高翻说Vol.8 | 福岛核污水，解不开的“死结”
Hello大家好，我是Lindsey！欢迎回到高翻说第八期。今天我们要讨论的话题是日本决定将核废水排入太平洋。
日本政府13日召开内阁会议正式决定，福岛第一核电站核废水经过滤并稀释后将排入大海，而这些核污水一旦流入大海，造成的环境危害将是全球性的，毁灭性的！
那么核废水源自哪里呢？2011年，日本福岛核电站在地震与海啸中损毁后，发生了灾难性的辐射泄露。福岛核电站每天都会产生170吨核污水，到了2022年后，这些核污水将无处可放。
“Nuclear wastewater is the water collected from the cooling pipes used to cool the reactors when the Fukushima Daiichi Nuclear Power Plant was crippled in 2011.
For now, the water remains contained in around 1,000 tanks at the former nuclear power station. The amount of water in the tanks is still increasing due to rainfall and groundwater flowing into the site. IAEA estimated the existing capacity would be full by mid-2022.
核污水 radioactive water
核污水指放射性污水。英文是 radioactive water，也可以用nuclear contaminated water来表达。
We wanted to avoid releasing radioactive water into the ocean. But that was an unavoidable operation, ' Mr. Nishiyama said.
西山英彦说，我们曾想避免把放射性污水排进海里，但这是一项不可避免的作业，我们也没能适当地通知邻国。
在这个例句中，排放用了release这个词，排核污水入海，也可以用 dump/empty the nuclear contaminated water into the ocean/sea
环境容量 environmental capacity
River water quality has deteriorated rapidly that has been a new carrier of pollutant to decrease environmental capacity of water.

2011年3月11日，日本北部发生9.0级地震。震中虽在太平洋海域，其影响遍布日本北部。但情况最为危急的是位于沿海地带的核电站。灾区内有5座核电站，福岛核电站是其中最大的一座。
强烈地震触发了海啸，福岛第一核电站发生灾难性辐射泄漏，其内部的210吨冷却水外泄。为了控制反应堆温度和防止堆芯融化，在泄露处无法修补的情况下，东京电力公司只能不断注入大量新的冷却水，随即产生含有辐射物的污水。
核废水入海污染地球，污染环境这是无疑的，这张图向我们清楚地展示了该事件带来的无穷危害。
Greenpeace 表示此举会对海洋环境、公众健康和渔场构成直接威胁：
“The decision of the Japanese government on Tuesday to proceed with plans for discharging radioactive water into the Pacific Ocean is a direct threat to the marine environment, public health and fisheries, and violates the human rights of people in Japan as well as other countries.绿色和平组织，简称绿色和平（Greenpeace），国际非政府组织。前身是1971年9月15日成立于加拿大“不以举手表决委员会”，1979年改为绿色和平组织，总部设荷兰阿姆斯特丹。宗旨是促进实现一个更为绿色，和平和可持续发展的未来。
最后我们再来看看各国对日本此举作出的反应。
美国
据路透社报道，当地时间12日，美国国务院发布声明，对日本政府福岛核污水入海的决定表示了支持。据纽约时报相关报道，美国认为日本政府的这一决定透明且符合全球标准。
“Responding to Japan's decision, the US State Department said in a statement, “In this unique and challenging situation, Japan has weighed the options and effects, has been transparent about its decision, and appears to have adopted an approach in accordance with globally accepted nuclear safety standards.”可能有的同学会比较好奇，为什么美国会在这件事上采取支持的态度。
The government argues that the release of the wastewater is safe as it is processed to remove almost all radioactive elements and will be greatly diluted.
日本政府坚称排放的废水已经过处理，已去除几乎所有的放射性元素，非常安全，而且还将被极大地稀释。

据《Forbes》记者报道，国际原子能机构同意了日本政府的这项计划，并指出这项排放符合国际操作标准。

Chinese officials called the decision "extremely irresponsible," and urged Tokyo to take on its international responsibilities and reexamine the decision.
外交部新闻发言人赵立坚表示：海洋不是日本的垃圾桶，太平洋不是日本的下水道。

Right after Suga's announcement, the South Korean government expressed "strong regret" over Tokyo's decision.
此举不仅遭到中国、韩国等周边国家的反对，在日本国内也引发民众的不满和质疑。一份民调显示，50%的日本国民不同意“核废水排放入海”的方案，希望日本政府能够对本国民众负责，对国际公共利益负责。然而日本政府却称该办法可行，因为会在排放前进行处理，甚至可饮用。
“According to the Japanese government, releasing the contaminated water into the Pacific is the only viable option. The water will be treated with an advanced liquid-processing system, or ALPS, to remove most ontaminants.核废水真的能一倒了之吗？如果100万吨核废水进入了太平洋循环，又会产生什么更严重的后果？或许将是一场史无前例的殃及全人类的灾难。
