5月21日下午3时，全国政协十三届三次会议（the third session of the 13th National Committee of the Chinese People's Political Consultative Conference）在人民大会堂开幕。

据大会新闻发言人郭卫民20日介绍，大会的主要议程是听取并审议全国政协常委会工作报告（hear and deliberate the work report of the Standing Committee of the CPPCC National Committee）和提案工作情况报告；列席十三届全国人大三次会议（present at the third session of the 13th National People's Congress as non-voting participants），听取并讨论政府工作报告（ the Government Work Report）、民法典草案（draft civil code）、最高人民法院工作报告、最高人民检察院工作报告（work reports of the Supreme People's Court and the Supreme People's Procuratorate）等；审议通过政协十三届三次会议政治决议等决议和报告。
据了解，全国政协十三届三次会议将于5月27日下午闭幕，较原来计划缩短了4天半。
The session is set to conclude on May 27, Guo Weimin, spokesperson for the third session of the 13th National Committee of the CPPCC, told a press conference.
Amid regular measures to prevent and control COVID-19, this year's session will be shorter than previously planned.
科普：什么是政协？
中国人民政治协商会议（简称人民政协，CPPCC），是中国最高政治咨询机构（the top political advisory body），是中国共产党领导的多党合作和政治协商的重要机构（multiparty cooperation and political consultation under the leadership of the Communist Party of China）。社会各界主要代表在会上共同参政议政。
▌人民政协的职能
主要职能是政治协商和民主监督，组织参加政协的各党派、团体和各族各界人士参政议政。
Political consultation covers major principles and policies proposed by the central and local governments and matters of importance concerning political, economic, cultural and social affairs.
政治协商是对国家和地方的大政方针以及政治、经济、文化和社会生活中的重要问题在决策之前进行协商和就决策执行过程中的重要问题进行协商。
▌政协委员产生方式
政协委员（members of the CPPCC National Committee）以协商推荐的方式产生（selected through consultation and recommendation）。
每届政协委员名额和人选经上届全国委员会主席会议审议同意后，由常务委员会协商决定（approved by the Chairs Council of the preceding CPPCC National Committee）。
政协委员是中国各个领域、各个界别的代表（the CPPCC members represent all areas and various sectors of society）。
▌什么是政协提案
政协提案（proposal）是政协委员向人民政协组织，并通过政协组织向人民代表大会或人民政府就有关国家或地方大政方针、社会生活等重大问题提出意见和建议的形式。
政协提案实行提出提案的时间不限、内容不限、人数不限的“三不限制”原则（there is no restriction on timing, scope or number of sponsoring members)。
人民政协是最高咨询机构，因此政协委员提案没有法律的约束力（is not legally binding whether it is adopted or not）。
