Tianjin Pilot Program: Digital driver's license to be nationwide by 2022

China will roll out digital driver's licenses across the country by 2022, a public security official said on Wednesday.
Li Guozhong, spokesperson for the Ministry of Public Security, told a press conference that over 1.95 million people have obtained digital driver's licenses since a pilot program was launched in the cities of Tianjin, Chengdu and Suzhou on June 1.

The ministry planned to expand the pilot program to more regions in the second half of this year, with more efforts put into improving the information system and supporting institutions, said Li.

Drivers can apply for a digital license through an official mobile app, Li said.

Digital licenses can be used on various occasions, including handling traffic violations and road accidents, filing insurance claims and renting vehicles, and have the same legal effect as paper licenses, Li added.

电子驾驶证具有统一性、实时性、安全性3个特点，为驾驶人提供申领、出示、使用的便利。公安部新闻发言人李国忠表示，驾驶人可登录“交管12123”APP个人账号领取，电子驾驶证式样全国统一，与纸质驾驶证具有同等法律效力。
据悉，电子驾驶证通过全国公安交管电子证照系统生成，动态显示驾驶证状态，可适用于执法管理、公共服务等多个场景，方便实时查询、实时出示、实时核验。电子驾驶证采用数字签名防伪技术，真实唯一、安全可靠。
“驾驶人可出示电子驾驶证办理车驾管、处理交通违法、处理交通事故等交管业务，无需再提交纸质驾驶证。”李国忠表示，保险理赔、租赁车辆、职业招聘时，驾驶人也可出示电子驾驶证，相关单位在线核验驾驶资质，更加便利群众驾车出行，更好服务企业行业发展。
李国忠表示，下一步，公安部将在前期试点基础上，完善信息系统，健全配套制度，加大电子驾驶证推广力度，今年下半年再选择部分地方扩大试点，2022年全面推行，让更多群众、企业享受到便利实惠。

No new licenses for curricular tutoring,

Beijing to ban off-campus classes on holidays

For primary and junior high school, no new licenses will be granted to institutions for curricular tutoring, and currently qualified institutions are not allowed to arrange classes on weekends, public holidays, or during the winter and summer vacations, according to a press conference held on Tuesday.

Beijing authorities said free online tutoring services should be provided.

Schools will also offer more extracurricular activities, and students are encouraged to play more sports.

Outstanding teachers may be rotated among several schools to enhance education fairness.

Beijing officials said at the Tuesday press conference that 90 percent of employees at after-school tutoring firms are under 35, and 80 percent received undergraduate or higher education. The city has divided the affected people into four categories - teaching, support staff, management and sales - and helped match them up with some 90,000 jobs.

China Toughens Quarantine Rules for International Flight staff

Airport and airline staff in parts of China will be subjected to stricter quarantine measures in response to the spread of the Delta variant. Some staff could be forced into mandatory isolation for up to 28 days, as China struggles to contain the virus.
China has seen a concerning surge in Delta cases over the past few weeks, with over half of the 34 provinces and regions in the country reporting cases. In response, aviation authorities are enforcing stricter quarantine measures for staff and crew. New quarantine rules could see staff, which includes airline crews and ground staff, handed quarantines of up to 28 days.

While China’s aviation authority, the Civil Aviation Administration of China (CAAC), has yet to revise its nationwide rules, regional authorities are bringing tougher measures into force. For example, in Hubei province, authorities are introducing a four-tier risk assessment system for airline crew operating on international routes.

The Delta variant outbreak has been traced to a particular event in Nanjing involving airport staff. Airport employees cleaned a Russian aircraft on July 10th before traveling onwards and spreading the virus. It is believed to have first spread around Zhangjiajie, a tourist city, before eventually reaching Beijing.

国际航班高风险岗位实施“14+14+14”集中居住隔离政策

民航湖北监管局副局长黄早杰说，国际航班工作人员在作业期间严格执行个人防护规定以及防护用品的使用和穿脱要求，脱卸工作服、手套工作鞋等环节都要先进行手部消毒，现场也有监督员对脱卸防护用品的过程进行监督检查，使用后的防护用品按医废垃圾进行处理。国际机场和国内航班的保障人员，保障车辆是分开使用的，国际航班有专门的保洁地面勤务人员和设施设备。对所有参与国际航班保障人员进行了分级管理，所有人员分为高风险、较高风险、中风险、低风险等进行管控，对高风险岗位采取了“14+14+14”的集中居住隔离政策，即工作14日，集中居住14日，居家隔离14日，同时还每隔一天开展一次核酸检测，根据情况轮流安排，尽量做到每天都有人参加核酸检测。较高风险岗位是按照“14+7+7”实施核酸检测，每周检测两次，每次间隔两天以上，各类风险人员要分时段进行采样。对入境机组严格实行两点一线的封闭管理，落实专车接送，机组人员从陆地下机到隔离点，以及从隔离点到离境直飞，均实现一机组一专车、一专车一消杀的管理。机组人员全程做好个人防护，隔离期间做好健康监测。
