消息速递｜公共管理青年学者国际发表能力提升工作坊顺利举行
为了发现、鼓励和培养新锐青年学者，学院于2019年11月18日召开“公共管理青年学者国际发表能力提升工作坊”，为青年学者撰写和发表高水平英文论文提供指导。工作坊以分论坛形式进行，评审专家组由挪威奥斯陆大学政治科学系Tom Christensen教授、学院马亮教授、清华大学公共管理学院梅赐琪副教授、中国政法大学政治与公共管理学院李莉副教授、学院魏文池助理教授、学院张友浪助理教授组成，20位来自全国各高校的青年学者参与了本次工作坊的讨论。

第六篇论文为清华大学赵琦带来的“The Effect of Environmental Citizen Participation: Promoting Information-based Environmental Governance, or Strengthening Environmental Law Enforcement?”，论文构建了环境治理的公民参与和地方规制模型，并利用中国30个省份2009-2015年的面板数据对相关命题进行检验。

What is the Governance Meanings of Government Funding’s Crowed-in Effect on Charitable Donations? Basing on Big Data of Philanthropic Foundation
最后一篇论文来自对外经贸大学张毅副教授“What is the Governance Meanings of Government Funding’s Crowed-in Effect on Charitable Donations? Basing on Big Data of Philanthropic Foundation”，该研究使用大数据分析方法对慈善基金会的捐款数据进行分析，探究政府拨款对慈善捐款的治理意义。
Christensen教授与魏文池博士就研究论文的选题、写作、数据分析等方面，与参会学者进行了热烈讨论。Christensen教授强调了英文论文中“理论”与“结论与讨论”部分的重要性，他认为这是英文论文中的关键部分。由于中西方思维方式与写作范式的差异，中国学者往往会忽略这两个部分内容的重要性。Christensen教授还建议参会学者能够简化论文模型，使用简明的数据模型说明问题的重要性。魏文池博士则着重讨论了各篇论文的技术细节，从数据来源、数据分析、模型优化等多方面给与参会者提出了多条宝贵建议。

首先，北京交通大学语言与传播学院讲师陈静茜介绍了她的研究“Ritual-Based National Identity and Urban Space Construction— A Case Study on Geographic Microblogs of Beijing’s Tiananmen Square”。该文收集了2019年有关天安门广场这一地点的新浪微博内容，通过符号学理论分析天安门广场这一物理空间如何塑造个体的主观真实，以及个体通过天安门广场升旗仪式这一符号将自身嵌入到国家认同中的动态机制。

其后，贵州大学的硕士生李玄介绍了他的研究“Inner-Party Agenda Setting：Research on How the CPC’s Discipline Inspection System in City and County Level Works Based on Grounded Theory”。该文基于议程设置理论，运用扎根理论分析质性访谈资料，研究党的市县巡察作为议程设置系统运作的原因与机制，并总结了其功能发挥的模型。

接着，中国矿业大学的吴欣同介绍了她与刘蕾副教授合作的论文：“Social Entrepreneurship Curriculum and the Improvement of social entrepreneurs' ability”。该文主要研究如何设计社会创新课程，以及社会创新课程是否可以提升学生的相应能力。

随后，中国政法大学的博士生赵雪展示了她的研究：“Evaluating the Anti-corruption Performance in China: With Application on the Report on the Outline of the Central Commission for Discipline Inspection from 2009 to 2018”。该文根据中央纪委2009-2018年的报告，分析了纪委的反腐机制，并评估了纪委的反腐绩效。

Which Contexts Prefer Private Control and Trust in Governing PPPs: Configuration Evidence from Transitional Countries
最后，大连理工大学的博士生刘红艳介绍了她的研究:“Which Contexts Prefer Private Control and Trust in Governing PPPs: Configuration Evidence from Transitional Countries”。该文选择来自转型经济体2000-2018年的1378个PPP项目，使用交易成本理论和公共物品理论，通过模糊集定性比较分析方法，分析交易与公共环境如何影响PPP中的私人控制与信任。
针对各参会学者的研究，马亮与李莉在概念阐释、框架构建、研究方法选择以及写作语言等方面进行了细致地评议和建议。马亮教授对分论坛进行了总结，并提出了几点建议。一是确定目标期刊，更能有的放矢。二是需要阐明中国故事的背景，以便审稿人了解研究问题的语境，更好地理解文章内容。三是需要加强对方法的说明。四是丰富文章讨论部分，提出更为普遍的研究意义。五是注意写作表达。此外，可以充分利用文章附录部分，提供更多细节内容。

接着，中国人民大学的研究生周保民展示了他的论文：“Job Characteristics, Values and Public Service Motivation of Grassroots Civil Servants：Empirical Research Based on Multiple Streets in Beijing”。该文以北京市为例，探讨工作特征和价值观对基层公务员公共服务动机的影响。

What Matters? Resource, Government Support, Leaders’ Intention and Performance of Chinese Science Associations
最后，中国科学院大学的博士生游玎怡介绍了她的研究：“What Matters? Resource, Government Support, Leaders’ Intention and Performance of Chinese Science Associations”。该文以中国科协为例，探讨资源、政府支持、领导意识对绩效表现的影响。
梅赐琪与张友浪两位评议人分别就每篇论文的选题、背景、研究方法、数据处理等各方面进行了细致的点评和建议。梅赐琪副教授着重强调了论文选题的问题，他认为论文选题应深化其理论意义，而非简单地将已有理论在中国情境运用。另外，他还强调了论文发现是否有趣，以及论文发现与理论构建的关系。张友浪则针对论文研究方法的适用性、数据处理等问题，给参会学者提出了针对性建议。

分论坛结束后，专家评审与参会学者在国学馆123会议室参加了全体会议。Tom Christensen教授针对论文写作与发表做了分享，并与参会学者就如何进行文献回顾以及如何选择目标期刊等问题进行了热烈交流。最后，马亮教授再次对远道而来的参会学者表示欢迎，并对各位专家评审表示感谢！
