Org. Setting and Reporting
This position is located in the Financial Resources Management Service (FRMS), Division of Administration, under the general supervision of the Chief of Service.


Responsibilities


Within delegated authority, the Chief Finance Section will be responsible for the following duties:


Directs a complete financial function of the Organization which includes a number of different and diverse operations and interrelated accounts of the financial system.


Undertakes special reviews of operational objectives and related financial policies and procedures affecting the Organization’s accounting and financial systems. Takes the lead in designing and implementing required changes.


Directs the implementation and support of enterprise accounting applications and other information technology systems. Evaluates the efficiency, performance and enhancements of these systems.

Plans, integrates and coordinates the work of supervisors responsible for portions of the finance programme; monitors achievement of objectives.


Reviews accounts for compliance with International Public Sector Accounting Standards (IPSAS). Reviews financial schedules and accounts for inclusion in the UN Financial Statements to be audited and also reviews the financial statements of other entities for which the Controller has certification authority. Acts as IPSAS focal point and represents UNOG at external working groups.


Provides authoritative advice, financial interpretations, adaptations and corrective actions in response to audits and other queries to ensure adherence to UN Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars.


Manages staff, plans and discusses with staff individual work programs, and evaluates performance.


Performs other related duties as required.

Education


Advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is desirable.


Work Experience


A minimum of ten years of progressively responsible professional experience in accounting, finance or related area is required, out of which at least three years within the United Nations system and/or other comparable international organization is desirable. Experience with preparing or reviewing financial statements under international accounting standards (IPSAS or IRFS) is highly desirable. Experience with Enterprise Resource Planning (ERP) such as SAP, specially with the Business Planning and Consolidation tool, is an asset.


Languages


English and French are the working languages of the UN Secretariat. For the post advertised, fluency in English and French is required.


Assessment


Evaluation of qualifiematchd candidates may include an assessment exercise wmatchhich may be followed by competency-based interview.
