2月19日，刘晓明大使在推特上发布视频，宣介18日习近平主席应约与英国首相约翰逊通电话内容。
刘大使表示，这是约翰逊首相就任以来，习主席与约翰逊首相首次通电话，也是在中国疫情防控关键时期两国领导人一次重要沟通，意义重大、影响深远，对外彰显了“三个信心”：
一是对中国打赢抗击疫情
阻击战的信心。
习主席强调，疫情发生以来，中方始终坚持把人民群众生命安全和身体健康放在第一位，充分发挥制度优势，举全国之力，采取最全面、最严格、最彻底的防控举措。经过艰苦努力，疫情防控形势出现积极变化，防控措施正在取得明显成效。与此同时，中国正努力减少疫情带来的影响。中国经济韧性强劲，内需空间广阔，产业基础雄厚，我们有信心、有能力实现今年经济社会发展目标，特别是抓好决胜全面建成小康社会、决战脱贫攻坚的重点任务。
约翰逊首相高度赞赏中方全面有力防疫举措，对中方在抗击疫情中表现出的速度和效率表示钦佩，相信中国在习主席领导下，一定能够取得抗击疫情胜利，并将疫情对中国经济社会发展的影响降到最低。二是对各国合作、共克时艰、
抗击疫情的信心。
习主席感谢伊丽莎白二世女王和约翰逊首相的慰问和支持，指出英国为我们抗击疫情提供了物资支持，这体现了中英两国和两国人民的友好情谊。习主席强调中方秉持人类命运共同体理念，既对本国人民生命安全和身体健康负责，也对全球公共卫生事业尽责。中国付出巨大努力，有效阻止了疫情在全球范围的蔓延。中方将继续本着公开、透明态度，同包括英国在内的各国开展合作。
约翰逊首相高度赞赏中方及时同国际社会分享信息、努力防止疫情在世界蔓延，表示愿继续向中方提供支持和帮助。
三是对中英携手推进全面战略
伙伴关系的信心。
习主席强调，中英同为联合国安理会常任理事国，在全球性挑战日益增多的形势下，应携手承担更多责任，展现更多作为，引领中英全面战略伙伴关系新的十年再出发。双方要坚持从战略角度和政治高度来把握两国关系发展大方向，坚持互利共赢合作导向，在相互尊重基础上照顾彼此核心利益和重大关切。双方要加强高层互动，对接中英经济互补性，开展更多实质合作。中方愿同英方一道维护多边主义和自由贸易，就重大国际和地区问题加强沟通。
约翰逊首相表示，我愿领导英国新政府同中方一道，密切各层级交往，深化各领域合作，推进英中关系“黄金时代”不断取得新成果。英方欢迎中国企业赴英投资，愿在共建“一带一路”框架下加强同中方合作。英国和中国都是有影响的大国，在许多国际问题上立场相近，双方都倡导多边主义，支持自由贸易，维护多边贸易体制。英方愿就今年主办《联合国气候变化框架公约》会议和中方主办《生物多样性公约》会议加强协调，共同推动国际社会应对气候变化合作。推特视频原文：

This is the first conversation between President Xi Jinping and Prime Minster Boris Johnson since the Prime Minister took office. It is an important conversation at a critical moment in epidemic prevention and control. Therefore, it has far-reaching significance. I think it demonstrates our confidence in three aspects:First, confidence in China’s capability to win the battle against the virus.
President Xi said, China has always regarded the safety of life and health of the Chinese people as top priority. Since the outbreak of COVID-19, we have fully leveraged the strength of our system, mobilized the whole nation, and taken the most comprehensive, strict and thorough measures. Thanks to the hard and heroic efforts of the Chinese people, the prevention and control measures are taking notable effect and the situation is showing positive signs. At the same time, we are doing our best to reduce the impact of the epidemic. China’s economy is resilient and robust, given the size of domestic demand and the solid industrial basis. We have the confidence and capability to achieve this year’s goal for economic and social progress, in particular, to complete the building of a moderately prosperous society and to eliminate poverty.
Prime Minister Johnson spoke highly of China’s comprehensive and effective measures of prevention and control, and expressed admiration for China’s speed and efficiency in combating the virus. He said he was confident that under the leadership of President Xi, China will win the battle against the virus and minimize its impact on China’s economic and social progress.
Second, this conversation demonstrates the confidence in international cooperation to overcome the hardship together.
President Xi expressed his thanks to Her Majesty The Queen and Prime Minister Johnson for conveying their sympathy and support to the Chinese people in the fight against COVID-19. He said, the assistance from Britain demonstrates the friendship between China and the UK, and the people of our two countries. He pointed out, in the spirit of a community with a shared future for mankind, China has taken up the responsibility not only for the safety of life and health of the Chinese people but also for global public health. We have made enormous efforts and effectively prevented the spread of the epidemic to the wider world. China will continue cooperating with all countries, including the UK, in the spirit of openness and transparency.
Prime Minister Johnson expressed high appreciation to China for sharing information with the international community in a timely manner, and for making efforts to prevent the global spread of the epidemic. He also expressed the UK’s willingness to continue providing support and assistance to China.Third, this conversation demonstrates our confidence in the China-UK strategic partnership.President Xi said, China and the UK are both permanent members of the UN Security Council. Our two countries should join hands to take up more responsibilities in meeting global challenges and make new progress in the next decade of China-UK strategic partnership. It is important that we keep to the right direction of the relationship, handle the relationship from a strategic and political perspective, remain committed to win-win cooperation, and accommodate each other’s core interests and major concerns on the basis of mutual respect. We should enhance high-level interactions, tap our economic strength, and engage in more productive cooperation. China will work with the UK to uphold multilateralism and free trade, and enhance communication on international and regional issues.Prime Minister Johnson said that he will lead the new UK government to work with China, enhance exchanges and cooperation across the board, and achieve new outcomes for the China-UK “Golden Era”. The UK welcomes investment from China and is ready to deepen cooperation on the Belt and Road Initiative. As influential global players, the UK and China have similar positions on multilateralism, free trade and multilateral trade system. This year, the UK will host COP26 and China will host COP15.
