中国游客被扔公墓，驻瑞典大使：没有违法，为什么被这样粗暴对待？

近日，瑞典警察将中国老夫妇半夜扔公墓的新闻引发网友关注。

据《环球时报》报道，9月2日，曾先生及其父母赴瑞典旅游，一行三人当天凌晨抵达斯德哥尔摩市区的一家旅店准备住宿。但预订的房间需当天白天才能入住，考虑到父母身体不好、瑞典夜里较寒冷，曾先生请求旅店让他们付费在大厅椅子上休息一段时间。旅店拒绝了他们的请求，并叫来了警察。

On Sept 2, a Chinese tourist surnamed Zeng and his parents arrived at midnight at the hotel he booked in Stockholm, and he was told the room would not be available for check-in until later in the day, the Global Times reported.

据《环球时报》报道，9月2日，一名曾姓中国游客和父母于凌晨抵达他们在斯德哥尔摩市区订的一家旅店，但被告知当天白天才能入住。

Considering the poor health of his elderly parents, Zeng asked the hotel staff to allow them to stay in the lobby for the time being, but his request was rejected.

考虑到父母身体不好，曾先生请求旅店让他们暂时在大厅休息，但遭到旅店拒绝。

据《环球时报》报道，接到报警赶来的警察先是将曾先生和60几岁的父母拖拽出酒店，后又将他们押上警车，最后将他们抛在斯德哥尔摩郊外的一处墓地。

The hotel staff called the police, who dragged Zeng's father out of the hotel even though Zeng showed them proof that his father suffers from cardiovascular disease. Zeng and his parents were taken away in a police car and later dropped off at a cemetery, the report said.

报道称，酒店工作人员叫来了警察。尽管曾先生出示证明告知警察，父亲患有心脑血管疾病，但警察仍将曾父拖拽出酒店。之后曾先生和父母被警车带走，并被抛弃在一处公墓。

据曾先生讲述，一家人被警车带走的途中，警察还殴打了他的母亲和意识模糊的父亲。在车上，警察还盘问曾先生是否是难民，是否想使用暴力，并威胁将其“送到森林和野兽一起”。

关于整个纠纷的过程，各方说法不一。

瑞典旅店方面认为中国旅客定错了日期，却长时间停留在大厅，对旅店造成了威胁。

瑞典媒体《晚报》（Aftonbladet）对事发旅店负责人进行了采访，这名负责人称：

“From our side, we only know that we have done everything we have been able to do for this guest, but at the same time we cannot accept that our staff members are exposed to threats and that other guests will suffer from a threatening situation in our hotel.”

“从我们的角度来说，我认为我们已经竭尽所能帮助这几位客人了，但同时，我们不能接受我们的员工处于威胁之下，这种威胁还将影响到酒店里的其他客人。”

瑞典《晚报》16日还援引一位目击者的消息称：

“This young guy, it must be the son, he was weird. He just threw himself straight out.”

对于瑞典媒体报道的内容，曾先生在接受《环球时报》的采访时，承认他在街上确实有大声抗议、喊叫，向前扑倒也是在“失去理智情况下的举动”，“但这不是撒泼”。

Around midnight on 2 September, three Chinese tourists were brutally abused by the Swedish police. The Chinese Embassy in Sweden is deeply appalled and angered by what happened and strongly condemns the behavior of the Swedish police. 

9月2日凌晨，瑞典警察粗暴对待在斯德哥尔摩的3名中国游客，中国驻瑞典大使馆对此深感震惊和愤慨，对瑞典警察的行为予以强烈谴责。

The Embassy and Ministry of Foreign Affairs of China have made solemn representations to the Swedish government respectively in Stockholm and Beijing, stressing that what the police had done severely endangered the life and violated the basic human rights of the Chinese citizens. We urged the Swedish government to conduct thorough and immediate investigation, and respond to the Chinese citizens’ requests for punishment, apology and compensation in time. 

大使馆和中国外交部已先后在斯德哥尔摩和北京向瑞典政府提出严正交涉，强调瑞典警察的上述行为严重侵犯中国公民的生命安全和基本人权，要求瑞典政府立即对事件进行彻查，及时回应当事中国公民提出的严惩、道歉、赔偿等要求。

We cannot understand why the Swedish side has not given us any feedback. We hope that the Swedish side will handle the case in accordance with law, and urge the Swedish side again to take immediate actions to protect the safety and legitimate rights and interests of Chinese citizens in Sweden.

