Flights Canceled: Negative nucleic acid test result required for people leaving Guangzhou

Guangzhou has beefed up community and travel restrictions to prevent the spread of the coronavirus amid the latest COVID-19 resurgence. Local authorities have vowed to strengthen anti-epidemic measures to combat the more transmissible mutation, which was found to be from a strain detected in India.

Passengers are requested to show their "green health code" and negative result for a nucleic acid test conducted within 72 hours, when leaving Guangzhou via airport, railways, highways and other terminals within the city.

In order to reduce the risk of the spread of COVID-19 virus caused by the flow of people, Guangzhou has decided to take temporary measures for vehicles and personnel leaving the city. It will take effect from 10:00 pm, May 31, 2021, and it will expire until further notice.

Due to the restrictions, most inbound and outbound flights at Guangzhou Baiyun International Airport, the world's busiest airport during the pandemic, were canceled on Monday. 

As of 11:40 am, the airport had canceled 519 flights, accounting for 37.34 percent of the total. Among them, 300 were inbound, accounting for 40.7 percent of the total inbound flights, according to flight data services company Variflight.com.

为减少因人员流动带来的疫情传播风险，决定暂时对离穗车辆和人员采取如下管理措施：

一、通过广州辖区内机场、铁路、公路客运站等站场离穗的旅客（不含外地中转旅客），须凭“健康码”绿码，并持有72小时内核酸检测阴性证明。因未能及时出具核酸检测阴性证明无法按时出发的旅客可申请免费退改签。

二、离穗出省的小型汽车司乘人员，须持有72小时内核酸检测阴性证明，以备查验。

三、为确保货运车辆正常运行，广州市将设立若干干线货车司机核酸检测点，为货车司机提供核酸检测免费服务，具体时间和地点另行公布。

本通告自2021年5月31日晚10时起实施，失效日期另行通知。

受此管理措施影响，昨天至今天，白云机场进出港航班大面积取消，据飞常准APP显示，截至5月31日上午10时20分，白云机场取消航班466架次，取消占比35.06%。

6月1日，航班取消率继续攀升，截至上午10:00，广州白云机场已取消进出港航班660余架次，取消占比48.33%；其中，往返广州最繁忙的城市北京和上海，航班取消占比均在5成以上。

具体来看，上海浦东、虹桥机场-广州白云机场计划执行往返航班108架次，已取消往返航班59架次，取消占比54.63%。

北京首都、大兴机场-广州白云机场计划执行往返航班97架次，已取消往返航班57架次，取消占比58.76%。

目前，东航、南航、深航、海航、吉祥航空等多家航空公司均发布了关于涉及广州航线国内客票特殊处置方案，在客票有效期内，为旅客免费办理退改签处理服务。

Online education cut jobs as regulation tightened

Some of China's K-12 online education providers have stopped hiring and some have even been reportedly cutting staff, as tightened regulation puts the brakes on the country's burgeoning and lucrative private tutoring market valued at over $75 billion. 

Tightening regulatory scrutiny of online education platforms is part of China's national push to tackle what have been described as chaotic market operations as well as to ease burden on students. While causing immediate effects on the industry, the efforts will ensure long-term healthy development, analysts said.   

K-12 education platform Gaotu reportedly will lay off 30 percent of its employees, which means several hundred or even 1,000 jobs, starting this week as part of a "strategic adjustment." 

According to news website jiemian.com, the programs to be cut involve elementary education services for children aged from 3-8 years old. 

The adjustment is in response to China's new law on the protection of minors, which will take effect on Tuesday. Under the new law, kindergartens and private schools are prohibited from providing primary school education to pre-school minors.

Last week, China's top leadership called for lightening the burden on primary and middle school students, as well as comprehensive regulation on private tutoring institutions.

The message sent the shares of US-listed Chinese online education operators into a free fall, with some tumbling by over 20 percent. It also sparked concerns about the fate of planned IPOs of some tutoring companies.

Vietnam identifies a highly contagious new coronavirus variant 

Health officials in Vietnam have detected a new variant of the coronavirus that's highly contagious.

The Vietnamese Health Ministry announced on Saturday that scientists have determined the new variant has traces of strains from both the United Kingdom and India. 

Because the virus has mutations of strains from both countries, it is particularly susceptible to transmission. Officials believe the UK variant is more easily transmissible than other strains. The variant, B.1.1.7, is between 30% to 50% more effective at spreading from person to person than other coronavirus variants, according to UK scientists.

The Indian variant, on the other hand, might make the virus more infectious or may help it avoid the antibody response. 

This means variants can spread more easily, make people sicker, escape immune responses, evade tests, or render treatments ineffective, according to experts.

The new variant is able to be transmitted quickly through the air.

根据专家研究，在英国和在印度发现的两种变种病毒都具有更强传播力，在印度发现的变种还可能令免疫系统的中和抗体减少。阮青龙认为，新一波疫情与传播力更强的变种病毒有关，指出病毒能快速自我复制，是造成多个地方在短时间内感染病例急升的原因。
