社会风险治理视角下的非正式诉求表达

简介:新形势下防范和化解重大风险日益重要,社会风险评估机制亟待完善,这要求决策者更清楚地知道民众何时和为何通过非正式渠道表达公共服务诉求。作为社会转型过程中涌现出的常见现象,“闹大”为研究者提供了考察民众非正式诉求表达的独特视角和生动案例。本文基于公共行政学科视角,在既有理论研究的基础上,提出了一个包含社会地位、政治联系和感知回应三个维度在内的分析框架,旨在解释什么样的民众更加认同“闹大”这一基于非正式渠道表达公共服务诉求的方式。基于2015年中国城乡社会治理调查数据的统计分析表明,在控制其他因素的情况下,主观社会地位越高、受教育年数越多、党员和对政府回应性的感知越积极的受访人对“闹大”认同度越低。本研究有助于从行动者角度揭示公众选择非正式渠道表达公共服务诉求时的决定因素,从而为进一步提升社会风险治理水平、完善社会风险评估机制提供理论基础与研究证据。

公民接触与政府服务评价:基于“一站式”行政服务中心的证据

简介:中国近二十年来各级政府行政服务改革中最具代表性的组织创新之一是通过建立"一站式"行政服务中心,促进行政流程再造,提高行政效能,建设人民满意的服务型政府。去行政服务中心办事已成为民众直接接触政府部门的最主要方式之一。然而,现有文献对"一站式"行政服务中心服务评价的研究仍不多见。本文借助2015年中国城乡社会治理调查搜集的数据,首次从效率、程序、成功率等三个维度大规模测量公民对各地区(县)级行政服务中心的服务评价,并且通过引入公民接触(citizen contacting)的理论视角分析公民直接接触与间接经历对行政服务中心服务评价的影响。基于因子分析、两阶段赫克曼选择模型的一系列统计分析结果表明,直接接触对于公民对地方行政服务中心的服务评价存在显著的积极影响,负面间接经历则存在显著的负面影响。本文在理论与实证上拓宽了政府服务评价的研究视野,在实践上也为继续建设完善"一站式"政府、深化行政审批体制改革提供了证据支持。

Political Values and Life Satisfaction in China

简介:This study focuses on the theoretical links between two important ingredients of individuals’ fundamental political values (i.e. ideology and national attachment) and their life satisfaction assessments. We employ data from a 2016 national public survey in China to empirically examine how these political values relate to Chinese citizens’ life satisfaction. Our regression analyses demonstrate that Chinese citizens with stronger ideology and national attachment are likely to report a higher level of life satisfaction. Our study contributes to the existing literature by highlighting the importance of the connections between political values and citizen life satisfaction. It also advances our understanding of the origins of social and political stability in China, where citizen life satisfaction usually represents a major source of state legitimacy.

Social Ties and Citizen-Initiated Contacts: The Case of China’s Local One-Stop Governments

简介:Citizen-initiated contacts with the government considerably influence the outcomes of public management. Nevertheless, the following question remains inadequately explored and explained: Why are some citizens more likely to initiate contact with the government than others? This study examines how two distinct types of social ties, namely, daily and political ties, influence citizen contacting. We point out that daily and political ties can generally help reduce the information constraints involved in citizen contacting. Particularly, political ties may also increase citizens’ civic skills and capability to punish unresponsive government officials. We use original data from a nationally representative survey conducted in China in 2015 to verify our expectations. We find that citizens with strong political ties are significantly likely to initiate contact with local one-stop governments. Although consistently positive, the effects of daily ties are not statistically significant and tend to be smaller than the effects of political ties.

Civil Servants’ Preferences for Nonprofit Contractors: A Conjoint Analysis

简介:Although governments frequently contract nonprofit organizations (NPOs) to provide public services, little is known about why civil servants are more willing to direct funding to some NPOs than to others. Based on previous research on government funding for NPOs, this study proposes a theoretical framework that combines NPOs' internal and external management strategies to explain civil servants' preferences for funding specific NPOs. On the basis of an original conjoint experiment of 1206 civil servants from China between 2020 and 2021, the analysis found that civil servants generally value the characteristics of rationalization, professionalization, collaboration, cooptation, and a prior history of receiving funding from the government in NPOs. A series of robustness checks were used to validate the theorized relationships. These findings have important implications for both future research and efforts to promote government–NPO contracting.
