’s implementation of research plan and sign an assessment opinion. Visiting scholars should complete relevant procedures of leaving the university, submit work materials and return the office.

        六、劳务报酬

        1．对于境外访问学者，经其所在单位同意，研究院给予住宿费在内的劳务费用。根据访问学者的专业技术职务给予每月0.9-2.5万人民币劳务费用补贴。

        2. 费用逐月发放。

        6. Remuneration

        6.1 For overseas visiting scholars, with consent of their employer, the institute will provide remuneration including accommodation fees. A monthly working subsidy of RMB 9,000-25,000 will be provided based on the visiting scholar's professional and technical position.

        6.2 Fees are paid monthly.

        七、其他事宜

        1.驻院办公地点

        （1）研究院本部：广东省广州市新港西路135号中山大学文科楼6-8楼；

        （2）研究院（深圳）: 广东省深圳市南山区南山街道梦海大道5073号前海合作区华海金融创新中心（前海国际人才港）B栋10层1001-1单元

        2.进驻研究院（深圳）的访问学者，根据前海管理局要求，提供以下材料：1.访问学者的工作简历；2.访问学者在深期间居住证明。

        7. Other Information

        7.1 Office Location

        (1) Guangzhou Office: 6-8/F, Liberal Arts Building, Sun Yat-sen University, No. 135 Xingang West Road, Guangzhou, Guangdong;

        (2) Shenzhen Office: Unit 1001-1, 10/F, Building B, Huahai Financial Innovation Center (Qianhai International Talent Port), Qianhai Cooperation Zone, No. 5073 Menghai Avenue, Nanshan District, Shenzhen, Guangdong

        7.2 According to requirements of the Qianhai Administration Bureau, visiting scholars working in Shenzhen office should provide the following materials: 1. resume of the visiting scholar; 2. proof of residence of the visiting scholar during his stay in Shenzhen.
