Org. Setting and Reporting
This position is located in the United Nations Regional Information Centre (UNRIC) in Brussels, within the Information Centres Service (ICS), Strategic Communications Division (SCD), Department of Public Information (DPI). The UNRIC Brussels is part of the global network of United Nations Information Centres (UNICs), which are the principal source of information about the United Nations system in the countries where they are located.
Overall, UNICs are responsible for promoting public understanding and support for the aims and activities of the United Nations by disseminating UN information materials to a local audience in local language; engaging local and regional partners; and, overall, bringing the United Nations closer to the people it serves.
The UNRIC provides information services to Andorra, Belgium, Cyprus, Denmark, Finland, France, Germany, Greece, the Holy See, Iceland, Ireland, Italy, Luxembourg, Malta, Monaco, the Netherlands, Norway, Portugal, San Marino, Spain, Sweden and the United Kingdom. The Regional Centre also provides liaison services with institutions of the European Union.
The incumbent is under the general supervision of the Director of the UNRIC Brussels and reports directly to the Deputy Director of the UNRIC Brussels.

Responsibilities
Within delegated authority and depending on location, the Public Information Officer may be responsible for the following duties:
• Ensures implementation of information programs and campaigns to publicize priority issues and/or major events, to include drafting information strategies, and communication plans, social media plans, coordinating efforts, monitoring and reporting on progress, taking appropriate follow-up action, and analyzing the outcome.
•Monitors and analyzes current events, public opinion and press, identifies issues and trends, and advises management on appropriate action/responses.
•Undertakes activities to promote media coverage (e.g. press conferences, interviews, press seminars and other special activities) of priority issues and/or major events, to include development of a media strategy and action plan, initiating pro-active media outreach efforts, proposing and arranging press conferences/media coverage, disseminating materials and consulting with press on approach/story angle and other information requests, undertaking appropriate follow-up action and analyzing and reporting on the impact of coverage.
•Produces or oversees production of a specific type or types (e.g. print, broadcast, etc.) of information communications products (e.g. press kits, press releases, feature articles, speeches, booklets, brochures, backgrounders, audio-visual materials, radio spot program, etc.), to include proposing topics, undertaking research, determining appropriate medium and target audience, preparing production plans, writing drafts, obtaining clearances and finalizing texts, editing copy, and coordinating design approval, printing procedures and distribution.
•Prepares, on the basis of official UN documentation and other sources, initial drafts of articles or chapters for inclusion in UN newsletters, periodicals, reports and books.
•Initiates and sustains professional relationships with key constituencies.
•Acts as focal point on specific issues, monitoring and reporting on developments, responding to inquiries, etc.
•Participates in selecting the information transmitted to key constituencies.
•Provides guidance to, and may supervise, more junior staff.

•Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.
Education
Advanced university degree (Master’s degree or equivalent degree) in communication, journalism, international relations, public administration or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in public information, journalism, international relations, public administration or related area is required. Experience managing contacts and working with key media institutions, non-governmental organizations, government officials and other relevant stakeholders in the Benelux region and in the European Union is required. Experience working with media outlets in the Benelux region, including the writing and publication of materials (e.g. news articles, opinion pieces, editorials, press releases, etc.) is required. Experience working with both traditional and social media platforms is desirable. Experience working in public information in the United Nations common system, or a comparable international organization, is desirable.
Languages
For this position, fluency in English and French is required. Knowledge of Dutch is desirable. Knowledge of another United Nations official languages is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
