There has never been a time like the last 20 years since the end of the Cold War and the opening of China that we have seen so much progress in reductions in poverty increases in income, improvements in health and education, reductions in violence and conflict and the spread of democracy.


It's never happened before on this scale with so many of the world's poor that surprises most people, because the conventional wisdom is that development doesn't work, that many people are left behind there with a few exceptions in China and in India and the Asian miracle countries everyone else is left behind. But the conventional wisdom is wrong and it's increasingly so over the last 20 years.

 

Let me show you what I mean. I want to just glimpse at, at just a couple of indicators of the progress on global development. This first one shows the average income across all people in all developing countries since 1960. And you can see from 1960 to 1976, there was a little bit of improvement an increase in average incomes. But then for 20 years from the mid 70s to the mid 90s, there was no change in the average income of people who lived in the world's poorest countries. No change at all for 20 years. In fact, in many of those countries, incomes actually fell, because this is the average.

 

It is this 20-year period, which is why most people think that development is failing, because they have in their heads that incomes don't change, that poverty doesn't fall, that nothing gets better and that everybody lives under dictatorships and it was often true in those days. But those days are over increasingly, not for everybody, but for more and more people living in poor country.
