China's aviation regulator limited Air France's Paris-to-Tianjin flight (AF382) , and Pakistan International Airlines'  Islamabad-to-Xi'an flight (PK854) and KLM Royal Dutch Airlines' Amsterdam-to-Chengdu flight (KL891) to a load factor of 40% for four weeks from June 7, it said on Friday, after COVID-19 infections were found among passengers.

The Civil Aviation Administration of China had already placed identical curbs on the airline's other China flight, from Paris to Shanghai.

Covid-19 border restrictions ‘could drive away foreign talent’

China risks a loss of foreign talent because of strict Covid-19 border restrictions, and it could harm growth, according to a survey by a major European business group.
Entry restrictions topped the list of challenges cited by respondents in attracting and retaining foreign talent, the European Union Chamber of Commerce in China said as it published its latest business confidence index survey.

Three-quarters of European companies operating in China said they still had foreign workers stranded outside the country because of travel restrictions prompted by the coronavirus.

European firms also said forced technology transfer had continued despite China introducing a law banning it.
Loss of foreign talent could have a long-term impact on China’s development because “many of those giving up on returning have deep knowledge of conducting business in China, something that replacements will take years to develop”, the chamber said on Tuesday.

The number of foreign workers in China has been “nosediving” in the past five years, even before the coronavirus pandemic, with the exodus potentially undermining diversity of views in decision-making and harming corporate culture, according to the report.

In the survey, 35 per cent of companies reported a decrease in the number of foreign workers in the past five years, while only 18 per cent said they had increased their foreign headcount.

It was “extremely difficult” to replace foreign expertise and “nearly impossible” to bring in new foreign staff under China’s travel restrictions, the chamber’s report said.

World’s largest citywide nucleic acid testing, 18.67 million residents

Guangzhou, capital of South China's Guangdong Province, is speeding up its citywide nucleic acid testing, as a total of 98 infections were reported during the latest resurgence as of Sunday.

Experts said that the COVID-19 strain in the latest epidemic, which was initially detected in India, is more contagious and spreads faster, posing a huge challenge for medical workers to complete the citywide nucleic testing within two days.

"Since the launch of the nucleic acid testing on May 26, as of 12 pm on Saturday, about 16.09 million nucleic acid samples had been collected in Guangzhou, and 33 people had been found to be positive in their testing results," Chen Bin, deputy director and spokesperson of the Guangzhou's health commission, said during a press conference held by the information office of the Guangzhou government on Sunday.

To curb the spread of COVID-19, the city further tightened its travel restrictions. Starting from Monday at noon, passengers leaving Guangzhou are required to present negative nucleic acid test results that are less than 48 hours old.

According to the seventh national population census, as of November 1, 2020, the total permanent population of Guangzhou stood at 18.67 million.

The latest epidemic resurgence in Guangzhou has also spread to the neighboring city of Foshan, which also issued a notice requiring people who want to leave the city to present a negative nucleic acid testing result taken within 48 hours, starting from Monday at noon.
