驻英大使接受BBC采访：禁用华为好比清朝闭关锁国
2020年7月19日，中国驻英大使刘晓明接受英国广播公司（BBC）旗舰高端访谈节目“安德鲁·马尔访谈”（The Andrew Marr Show）现场直播专访。
谈到英国禁用华为时，刘晓明以清朝的闭关锁国警示英国：
In 1793, the Chinese emperor Qianlong told the English King “We have the slightest need of your country's manufactures”, and that marked the start of 150-year decline of China. History has its cycle. 227 years later, in 2020, the UK told China, “We do not have the slightest need of your 5G technology”. So I do not know what will happen in the next 150 years.
中国的乾隆皇帝在公元1793年告诉英国国王“天朝物产丰盈，无所不有，原不籍外夷货物以通无有”。结果这成了中国此后150年衰落的开端。历史总在轮回。227年后的今天，2020年，英国对中国说，“我们不需要你们的5G技术”。我真不知道接下来的150年将会发生什么。

马尔：一个根本性的事实是，现在的中国政府更具民族主义倾向，更加咄咄逼人。中国还能否与全世界的自由市场国家建立一种完全开放的关系，这是真正的问题所在，而香港是问题的“震中”。
刘大使：
I think you have a very wrong impression about what is going on in China. Let me give you an update.
我认为，你们对中国真实情况的认识是非常错误的。我可以给你提供最新情况。
You don't trust our statement. You always regard it as propaganda. But it seems to me you trust Americans more. You don't regard them as propaganda.
你们常常不相信中国的表态，认为那是一种宣传。你们更相信美国人，认为他们的话不是宣传。那么好，我可以告诉你美国人如何看中国。
The Harvard University's Kennedy School of Government just issued a report. They did this report covering the last 13 years. They did polling. The conclusion is, the Chinese people's rating of satisfaction for Chinese Communist Party and Chinese government is 93%, much higher than any western government, western leadership. So that's the fact about what is going on in China.
最近，哈佛大学肯尼迪政府学院发布了一份报告，这份报告涵盖了过去13年的调查，结论是，中国民众对中国共产党和中国政府的满意度高达93%，远远高于任何西方政府和西方国家领导人。这才是中国的真实情况。
英国应该有独立自主

马尔：下周，英国政府将就香港问题做出反应，据报道，英国政府很可能会采取类似“马格尼茨基法案”的措施，禁止中国某些个人入境英国，也可能废除英国和香港之间的引渡条约。如果真是那样，中国将如何回应？
刘大使：
That is totally wrong. We never believe in unilateral sanction. We believe that the UN has the authority to impose sanction.
那是完全错误的。我们历来反对单边制裁。只有联合国才有权力实施制裁。
If the UK government goes as far as to impose sanctions on any individual in China, China will certainly make a resolute response to it.
如果英国政府走出对中国任何个人实行制裁这一步，中国必将做出坚决有力回击。
You've seen what happened between China and the United States. They sanctioned Chinese officials. We sanctioned their senators and officials. I do not want to see this tit for tat between China and the US happen in China-UK relations.
你已经看到中美之间的情况。美国制裁中国官员，中国就制裁美国参议员和官员。我不愿看到这种针锋相对的情况发生在中英之间。
I think the UK should have its own independent foreign policy rather than to dance to the tune of Americans, like what happened to Huawei.
英国应该有独立自主的外交政策，而不是随美起舞，就像对待华为问题一样。

刘大使：
Certainly, they are free to leave. Hong Kong people enjoy unprecedented freedom after the handover for the past 23 years.
人们当然可以自由进出。回归祖国23年来，香港人享受到前所未有的自由。
Before the handover, what kind of freedom did they have? Did they have the freedom to elect their governor? The last governor was appointed by the British government. But for the past 23 years, there were five Chief Executives elected by the Hong Kong people.
回归前，他们有什么自由？他们可以自由选举港督吗？末任港督还是英国政府任命的。但过去23年中，香港人已经自由选举了5任行政长官。

大使用数据回击
在节目中，主持人故意放出一段视频，当面质问刘晓明中国是不是在虐待新疆维族人民。刘晓明随后问主持人是从哪里得到这个视频的，刘晓明强调现在西方情报机构不断对中国进行虚假指控。
刘大使：
I do not know where you got these video clips.
我不知道你从哪里得到这段视频。
Let me tell you this. The so-called Western intelligence agencies keep making up false accusations against China. They said one million or more Uighur have been persecuted. What is the population of Xinjiang? Forty years ago, its population is about 4, 5 million. Now it's 11 million. And people say we have ethnic cleansing. But the population has been doubled in 40 years.
我认为，西方情报机构不断对中国进行虚假指控。他们诬称有100万或更多的维族人遭到迫害。新疆有多少人口？40年前，新疆人口约为400万到500万，现在是1100万。40年，新疆人口翻了一番，哪里有什么“种族清洗”！
