11月15日,广州市新型冠状病毒肺炎疫情防控指挥部发布第28号通告,要求进一步加强来(返)穗人员健康管理。以下是通告全文。

关于加强我市新冠肺炎疫情防控工作的通告
(第28号)
当前国外疫情形势仍然严峻复杂,国内多个省市发生本土疫情,我市“外防输入、内防反弹”任务十分艰巨。为巩固当前疫情防控成果,筑牢疫情防控的坚固防线,保障市民群众健康安全,根据国内外疫情形势变化,现就加强我市疫情防控工作通告如下:
一、持续落实外防输入措施。强化入境人员闭环管理,点对点无缝衔接。对所有从国外入境人员(目的地为广州市的)实施“集中隔离14天+居家隔离7天+自我健康监测7天”,解除隔离后在入境第23天、28天凭解除隔离证明在医院免费核酸检测。
二、进一步加强来(返)穗人员健康管理。对有高风险地区旅居史的来(返)穗人员实施“集中隔离14天”(时间从离开所在地级市、盟、州、直辖市的区开始计算,下同),在第1、4、7、10、14天开展核酸检测。对有中风险地区(或经评估需参照中风险地区管理的)旅居史的来(返)穗人员实施“居家隔离14天”,在第1、4、7、10、14天开展核酸检测。对有高风险地区(或经评估需参照高风险地区管理的)所在地级市(盟、州、直辖市的区)旅居史的来(返)穗人员实施“居家隔离7天+居家健康监测7天”,在第1、3、7、14天开展核酸检测。对有本土阳性个案地级市(盟、州、直辖市的区)旅居史的来(返)穗人员实施“三天两检”(间隔24小时)和14天居家健康监测,在第7天、第14天分别做一次核酸检测。
对国内有本土疫情发生的外省(自治区、直辖市)来(返)穗人员,抵穗后在机场、火车站或24小时内尽早就近做一次核酸检测,并自我健康监测14天。其他省(自治区、直辖市)来(返)穗人员抵穗后应48小时内主动做一次核酸检测。
三、做好居家健康管理。市民接受居家健康监测期间,要做好自我健康监测,每天测量体温,按要求配合做好核酸检测,避免前往人群聚集场所,避免参加聚集性活动,外出时做好个人防护、佩戴口罩,避免乘坐公共交通工具。出现发热、咳嗽、嗅觉味觉减弱等异常情况,及时到定点医院排查。
四、强化个人防护和旅居史报告。请市民继续做好个人日常卫生防护,减少不必要聚会,避免长时间在密闭空间停留,维持戴口罩、勤洗手、常通风、保持社交距离等良好生活习惯。积极配合各类场所和单位测温、扫(亮)码查验等相关防控要求。近期非必要不去中高风险地区和报告本土阳性感染者的地区。密切关注国内各地区疫情信息,如与目前国内已经报告本土阳性感染者的公布行程有交集、重合的,或近期有本土阳性感染者所在省(自治区、直辖市)旅居史的,必须于12小时内主动向社区(村)或小区、单位、酒店宾馆报告,并配合各项健康管理措施。如有不适及时就医,并主动向医疗机构报告旅居史。
五、加强重点场所防控。全市电影院、棋牌室、游艺厅、网吧、体育场所、商场、超市等人员聚集密闭和半密闭场所,加强公共区域清洁、通风、消毒工作,入口处安排专人负责测温、查验健康码,提醒扫通行码、正确佩戴口罩。
六、加强交通出行防控。搭乘地铁、公交车的市民须测温、亮码、戴口罩,在白云机场、各铁路站场(广州站、广州东站、广州南站、广州北站、庆盛站、新塘南站等)搭乘出租车、网约车的乘客须亮码并佩戴口罩。非“绿码”人员不得搭乘公共交通工具。工作人员做好个人防护。
以上防控措施,依据疫情风险评估结果和上级工作要求动态调整。本通告自发布之日起实施。

Notice on Strengthening COVID-19 Measures in Guangzhou (No.28)
At the moment, the COVID-19 situation remains grim and complex overseas, and many Chinese provinces and cities have seen sporadic local outbreaks, posting daunting challenges to our efforts in preventing inbound cases and domestic resurgences. To consolidate our control and prevention work and protect the health and safety of the public, tighter epidemic measures will be enforced as follows:
1. Continue to prevent inbound cases. Measures will be tightened on the closed-loop management and seamless point-to-point transfer of overseas passengers. Those from overseas (whose destination is Guangzhou) shall undergo "14 days of centralized quarantine + 7 days of home quarantine + 7 days of self-health monitoring". They should take a free PCR test in hospitals on the 23rd and 28th days from entering China by presenting their certificate of quarantine completion.
