Notice on the Requirement for SG Passengers Travelling to China

To reduce the spread of the epidemic across borders, passengers departing from Singapore for flights to Chinese Mainland (including fast-track passengers) are required to undergo pre-trip testing and provide documents such as vaccination vouchers and itineraries. Chinese citizens can apply for a green health code with the "HS" logo through the WeChat "Health Code International" app, while foreign citizens can apply through the website (https://hrhk.cs.mfa.gov.cn/H5/) Green QR code for Health Status Declaration with the "HDC" logo (hereinafter collectively referred to as "Health Code").

为减少疫情跨境传播，自新加坡出发，搭乘航班赴中国内地的旅客（含快捷通道旅客）需进行行前检测，并提供疫苗接种凭证、行程单等材料。中国公民通过微信“健康码国际版”小程序申领带“HS”标识的绿色健康码，外国公民通过网页（网站地址：https://hrhk.cs.mfa.gov.cn/H5/）申请带“HDC”标识的健康状况声明书绿色二维码（以下统称“健康码”）。

I. About pre-trip testing requirements

一、关于行前检测要求 

(i) Passengers travelling to China on 12 July 2022 and thereafter are required to undergo two nucleic acid PCR tests within 48 hours prior to departure, with sampling intervals of at least 24 hours. The last nucleic acid PCR test will be conducted within 24 hours before boarding

（一）2022年7月12日及此后航班赴华的旅客须在起飞前48小时内进行两次核酸PCR检测，采样时间间隔24小时以上。其中，最后一次核酸PCR检测在登机前24小时内进行。

For example, if you are travelling on a flight departing at 17.50 pm on Tuesday 12 July, the first test should be carried out after 17.50 pm on Sunday, with a minimum of 24 hours between tests before the second test.

如，乘坐7月12日周二下午17点50分起飞的航班，应在周日下午17点50分以后进行第一次检测，至少间隔24小时再进行第二次检测。

(ii) The testing time shall be based on the sampling time, and any testing that does not meet the testing time point requirements shall be invalid. If the test is not conducted on time due to the medical institution, the medical institution should issue a statement on the situation. The validity of the health code is determined by the date of the test within 48 hours before the trip + 2 days, and the date of the system test should be filled in to carry out the test on the 2nd day before the trip.

（二）检测时间以采样时间为准，不符合检测时间点要求的检测无效。如因医疗机构原因造成未按时检测，应由医疗机构出具有关情况说明。健康码有效期为行前48小时内检测日期+2天确定，系统检测日期应填写进行行前第2天检测的日期。

(iii) Nucleic acid testing within 48 hours prior to travel and within 24 hours prior to travel must follow the "cross-testing" principle. "Cross-testing" means that different facilities must be selected for both sampling and testing, and that sampling at the same clinic and sending it to different testing facilities or testing twice at the same facility is not valid.

（三）行前48小时内和行前24小时内的核酸检测必须遵循“交叉检测”原则。“交叉检测”指的是采样和检测均需选择不同机构，在同一家诊所采样分送不同检测机构检测或在同一家检测机构进行两次检测均无效。

(iv) A uniform format test certificate showing the verifiable QR code and the passenger's personal and test information must be provided for both nucleic acid tests

（四）两次核酸检测均需提供显示可验证二维码和旅客个人信息、检测信息的统一格式检测证明

II. About vaccination voucher requirements 

二、关于疫苗接种凭证要求 

(i) Vaccinated passengers should, in principle, travel to China 14 days after the complete vaccination (excluding the booster). If the last dose of vaccination is completed on 1 September, the earliest flight to China can be selected for departure on 15 September.

（一）接种疫苗的旅客，原则上应在完整接种疫苗（不含加强针）14天后再赴华。如，9月1日完成最后一剂疫苗接种，最早可选择9月15日起飞的航班赴华。

(ii) Vaccinations administered in China. You should upload the International Travel Health Certificate, (see Annex 3 for the style and application method), or upload the relevant vaccination certificate with a verifiable QR code (including certificates obtained after overseas vaccination certification in Singapore).

（二）在国内接种的疫苗。应上传《国际旅行健康证明》，（样式及申办方法见附件3），或上传带有可验证二维码的相关疫苗接种证明（包括在新加坡进行海外疫苗认证后获取的证明）。

(iii) Vaccinations administered in Singapore. A vaccination voucher with a verifiable QR code should be submitted

（三）在新加坡接种的疫苗。应提交带可验证二维码的接种凭证

If you wish to travel to China, especially if you are a returnee, please follow the attached instructions to complete the vaccination certificate in advance to avoid cancellation of your permit and failure to apply for a Singpass account in time for your trip to China.

申办上述证明需提前注册Singpass账号，并需要一定时间，如您有赴华意愿，尤其是离职回国人员，请务必提前按照后附的方法提前办妥疫苗证书，避免准证被注销，无法及时申请Singpass账号，影响赴华行程

(iv) For travellers who are unable to provide verifiable vaccination vouchers as required (including travellers who have been vaccinated in a third country but whose vaccination vouchers cannot be verified), please upload the existing vaccination vouchers together with the Declaration of Vaccination (Annex 5). The Embassy will take into account the relevant circumstances in issuing the health code.

