中国是现今国际秩序的坚定维护者。我们始终坚定维护以联合国为核心的国际体系、以国际法为基础的国际秩序、以世界贸易组织为核心的多边贸易体制。十年来,中国承担的联合国会费数额稳步增长,已成为第二大联合国会费国和维和摊款国。我们积极全面履行入世承诺,大幅放宽市场准入,持续推进高水平对外开放,进口关税总水平由15.3%降至7.4%,开放了世贸组织服贸分类160个分部门中的近120个,清理法律法规近20万件。中国还积极参与并推动世贸组织第12届部长级会议取得积极成果,展现出加强团结协作、维护多边贸易体制的决心。
中国是维护世界和平、促进共同发展、应对全球性挑战的积极贡献者。习近平主席倡导构建团结、平等、均衡、普惠的全球发展伙伴关系和共同、综合、合作、可持续的安全观,提出全球发展倡议和全球安全倡议,受到国际社会普遍欢迎。中国率先实现联合国千年发展目标,近十年对世界经济增长平均贡献率达38.6%,是推动世界经济增长的第一动力。中国积极参与朝鲜半岛核、伊朗核、阿富汗等热点问题的斡旋,推动政治解决,是派遣维和人员最多的安理会常任理事国。中国军舰连续14年参与亚丁湾护航行动。中国还提出国际粮食安全合作倡议、《全球数据安全倡议》,推动达成《巴黎协定》,宣布“双碳”目标,向120多个国家和国际组织提供超过22亿剂疫苗,为应对全球性挑战作出中国贡献。
中国是推动全球治理体系改革完善的负责任大国。中方倡导共商共建共享的全球治理观,推动二十国集团向长效治理机制转型,发起成立亚投行、新开发银行,为全球经济治理搭建新的合作平台,推动建设开放型世界经济。中国致力于深化金砖国家合作,打造广泛的“金砖+”平台,不断推动提升新兴市场国家和发展中国家在国际事务中的代表性和发言权。
无论国际风云如何变幻,中国践行真正多边主义的决心不会改变,完善全球治理的努力不会改变,推动全球合作的行动不会改变。我们将坚持开放包容、不搞封闭排他,坚持以国际法为基础、不搞唯我独尊,坚持协商合作、不搞冲突对抗,坚持与时俱进、不搞固步自封,继续积极参与全球治理体系改革和建设,推进国际关系民主化,推动全球治理朝着更加公正合理的方向发展,以实际行动为破解全球治理赤字、应对全球性挑战、推动构建人类命运共同体贡献智慧和力量。
CCTV: The past decade witnessed China’s active participation in the reform and improvement of the global governance system. But some Western media are concerned that China may try to change the international order. How does China view its status and role in global governance?
Wang Wenbin: Since the 18th National Congress of the CPC, China has always been on the side of solidarity and cooperation, on the side of the trend of the times, and on the side of the common interests of the vast majority of countries. We have participated in the reform and improvement of the global governance system with unprecedented breadth, depth and strength, worked to build a new type of international relations featuring mutual respect, equity, justice and mutually beneficial cooperation, and promoted the building of a community with a shared future for mankind.
China is a staunch defender of the existing international order. We have always firmly upheld the international system with the UN at its core, the international order underpinned by the international law and the multilateral trading system centered on the World Trade Organization. Over the past decade, China has steadily increased its contribution to the UN’s regular budget and become the second largest contributor to the UN’s regular budget and peacekeeping assessments. China has actively and fully delivered on its WTO accession commitments, significantly expanded market access, and continued to open up to the world at a high level. The overall import tariff has been lowered from 15.3% to 7.4%. Of the 160 services sub-sectors of the WTO, China has opened approximately 120 to foreign suppliers. We have reviewed and revised nearly 200,000 laws and regulations. China also took an active part in the 12th WTO Ministerial Conference and facilitated the adoption of outcomes of the conference, demonstrating its determination to strengthen solidarity and coordination and safeguard the multilateral trading system.
China is an active contributor to world peace, common development and response to global challenges. President Xi Jinping proposed a united, equal, balanced and inclusive global development partnership and a vision of common, comprehensive, cooperative and sustainable security, and put forward the Global Development Initiative and the Global Security Initiative, which are welcomed by the international community. China is among the first countries to meet the UN Millennium Development Goals. We contributed an average of 38.6% to the world economic growth in the past decade, more than any other country in the world. China takes an active part in the mediation of hotspot issues, including the Korean Peninsula nuclear issue, Iranian nuclear issue and Afghanistan, and efforts for their political settlement. China sends more peacekeepers than any other permanent members of the Security Council. Chinese military vessels have participated in escort missions in the Gulf of Aden for 14 consecutive years. China also put forward an initiative on international food security cooperation and the Global Initiative on Data Security, worked for the conclusion of the Paris Agreement, committed itself to the two goals of carbon peaking and carbon neutrality, and provided more than 2.2 billion doses of COVID vaccines to more than 120 countries and international organizations, making China’s contribution to the response to global challenges.
China is a responsible major country working to reform and improve the global governance system. China calls for a vision of global governance featuring extensive consultation, joint contribution and shared benefits. We work for the G20’s transition to a mechanism of long-term governance. We initiated the establishment of the AIIB and the NDB to build new cooperation platforms for global economic governance and foster an open world economy. China is committed to deepening BRICS cooperation. We have put in place an extensive BRICS-plus platform, and kept improving the representation and say of emerging markets and developing countries in international affairs.
No matter how the international situation may evolve, China’s resolve to practice true multilateralism stays unchanged; our commitment to improving global governance stays unchanged; and our dedication to promoting multilateral cooperation stays unchanged. China upholds openness and inclusiveness rather than a closed-door and exclusionary approach, international law rather than supremacy over others, consultation and cooperation rather than conflict and confrontation, and development in keeping with the times rather than self-isolation. China will continue to take an active part in the reform and improvement of the global governance system, promote greater democracy in international relations and foster a more equitable and reasonable global governance system. We will take real actions to work on the deficits in global governance, respond to global challenges and contribute our wisdom and strength to building a community with a shared future for mankind.
