危局!联合制裁,组建联盟,新冷战渐行渐近……

近来国际上出现颇多不同寻常举动。美欧英加罕见同一天宣布制裁中国,这是拜登政府上任以来美国和盟友首次对华联合行动,使得中国同美国及其盟友的关系处于全线燃火的状态,随后,美国国务卿布林肯访问欧洲,欧洲议会取消《中欧全面投资协定》的审议会议。与此同时,中俄外长会面后发表联合声明,不点名批评美欧,表示不接受以民主为名干涉内政。

据报道,中国、俄罗斯、朝鲜及伊朗等17个国家及地区成立一个捍卫联合国宪章的联盟,反对使用或威胁使用武力和实施单方面制裁,伊朗、朝鲜想要靠拢中国,围绕两大强国所组成的新冷战阵营似乎正在形成。


 

联合制裁后美加强与盟友互动

 

美国、欧盟、英国和加拿大22日罕见地同一天宣布,就新疆问题,对中国官员实施制裁,并得到澳洲和新西兰的声援。这是欧洲三十年多年来首度对华采取制裁措施,也是拜登政府上任以来美国和盟友首次在中国问题上联合行动,时机恰巧就在美国国务卿布林肯抵达布鲁塞尔访问前。

 

制裁之后可能还有动作,白宫发言人莎琪表示,美国不排除对中国采取进一步行动的可能性。

 

布林肯在当地时间22日晚抵达布鲁塞尔,这是他上任后首访欧洲,开始访问北大西洋公约组织(NATO),这一组织创建于1949年4月,是美苏冷战时期的产物,亦是西方阵营当代最重要的军事联盟。

 

西方媒体的普遍解读认为,布林肯此行是要凸出中国崛起对国际秩序构成挑战,尤其是中美高层会谈结束,美方意识到必须巩固传统盟友、应对美国眼中的“威胁”。

 

事实上,布林肯23日与北约秘书长史托腾柏格(Jens Stoltenberg)会面时,除表达美国对北约的坚定承诺、扭转前政府时代的美欧疏离外,2人并多次提及中俄的威胁。

 

布林肯还将与北约盟国外长讨论“北约2030倡议”。由北约秘书长史托腾柏格提出的“北约2030倡议”认为,北约要在军事上维持作战实力,在政治上更加强大,并更积极主动应对全球性事务,包括应对中国的挑战。

 


中欧全面投资协定被中止审查

 

中国方面,在美欧英加宣布制裁之后,第一时间公布制裁欧盟10名个人和4个实体。欧盟随后再次回应,提出批评,并称不可接受。如此大规模制裁,在中欧关系上史无前例,双方对抗升级似乎在所难免。


北京时间昨天晚上传来消息,鉴于中方宣布对欧制裁措施,欧洲议会决定取消《中欧全面投资协定》的审议会议。对此,今天(3月24日)中国外交部发言人华春莹在例行记者会上表示,中欧投资协定不是一方给予另一方的恩赐,是互利互惠的。


3月22日,欧盟以所谓新疆人权问题为由对中国新疆有关机构及个人进行制裁。这是近30年以来,欧盟首次对中国实施制裁。随后美国、英国和加拿大跟随欧盟加入对中国上述机构和人员的制裁,是美英加三国第一次联动制裁中国。


中国的反击来得又快又狠。当天,中国宣布制裁欧盟的4个机构和10名人员。欧盟对中方的回击反应比较大,欧盟外交政策负责人博雷尔表示,中方对欧盟的这些制裁措施“不可接受。”随后,欧洲议会决定中止对《中欧全面投资协定》的审议。该协定必须获得欧洲议会的批准,才能签署生效。


显然,中欧全面投资协定之所以能在谈了七年之后取得突破,圆满结束谈判进程,一个很重要的原因是美国采取对华敌视政策的大背景下,鉴于欧盟国家特别是法、德两个欧盟火车头明确表示不站队美国,中方出于自身扩大对外开放的需要,给予欧盟的额外奖赏。


现在欧盟居然在中美高层战略对话的关键时刻,率先出台极其恶劣的反华措施,并得到美英加的一致联动响应,等于背信弃义加入了美国为首的反华阵营,因此中方必须狠狠地给予反击,以儆效尤。


当然,现在还不能说《中欧全面投资协定》已经胎死腹中,毕竟欧盟议会只是中止原定的审查议程,并不是否决这个好不容易到手的协定。但是,欧洲国家尤其是法国长期以人权教师爷和世界法官的面目出现,在涉新、涉港、涉台、南海等重大内政外交问题上中方绝不会做出丝毫让步,加上美国拜登政府不遗余力地推行“联盟制中”,《中欧全面投资协定》的最终命运不容乐观。


中国联合美国“敌人”反击

  

不过,中国不缺盟友,俄罗斯外长拉夫罗夫(Sergey Lavrov)3月22日至23日访问了中国,同外长王毅在桂林会晤。这次中俄高层会晤的氛围与近日的中美高层会晤氛围迥异,这从一些细节就能看出来:王毅和拉夫罗夫23日一起享用工作午餐,双方在漓江边,一边欣赏美景,一边共享美食。


 

24日,双方还发表联合声明,不点名批评美国、欧盟,“反对将人权问题政治化,摒弃藉人权问题干涉别国内政和搞双重标准”,“以‘推进民主’为借口干涉主权国家内政不可接受”。

 

