4 Updated Entry-Exit Measures to Take Effect on May 15th

The National Immigration Administration (NIA) has announced several exit-entry management policies and measures aimed to facilitate the cross-border movement of people and promote further opening up of services to people in and out of China.


1. Fully Resume "National Pass" for Mainland Residents Group Tours to HK and Macao‍‍‍‍‍‍‍‍


NIA will fully resume mainland residents' application for "National Pass" to participate in group travels to Hong Kong and Macao.‍‍‍‍‍‍


Mainland residents can submit an application for endorsement of group travel to Hong Kong and Macao to the exit and entry administration of any public security organ in the country.


2. Process "National Pass" for Mainland Residents for Visiting, Work, and Study in HK and Macao‍‍‍‍‍‍‍‍‍‍‍‍‍


NIA will handle applications for the "National Pass" by mainland residents who want to go to Hong Kong and Macao to visit families, work, and study. 


Mainland residents who plan to travel to Hong Kong and Macao due to family visits, work, study, medical treatment, litigation, and other reasons can submit applications for the relevant endorsement to any exit and entry administration agency of the national public security organ. 


3. Adjust the Validity Period of Stay Endorsements for Mainland Students in Macau


The entry and exit management agency of the public security organs shall issue a stay visa for mainland students studying in higher education institutions in Macau, with a validity period of no more than 1 year. The validity period will be adjusted to be consistent with their study period in Macau.


4. Fully Restore Entry-Exit Measures to Prepandemic Levels


Travelers can enjoy quick customs clearance at ports, including Chinese residents holding Chinese passports, the permit for travel to and from Hong Kong and Macao special administrative regions (SARs), the permit for travel to and from the mainland for residents of Hong Kong, Macao and Taiwan.


Foreigners can use their passports and permanent residence permits, or electronic passports and residence permit valid for at least six months to go through the express channel at the border inspection


Chinese and foreign crew members working on scheduled international flights can go through the express channel of border inspection.

Q: After policy adjustments and optimization, what application materials do mainland residents need to prepare to apply for group tourism endorsement to Hong Kong and Macao when they are not in the city of their residence?


A: Starting from May 15, 2023, mainland residents can submit their application for group tourism endorsement to Hong Kong and Macau to any entry and exit management window of the national public security organs the same as they would at the city of their residence. 


Those who do not hold a Hong Kong and Macao travel permit, or whose documents have expired may present their resident identity card to submit an application for the permit to any public security organ's entry and exit management window in the country and simultaneously apply for a group travel endorsement to Hong Kong and Macau.


Q: How long does it take to process a team travel endorsement?


A: Starting from May 15, 2023, mainland residents can submit a group travel endorsement application to Hong Kong and Macau through a smart endorsement machine set up at the entry and exit management window of any public security organ in the country. 


Once approved, the endorsement can be issued immediately; Those who have not been approved must go to the manual window to submit their application. After approval, they can receive the endorsement within 20 days.


Q: After policy adjustments and optimization, which entry and exit documents can be processed nationwide?


A: Starting from May 15, 2023, mainland residents can apply for an ordinary passport of the People's Republic of China, a travel permit to Hong Kong and Macau, and four types of endorsements to visit relatives in Hong Kong or Macau, team travel, stay, and others, as well as a travel permit to Taiwan, at any exit and entry management window of any public security organ in the country.


Q: Which relatives can apply for a visit visa to Hong Kong and Macao?


A: Mainland residents can apply to visit relatives who have settled, lived for a long time, or are studying or working in Hong Kong or Macao. 


Relatives in this context cover spouse, parents or parents of spouse, spouse of children or children, brothers and sisters, grandparents and grandchildren.


Q: Who can apply for a stay visa to Hong Kong or Macau?


A: Mainland residents who have been approved by relevant departments in Hong Kong to accompany, study, obtain employment, reside, receive training, or go to Hong Kong as dependents, or those who have been approved by relevant departments in Macau to accompany, study, or obtain employment, as well as relatives of employed individuals who have been approved by relevant departments in Macau, can apply for a stay visa in Hong Kong or Macau.


Q: Who can apply for other types of endorsement in Hong Kong and Macau?


A: Mainland residents who apply to go to Hong Kong or Macau for special reasons such as seeking medical treatment, litigation, handling property, taking exams, academic exchanges, visiting critically ill patients, or going to mourning can apply for other types of endorsement to go to Hong Kong or Macau.


Q: What are the changes in the endorsements by mainland students studying in Macau?


A: Starting from May 15, 2023, the entry-exit management department of the public security organs will issue a stay endorsement for mainland students who apply to study in higher education institutions in Macau, with a validity period consistent with the study period specified in the "Confirmation of Admission Certificate" issued by the education regulatory department in Macau.
