华为发布网络安全立场声明：网络安全应基于事实而非感情

11月17日，华为在海外官网发布了《Huawei releases its position paper on cyber security（华为网络安全立场声明）》，为华为与华为设备的网络安全进行了辩护。

华为表示，网络安全涉及诸多因素和利益相关者。全行业、全社会的协作方式对于加强每个人的系统网络安全治理至关重要。

这份声明阐述了华为关于网络安全的理念和政策，以及华为对于网络安全问题的看法与解决方案。发布这份声明的目的是帮助政府，行业和其他利益相关者正确分析问题并找到有效的解决方案。

华为认为，如今网络安全与太多问题交织在一起，很难理清真相，所以在这种情况下，让事实说话，用事实为华为辩护是最合理的办法。

对此，华为提供了加强网络安全的两条建议：

1、政府和行业组织应共同努力，以创建统一的网络安全标准。这些应该是技术中立的标准，同样适用于所有公司和网络。

2、一旦有了统一的网络安全标准，我们就应该全面进行独立的验证。第三方安全验证机制将确保任何与网络安全相关的结论均基于事实而非感情。

华为官方还强调，网络安全是华为的首要任务。我们致力于支持客户网络的安全和稳定运行。过去 30 年，华为在全球 170 多个国家和地区开展业务，为全球 30 多亿人提供服务。我们的设备从未造成大规模的网络故障，我们也从未经历过任何严重的网络安全漏洞。华为将继续为电信和ICT行业提供安全和高质量的服务。

Huawei releases its position paper on cyber security

Today Huawei released its position paper on cyber security. This paper sets out the company's philosophies and policies on cyber security. It also provides Huawei’s view on the issues and suggested solutions. This paper aims to help governments, the industry, and other stakeholders correctly analyze the issues and find effective solutions.

Information and communications technology (ICT) is unlocking the enormous potential of the digital economy. However, the rapid development of digital technologies brings new security challenges. Security is the key to building trust in the digital world and ensuring the ICT industry has a positive impact on economies.

Today’s cyber security is increasingly intertwined with many issues and sometimes hard to see the truth.Under such complicated circumstances, we should allow the facts to speak for themselves, as this is the most rational approach. Huawei encourages all stakeholders in the digital ecosystem to evaluate risks in a rational, objective, and evidence-based manner. If we focus our attention on irrelevant factors like vendors' country of origin, it will only make assessing the security issue more complicated and lead to uncontrollable outcomes. As such, we will be unable to achieve our security goals.

Cyber security involves many elements and stakeholders. An all-industry, full-society approach to collaboration is essential to enhancing systematic cyber security governance for everyone. The following actions would greatly benefit cyber security:

1. Governments and industry organizations should work together to create unified cyber security standards. These should be technology neutral standards that apply equally to all companies and networks. The telecom industry has a long history of developing shared standards in order to promote the continuity, reliability, and interoperability of telecom networks. 

2. Once we have unified cyber security standards, we should embrace independent verification across the board. The ICT industry needs to establish third-party cyber security verification mechanisms for all industries and companies. This will ensure any cyber security related conclusion is based on facts, not feelings. Verifiable facts and unified verification standards will, in turn, lead to objective results that enable organizations to compare and choose products based on their security requirements.
