编者按：福特政府继续努力消灭赤字。前自由党韦恩政府把好端端的经济大省安省搞成一个负债累累的省，真是气死人。福特省长上台之后推出一系列政策，有些选民高兴，有些也让选民不理解。不过，可以看出福特还是一直在努力兑现当时的诺言。希望大家给他一些时间。

安省政府遏制自由党政府遗留下来的政府三月财政结算月的疯狂消费与支出管理不合理现象，将以身作则，消灭安省巨额赤字!

安省保守党政府财政厅秘书处和财政厅长发布了一项题为“遏制政府部门三月疯狂消费”的政府指令，指示省府各部门控制年终支出，冻结不必要的可自由支配支出。

由特别财政委员会会议纪要强制执行，通过内阁重新执行，各部门被指示在每年三月财政结算月，政府将不会为了完成花费预算结余款项，而进行疯狂的花费支出。为此政府将不再进行任何新的不必要的政府采购计划，并严格规定合同执行，以及限制立法会和/议员不增加额外开支承诺的情况下来履行他们的职责。

由于采取了这些措施和其他相关规定，2月和3月的政府运作支出合计比原先预计的少了1.53亿加元。这些节省是在许多费用领域产生的，例如：

交通运输

March Madness & Expenditure Management

On February 13, 2019, the Ministers of Treasury Board Secretariat and Finance issued a government directive entitled "Curbing March Madness", instructing ministries to contain year end spending, especially as it relates to the freeze on unnecessary discretionary spending.

Enforced by a special Treasury Board minute, re-enforced through Cabinet, ministries were directed not to enter into any new funding commitments and limit spending to commitments under contract, legislation and/or requirements to fulfil core services up to March 31, 2019.

As a result of these and other measures, spending in February and March combined was $153 million less than originally forecasted.

These savings were generated in a number of expense areas, such as:

Transportation and Communication、

Limiting travel, accommodation and meal expenses for employees on government business, including employee relocation costs, to the established allowance in the Travel, Meal and Hospitality Expenses Directive, unless required by health and safety Taxi, TTC and parking costs

Communication costs such as telephone costs, mobile device charges, radio communications, as well as mailing, courier and freight charges

The largest reduction in expenses occurred in communication costs, followed by government staff travel. This is in alignment with the direction from the Secretary of Cabinet to freeze discretionary spending and restrict all out of province travel except in very limited circumstances and with prior approval from the President of Treasury Board.

Services  External consulting and professional services for specialized information technology consulting and management services

Media advertising placed on TV, radio, print as well as costs related to planning, design, printing and production of other communication products for special public and media initiatives

Media subscriptions through the cancellation of all paper-based media subscriptions (magazines, newspapers, etc.)

Rental, lease and repair costs for buildings, office space, office related machines and equipment

Beverages and meals through removing the provision of food or beverages for staff meetings or events (for example, at internal staff-only working meetings)

Hospitality/events and gatherings by deeming the very limited instances of alcohol at events impermissible. There are no exceptions granted, including for diplomatic meetings  The largest reduction is seen in external consulting services, media advertising and other communication products.

Freeze on Discretionary Spending

Discretionary spending includes, but is not limited to, any expense that can be placed on hold without putting government service delivery or the public at risk (for example, matters of health, safety and security).
