美国疫情对赴美留学签证的影响

 CYOT青蓝计划 

CYOT青蓝计划是由CYOT和Project Access联合发起的公益项目，2019年试运营期间和2020年我们成功帮扶了弱势群体学生成功拿到牛津大学、剑桥大学、帝国理工大学等世界顶尖名校offer，收获了很多感动与成长。今年，我们再次起航，致力于帮助中国（大陆）的优秀弱势留学群体（如家境贫寒，或来自欠发达地区), 通过为优秀的国内学子以及国外顶尖高校就读的学长学姐提供有效的交流平台，指导优秀学子申请并进入顶尖学府。

Part 1

美 国 疫 情 现 状 

数据显示，美国于六月十三日新增确诊病例5285例，新增死亡病例100例，相比最高峰已下降97%以上。

随着病例数目下降以及疫苗覆盖率的提高，许多州政府已经着手开放工作。以加利福尼亚为例，三月开始政府即有限制地开放了影院、餐厅等公共场所（如仅允许最大50%容量），并计划于六月十五日全面开放，取消几乎所有采取过的隔离措施。其中包括社交距离六英尺限制、最大容量限制、民众佩戴口罩要求等等。

对于已经打过两针疫苗的人来说，一切几乎已经完全恢复正常，各大科技公司会从七月开始陆续让员工返回办公室工作。数据显示截止六月十三号，加州已有58%的居民接种了一针疫苗，45%居民两针全部接种。如此高的疫苗接种率使病毒传播速度大大下降，许多郡县单日感染数都已降至0。

然而中国与美国之间的机票仍然紧缺，直飞航班时常被取消。目前中国飞往美国的直飞航班每周有18个，其中中国航司的8班，美国航司的10班（经停韩国首尔）。根据数据估计，目前航线的总运力远远满足不了全部赴美留学生的需求，因此票价也是水涨船高。大批赴美留学生在解决了签证问题后，或仍将面临中转第三国赴美的烦恼。

Part 2

美 国 大 学 疫 苗 政 策

随着疫苗的大批量接种，越来越多的大学将在秋季进行线下教学并对学生返校接种提出要求。除一些宗教以及个人健康原因以外，许多大学早在四月就提出了秋季返校必须完全接种疫苗的政策。对无法在本国接种的国际生，大学也将提供疫苗诊所来帮助学生接种疫苗。对于需要接种两针的疫苗（Moderna和Pfizer), 一些学校也要求学生在第一针疫苗接种后的两周进行隔离。多所大学如哈佛大学、哥伦比亚大学、纽约大学等则表示认可世界卫生组织批准的中国新冠疫苗，已完全接种国药疫苗的中国留学生返校可不用重复接种美国疫苗。然而，也有如宾夕法尼亚大学等部分学校表示会提供进一步的政策指示。许多大学也要求学生在返校前上传疫苗记录以便管理与追踪。早在疫情之前，美国大学就要求国际生上传疫苗记录。对于记录不达标者，大学将暂停学生的选课直至疫苗记录完整。对于TB之类的疫苗补打，学生可在抵校后在学校诊所接种。

Part 3

美 国 大 学 隔 离 政 策

 

随着美国疾病控制与预防中心（CDC）对防疫措施的逐步放松，以南加大在内的许多大学表示将遵守CDC的要求，对国际学生的防疫政策有所放宽。相对于之前需要自行隔离14天，如今许多美国大学已经不需要住校和住在校外的国际生进行隔离，只需要他们根据CDC的指示在登机前三天内进行新冠检测并提供阴性证明即可（如是转机航线，是飞往美国的最后一班联程航班而非第一程航班）。对于曾密切接触或得过新冠的学生，宾大仍然要求学生进行不少于十天的隔离。对于完成疫苗接种的学生，一些大学已解除了室内强制口罩令，只需在特定情况下佩戴（如在校园接驳车等公共交通、接近幼儿、在医疗设施或新冠测试设施内等）。

美 国 留 学 签 证 最 新 政 策

 

 

美国务院发布最新通知：自2021年8月1日起，持有F/M签证的学生将不再受“赴美禁令”影响，可从中国直接飞往美国。根据该同志，持有有效F-1和M-1签证的学生可在开学前的30天内乘坐直飞航班入境美国，不再需要在第三国中转14天。

最新政策的适用条件

• 须开学前30天内才能去美国

• 仅限8月1日之后开学的同学

• 若无有效F-1/M-1签证，则需要先办签证

• 若持有效F-1/M-1签证及I-20，则无需重新办理

目前，美国使馆签证处已于2021年5月4日在北京、上海、广州和沈阳重启对中国留美学生的签证工作。

据悉，重启后的美国签证通过率很高，而且速度也很快。据了解，在面签时签证官很多时候只是问一两个简单问题，例如“你为什么去某某大学？”“你去美国学习什么？”，回答上来即可发放签证。

但值得注意的是，目前对于拟就读“特殊专业”的中国留学生，依然会在签证时遇到阻碍。

第10043号总统行政令

第10043号总统行政令为前美国总统特朗普签署并于2020年6月生效，全称为《禁止部分中国留学生和研究人员入境》，该禁令采用“一刀切”的方式，禁止与中国军民融合（MCF）有关的中国公民持有F签证或J签证进入美国攻读相关研究生学位和访问学习。

虽然特朗普已下台，但第10043号总统令依然未取消。据了解，在办理美国签证过程中来自美国政府特别关注的敏感院校（北京航空航天大学、北京理工大学、北京邮电大学、哈尔滨工业大学、哈尔滨工程大学、西北工业大学、南京航空航天大学和南京理工大学），或受国家留学基金委（CSC）资助的学生在实际办理中均难以通过面签，而一些非敏感学校和专业的同学亦有受到波及。
