Shanghai's market regulator is seeking to clamp down on the city's soaring delivery charges. But couriers may still make a killing due to the tipping culture.
The Shanghai Municipal Administration for Market Regulation will join hands with other authorities to regulate the rising delivery costs, Peng Wenhao, deputy director at the agency, announced today. She advised consumers to choose commodities provided by entities that guarantee supply.
The tightening stance may be linked to a certain photo circulating online. The picture shows a payslip of a courier working for SF Tongcheng, an intra-city delivery arm of logistics giant SF Holding.
It claims the employee earned CNY10,068 (USD1,581) on April 9. The employer said that the worker had completed 60 orders that day. But CNY7,856 (USD1,234), or almost 80 percent of the money, was coming from customer tips.
Couriers have become an important lifeline, delivering food and daily necessities to Shanghai residents as the massive city has entered its third week of phased lockdowns due to soaring Covid-19 cases.
Market regulators will continue to strengthen the supervision of business operators’ price-related behaviors, according to Peng at the SAMR. They will keep their eyes open for illegal acts such as hoarding goods to sell at a high price or price gouging, she added.
As of April 11, more than 30,400 law enforcement officers have issued over 38,900 letters to urge market entities to stick to fair pricing. They cracked down on 192 cases of illegal price gouging or fraud, linked to overpriced vegetables, Peng added.
