新闻 | 法学院教师及留学生参加”巴中伙伴关系“国际会议

9月8日至9日,“巴中伙伴关系:高等教育合作的前景与挑战”(Pak-Sino Partnership: Prospects and Challenges in Higher Education Collaboration)国际会议在巴基斯坦巴利亚大学伊斯兰堡校区(Bahria University Islamabad campus)举行。本次会议由巴基斯坦巴利亚大学主办,巴基斯坦驻华大使Moin ul Haque先生、中国驻巴基斯坦大使农融先生在会议开幕环节进行了主旨发言, 包括大连海事大学在内的部分中国高校和相关机构研究人员受邀参会。会议通过线上和线下的方式进行。

我校共有两名教授、三名巴基斯坦籍博士生参加了此次国际会议。法学院张晏瑲教授和其指导的两名博士生M Jahanzeb Butt先生和Khadija Zulfiqar女士合作提交了论文“Defining the term ‘maritime’ and its usage in behavioural sciences for prospective development of literature in the evolution of China-Pakistan Economic (Maritime) Corridor (CPEC) under the Belt and Road Initiative (BRI).”,并在会议第一场有关“海洋领域的学术和应用研究(Academic and Applied Research in the Maritime Domain)”的研讨中进行了会议发言。论文旨在为“一带一路”倡议下的中巴经济(海事)走廊的发展前景定义“海事”的概念及其在法律、管理和治理领域的应用。

我校外籍教授Proshanto Mukherjee和其指导的博士生Saira Bashir Dar女士的发言题目是“Private Law of Ship-Source Marine Pollution: The Legal Regimes of Pakistan and China in Comparative Perspective ”。发言中讨论了与船舶源污染有关的海事私法问题,并对巴基斯坦和中国在控制船舶污染领域的立法做了比较研究。

巴基斯坦巴利亚大学是我校的重要合作伙伴之一,双方围绕着“一带一路”倡议的实施开展了卓有成效的合作与交流,目前该校有两名教师在我校法学院进行博士阶段的学习。

Pak-Sino Partnership: Prospects and Challenges in Higher Education Collaboration

The conference “Pak-Sino Partnership: Prospects and Challenges in Higher Education Collaboration” was held offline and online through a base station of Bahria University in Islamabad, Pakistan. Bahria University is one of the key partners of Dalian Maritime University. A number of  PhD Law Scholars from Dalian Maritime University presented their research findings at this conference. The Ambassador of Pakistan to China (H.E. Mr. Moin ul Haque), the Ambassador of China to Pakistan (H.E. Nong Rong), the President of Azad Jammu and Kashmir, the Minister for Parliamentary Affairs of Pakistan, Admiral M Amjad Khan Niazi NI, Chief of Naval Staff, and Lt. General (R) M. Asghar, Member HEC, former Consultant CPEC, HEC were among the observers at the conference.

It is well-known that the Law School of Dalian Maritime University specialises in Maritime Law and Law of the Sea. As such, the primary focus of the paper by Mr. M. Jahanzeb Butt and Ms Khadija Zulfiqar under the supervision of Dr. Yen-Chaing Chang, was on “Defining the term 'maritime' and its usage in behavioural sciences for prospective development of literature in the evolution of China-Pakistan Economic (Maritime) Corridor (CPEC) under the Belt and Road Initiative (BRI)”. Mr. Butt, Ms Zulfiqar and Dr. Chang discussed the use of the term “maritime” in relation to law, management and governance in the session entitled “Academic and Applied Research in the Maritime Domain.” In another session, Ms Saira Bashir Dar and Professor Proshanto K. Mukherjee of the Law School of Dalian Maritime University discussed the private maritime law implications of ship-source marine pollution. They highlighted the important features of the respective legislation of Pakistan and China on ship-source pollution and presented a comparative analysis of the two national regimes.