（四）对于无法按要求提供可验证疫苗接种凭证的旅客（含在第三国接种疫苗，但疫苗凭证无法验证的旅客），请将现有疫苗接种凭证及《疫苗接种声明书》（附件5）一并上传。使馆将综合考虑有关情况审发健康码。

III. Requirements for itineraries and proof of residence in your country

三、关于行程单和所在国家居留证明要求 

(i)For long term residents in Singapore, upload your Singapore Long Term Pass or stay document after cancellation of pass, air ticket to China.

（一）在新加坡长居人员，上传新加坡长期准证或注销准证后的停留证件，赴华机票。

(ii) For general temporary departure from China (including short-term visitors to Singapore), upload the ticket from China (if lost, please upload a written note), and the ticket to China.

（二）从中国出发的一般性临时出国人员（包括来新加坡短期访客），上传从中国出发的机票（如丢失，请上传书面说明）、赴华机票。

IV. About the transfer requirements to Singapore 

四、关于来新加坡转机要求 

(i)Long-term residents can arrange transit routes according to their personal circumstances, but they must apply for a health code from the Chinese Embassy or Consulate in the country of origin and the country of transit for direct flights to China respectively. If you have a confirmed history of Newcastle Pneumonia, you should complete the recovery process and obtain a health code under the guidance of the Chinese Embassy or Consulate in your country of origin.

（一）长居国外人员可根据个人情况安排中转路线，但须向中国驻始发国及赴华直航中转地使领馆分别申领健康码，行前请查看中国驻始发国及赴华直航中转地使领馆网站关于申请健康码的要求。有新冠肺炎确诊史应在始发地中国使领馆指导下履行完康复流程并取得健康码。

(ii) Passengers who have been approved by the Chinese Embassy or Consulate in their country of origin to come to Singapore for transit to China (as the transit area in Singapore does not have testing capability, they need to enter Singapore for testing before transit) are required to do the required pre-trip testing in Singapore.

（二）经始发地中国使领馆批准来新加坡转机赴华的旅客（因新加坡中转区不具备检测能力，需入境新加坡进行检测后再转机）需按要求做好在新行前检测。

V. About the process of New Coronary Pneumonia rehabilitators going to China

五、关于新冠肺炎康复人员赴华流程 

A history of Newcastle pneumonia is defined as a person who has been diagnosed with Newcastle pneumonia (including those who have been vaccinated after recovery), a person who has tested positive for nucleic acid PCR and a person who has tested positive for ART. All of the above are subject to the same process as those recovering from Newcastle pneumonia.

新冠肺炎感染史是指曾确诊新冠肺炎的人员（含康复后接种疫苗的人员），核酸PCR检测出现阳性的人员，ART检测出现阳性的人员。上述人员均按新冠肺炎康复人员办理赴华流程：

(i) Prospective travellers with a confirmed diagnosis of New Coronary Pneumonia are advised to apply at the earliest opportunity via https://wj.qq.com/s2/5896473/3a7f/ to the embassy.

（一）确诊新冠肺炎的拟赴华人员，请尽早通https://wj.qq.com/s2/5896473/3a7f/向使馆报备。

(ii) If you are planning to travel to China, please complete two nucleic acid tests within 3 days of recovery (24 hours apart), meet the "cross-testing" requirements and provide a report with a verifiable QR code. If both tests are negative and there is no abnormal health condition within 14 days from the day after the second test, you can apply for a health code at the earliest on the 15th day after the second test.

（二）如有赴华计划，请在痊愈后在3天内完成2次核酸检测（须间隔24小时），须满足“交叉检测”要求并提供带可验证二维码的检测报告。如两次核酸均为阴性，从第2次核酸检测次日起14天内健康状况无异常的，最早可在第2次核酸检测后第15天进行行前检测申请健康码。

Example: complete one nucleic acid test on 1 July and one on 3 July. If there is no abnormality in your health condition during the 14 days from 4 to 17 July, you can complete the first pre-trip nucleic acid test at the earliest on 18 July (within 48 hours before flight departure) and the second nucleic acid test 24 hours after the first pre-trip nucleic acid test.

举例：7月1日、7月3日各完成1次核酸检测，如7月4日-17日14天健康状况无异常，最早可在7月18日（飞机起飞前48小时内）完成行前第一次核酸检测并于行前第一次核酸检测24小时后完成第二次核酸检测，如均无异常可申请健康码乘坐7月20日航班回国。

(iii) Persons with a history of infection should declare truthfully in the health code application system and upload proof of the two negative tests mentioned above together with other health code application documents.

（三）有感染史人员应在健康码申请系统中如实申报，并将上述两次阴性检测证明随其他健康码申请材料一并上传。

VI. Requirements for persons with suspected symptoms, close contacts, and "uncertain" (Presumptive Positive or Equivocal) nucleic acid test results

六、关于疑似症状、密切接触、核酸检测结果为“不确定”（Presumptive Positive或Equivocal）人员要求 

Health testing should be carried out for 5 days, and if there are no abnormalities during this period, pre-boarding testing can be carried out as normal personnel

应进行5天健康检测，期间无异常的，可按普通人员进行登机前检测。