此外,中国外交部还宣布,王毅24日至30日出访中东6国,其中包括被视为美国“死对头”的伊朗。伊朗外交部发言人哈提卜扎德稍早前在接受采访时表示,他们对王毅的访问非常欢迎和重视,并相信此次访问将进一步促进中伊关系发展。

 

近日,朝鲜领导人金正恩已经通过朝鲜驻华大使李龙男转达口信给中国,称将中朝关系加强发展为世所羡慕的关系,是他以及朝鲜党和人民坚定不移的立场。

 

而就在不久前,中国、俄罗斯、朝鲜及伊朗等17个国家及地区成立一个捍卫联合国宪章的联盟,反对使用或威胁使用武力和实施单方面制裁。

 

联盟的成员还有阿尔及利亚、安哥拉、白俄罗斯、玻利维亚、柬埔寨、古巴、厄立特里亚、老挝、尼加拉瓜、圣文森特和格林纳丁斯、叙利亚、委内瑞拉、巴勒斯坦。联盟指多边主义正受前所未有的攻击,逐渐威胁全球和平及安全。

 

中方与这些国家加强互动,回应美国及盟友意图强烈,亦呈现中美之间的安全及军事议题对立。美国的盟友们越来越一致,俄国等国也在靠拢中国,新冷战阵营或在慢慢形成。

They had arrived in San Francisco, where their ship was decommissioned, and Paul bet that he would find himself a wife within two weeks. He was a taut, tattooed engine mechanic, six feet tall, with a passing resemblance to James Dean. But it wasn’t his looks that got him a date with Clara Hagopian, a sweet-humored daughter of Armenian immigrants. It was the fact that he and his friends had a car, unlike the group she had originally planned to go out with that evening. Ten days later, in March 1946, Paul got engaged to Clara and won his wager. It would turn out to be a happy marriage, one that lasted until death parted them more than forty years later. Paul Reinhold Jobs had been raised on a dairy farm in Germantown, Wisconsin. Even though his father was an alcoholic and sometimes abusive, Paul ended up with a gentle and calm disposition under his leathery exterior. After dropping out of high school, he wandered through the Midwest picking up work as a mechanic until, at age nineteen, he joined the Coast Guard, even though he didn’t know how to swim. He was deployed on the USS General M. C. Meigs and spent much of the war ferrying troops to Italy for General Patton. His talent as a machinist and fireman earned him commendations, but he occasionally found himself in minor trouble and never rose above the rank of seaman. Clara was born in New Jersey, where her parents had landed after fleeing the Turks in Armenia, and they moved to the Mission District of San Francisco when she was a child. She had a secret that she rarely mentioned to anyone: She had been married before, but her husband had been killed in the war. So when she met Paul Jobs on that first date, she was primed to start a new life. Like many who lived through the war, they had experienced enough excitement that, when it was over, they desired simply to settle down, raise a family, and lead a less eventful life. They had little money, so they moved to Wisconsin and lived with Paul’s parents for a few years, then headed for Indiana, where he got a job as a machinist for International Harvester. His passion was tinkering with old cars, and he made money in his spare time buying, restoring, and selling them. Eventually he quit his day job to become a full-time used car salesman. Clara, however, loved San Francisco, and in 1952 she convinced her husband to move back there. They got an apartment in the Sunset District facing the Pacific, just south of Golden Gate Park, and he took a job working for a finance company as a “repo man,” picking the locks of cars whose owners hadn’t paid their loans and repossessing them. He also bought, repaired, and sold some of the cars, making a decent enough living in the process. There was, however, something missing in their lives. They wanted children, but Clara had suffered an ectopic pregnancy, in which the fertilized egg was implanted in a fallopian tube rather than the uterus, and she had been unable to have any. So by 1955, after nine years of marriage, they were looking to adopt a child. Like Paul Jobs, Joanne Schieble was from a rural Wisconsin family of German heritage. Her father, Arthur Schieble, had immigrated to the outskirts of Green Bay, where he and his wife owned a mink farm and dabbled successfully in various other businesses, including real estate and photoengraving. He was very strict, especially regarding his daughter’s relationships, and he had strongly disapproved of her first love, an artist who was not a Catholic. Thus it was no surprise that he threatened to cut Joanne off completely when, as a graduate student at the University of Wisconsin, she fell in love with Abdulfattah “John” Jandali, a Muslim teaching assistant from Syria. Jandali was the youngest of nine children in a prominent Syrian family. His father owned oil refineries and multiple other businesses, with large holdings in Damascus and Homs, and at one point pretty much controlled the price of wheat in the region. His mother, he later said, was a “traditional Muslim woman” who was a “conservative, obedient housewife.” Like the Schieble family, the Jandalis put a premium on education. Abdulfattah was sent to a Jesuit boarding school, even though he was Muslim, and he got an undergraduate degree at the American University in Beirut before entering the University of Wisconsin to pursue a doctoral degree in political science. In the summer of 1954, Joanne went with Abdulfattah to Syria. They spent two months in Homs, where she learned from his family to cook Syrian dishes. When they returned to Wisconsin she discovered that she was pregnant. They were both twenty-three, but they decided not to get married. Her father was dying at the time, and he had threatened to disown her if she wed Abdulfattah. Nor was abortion an easy option in a small Catholic community. So in early 1955, Joanne traveled to San Francisco, where she was taken into the care of a kindly doctor who sheltered unwed mothers, delivered their babies, and quietly arranged closed adoptions.
