Shenzhen Issues Plan for Management of Training Schools

Shenzhen has issued a plan for standardized management of off-campus training institutions. The plan aims to reduce homework and training burden to students, as well as financial burden to parents within a year, and completely get rid of the burdens within two years.
The newly released management plan has 5 major directives which comprises 13 minor ones:
-Reduce the scale of curicullum subjects for after-school training institutions by employing:
Strict measures to approve off-campus training institutions.
Strict measures to supervise off campus training institutions.
-Vigorously rectify illegal training.
Investigate and deal with unlicensed training businesses.
Investigate and deal with illegal off-campus training.
Investigate and deal with potential safety hazards.
Investigate and deal with illegal charging. The city will seriously investigate and deal with after-school training institutions that charge fees for more than 3 months or more than 60 class hours for a single subject at one time.
-Standardize marketing strategies for off-campus training institutions.
Investigate and deal with unfair competition.
Investigate and deal with price violations.
Investigate and deal with contract violations.
Investigate and deal with illegal advertisement.
-Investigate and deal with other violations of laws and regulations in off-campus training.
Investigate and deal with illegal employment of personnel.
Rectify and control illegal financial conducts.
-Strengthen management and risk prevention and control.
All districts and departments shall strictly implement the main responsibility for risk prevention and control, establish risk prevention and control mechanisms in their respective fields, formulate relevant work plans, provide policy support, properly arrange the teaching staff of training institutions, and accelerate the transformation and development of curricullum subjects after-school training institutions for compulsory education.
This management plan will be reenforced for one year, each step will follow as shown below:
August 2021 - September 2021
Investigation, publicity and mobilization stage: find out the total number of after-school training institutions in the city, summarize and classify them.
October 2021 - June 2022
Centralized management stage: carry out self inspection and centralized inspection of illegal behaviors of off-campus training institutions.
July 2022 - September 2022
Consolidation and promotion stage: carry out random tracking and supervision on off-campus training institutions, check problem rectification, consolidate management achievements, prevent problems from reocurring, and find and investigate new problems in time.