我们对瑞方迄未主动就此事向中方反馈深表不解，希望瑞方依法办事，并再次敦促瑞方立即采取行动，切实保障在瑞中国公民的安全与合法权益。

两周过去了，瑞典警方对中国大使馆提出的见面要求一直没有回应。9月16日中国驻瑞典大使桂从友接受瑞典《晚报》专访，对瑞典警方处理这一事件的态度表示不解、愤怒和震惊。

在采访中，桂大使对记者说：

我们的公民没有违反瑞典法律，为什么被瑞典警察这样粗暴对待，扔到荒郊野外的坟场？瑞典警方为什么不通知我们使馆，迄今也不回应我们使馆的见面要求？如果你要采访瑞典警方，请你代向瑞典警方提出我的问题。

桂大使：我已反复强调，这3名中国游客违反了瑞典什么法律吗？如果他们违法了，警察和酒店为什么没有在第一时间联系我们使馆？如果中国使馆得知了这个消息，一定会在第一时间对3名中国游客予以协助。三更半夜，警察粗暴地把手无寸铁的普通游客强行扔到荒郊野外的坟场，太过分了！

As I stressed repeatedly, did the Chinese tourists break any law? If they did, why did the police and hotel not contact the Chinese Embassy immediately? Had the Embassy been contacted, we would have provided assistance to the three Chinese tourists immediately. At midnight, for the police to toss the defenseless tourists at a graveyard in a desolate place is too much!

大使馆在9月14日在网站上发布了安全提醒提醒在瑞中国公民务必提高安全意、加强安全防范。

桂大使在接受《晚报》记者访问时也对此发表了回应：

使馆发布过很多安全提醒，我们为什么这么做？我愿向你通报，过去一段时间以来，在斯德哥尔摩平均每天都发生2起中国游客被盗抢护照和钱包的事件，我们的同事经常在半夜和节假日为这些游客紧急补办回国证件。我们几乎找遍了所有的瑞典相关部门，但几乎所有的这些部门都说不归他们负责。几乎每一起案件发生后，受害游客也都报了警，但到现在，没有一起报案有回应，更没有一起破案。

The Embassy has issued many such alerts. Why did we do this? I would like to inform you that for quite some time, on average the Embassy receives two reports of Chinese tourists' wallets or passports being robbed or stolen per day. Our colleagues often had to wake up midnight or work on weekends and holidays to replace their documents so that they could return home. We have raised the issue to almost all the relevant Swedish government departments, but none of them said it was their responsibility. Almost all of the robberies and thefts were reported to the police, but so far no case has received any reply from the police, not to say being solved.

16日，瑞典驻华大使馆也在其官方微博上作出回应，称已获悉此事，并称瑞典方面已采取措施。

瑞典驻华大使馆在其官方微博上表示：

“大使馆已获悉，三名中国公民指责斯德哥尔摩警方在介入事件后不当使用暴力执法。每当收到针对瑞典警方在执法过程中有违法嫌疑的投诉后，瑞典方面都会指派专门的检察官对案件进行独立调查以确定警方是否有失职或违法行为。对于这几位中国公民声称遭到警方暴力对待的情况，瑞典方面同样已采取上述措施。”

但在社交媒体上，一些中国网友也表示，中国游客出门在外应尊重当地风俗和法律规定，理性维权。

Some netizens in China also called on Chinese tourists abroad to respect local rules and customs, and be more rational in protecting their legitimate rights in any dispute.

但也有一些网友表示，无论如何，瑞典警方粗暴的做法都是非常令人愤怒的。

针对网上的舆论，《环球时报》发表评论称，曾先生一家与酒店的纠纷虽是本案的缘起，但它并非中国外交部和舆论向瑞典交涉和表达不满的方向。

中国驻瑞典使馆发言人的谈话并未涉及曾先生一家与酒店的民事争端，而是对瑞典警方粗暴对待中国公民表达了抗议，指出瑞典警察的行为侵犯了中国公民的生命安全和基本人权。