2. Tighten health management on passengers coming/returning to Guangzhou.
Those from high-risk areas shall go through "14 days of centralized quarantine" (starting from the time of departure from the city, league, prefecture, or district of a centrally-administrated municipality, similarly hereinafter), and take a PCR test on the 1st, 4th, 7th, 10th, and 14th days upon arrival.
Those from middle-risk areas (or regions subject to the same management methods as middle-risk areas) shall undergo "14 days of home quarantine", and take a PCR test on the 1st, 4th, 7th, 10th, and 14th days upon arrival.
Those from cities (leagues, prefectures, or districts of centrally-administrated municipalities) where any high-risk areas (or regions subject to the same management methods as high-risk areas) is located shall undergo "7 days of home quarantine + 7 days of home self-health monitoring", and take a PCR test on the 1st, 3rd, 7th, 10th, and 14th days upon arrival.
Those from cities (leagues, prefectures, or districts of centrally-administrated municipalities) with reported local cases shall undergo two PCR tests (24 hours apart) within three days and “14 days of home self-health monitoring”, and take a test on the 7th and 14th days upon arrival.
Those from provinces (autonomous regions or centrally-administrated municipalities) with reported local cases shall take a PCR test at the airport, train station, or a nearby testing point within 24 hours upon arrival. Those from other provinces (autonomous regions or centrally-administrated municipalities) shall take a test within 48 hours upon their arrival in Guangzhou.
3. Strengthen home health management. During the home health monitoring period, citizens should keep good track of their health by taking temperature every day and take COVID tests as required. You should avoid crowds and social gatherings, and practice good personal protection including wearing a mask when going out. If you experience any abnormal symptoms such as fever, dry cough, and decreased sense of smell and taste, please go to a designated hospital for testing immediately.
4. Strengthen personal protection and travel history reporting. Citizens should continue their daily safety protocols, refrain from social gatherings as much as possible, and avoid staying in an ill-ventilated space for a long time. Good practices such as wearing masks, washing hands frequently, maintaining good ventilation, and keeping a safe social distance should continue. Citizens must follow control and prevention requirements such as temperature measurement and displaying health codes when visiting or entering sites. Do not leave the province for non-essential reasons, and avoid going to medium- and high-risk areas or anywhere with reported local cases. Please stay updated with the epidemic dynamics in China. If you have been to any places that have been visited by any COVID-19 patient, or have traveled to any provinces (autonomous regions or centrally-administrated municipalities), you must report the relevant information to your neighborhood committee (village) or residential community, employer, or hotel within 12 hours, and cooperate with the health management measures. If you feel unwell, please go to the hospital immediately and inform the medical staff of your travel history.
5. Strengthen the control and prevention measures of key places. Cinemas, chess and card rooms, amusement halls, internet bars, gyms, stadiums, shopping malls, supermarkets, and other confined or half-confined places shall strengthen their efforts in keeping the public areas clean, well-ventilated, and properly disinfected. Special staff should be assigned at the entrance to take temperature and check health codes of the visitors, and remind them to scan the travel code and wear a mask.
6. Tighten the control and prevention measures at transport hubs. Citizens taking metro or buses must take temperature measurements, show their health code, and wear masks. At Baiyun Airport and railway stations (Guangzhou Railway Station, Guangzhou East Railway Station, Guangzhou South Railway Station, and Guangzhou North Railway Station, Qingsheng Station, Xintang Station, etc.), passengers taking taxis or online car-hailing services must show their codes and wear masks. People who are not "Green Code" holders are not allowed to take public transportation. Staff should also take personal protection.
The above control and prevention measures are adjusted on an on-going basis of risk assessments. This notice will be implemented from the time it is issued.
