New Policy to Facilitate Foreigners and Companies in China

China has approved the plan for supporting Beijing to build a comprehensive demonstration zone for opening up the services sector to seek more growth points, according to information released by the Ministry of Commerce on Thursday. Approved by the State Council, the Beijing plans aim to explore broader, more extensive and deeper openings in the service sector, stimulating market vitality and societal creativity.
1. Support qualified foreign doctors and doctors from the Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan island to set up clinics in Beijing.
2. Support international students in higher education institutions in Beijing to work part-time as stipulated.
3. Qualified individuals from overseas are allowed to engage in securities investment consulting and futures trading consulting businesses.
4. Optimize the business processing model for the remittance of salary income for foreign talents in Beijing.
5. All funds related to foreign investors' investments that are legal and compliant are allowed to freely enter and exit the country without delay.
Foreign high-end talents intending to work in Beijing with valid visas or residence permits can directly apply for work permits in China.
7.Allow accompanying family members of experts transferred within foreign-invested enterprises in Beijing to enjoy the same residence period as the expert.
8. For senior management personnel of foreign companies planning to establish branches or subsidiaries in Beijing, issue visas or residence permits valid for up to 2 years and allow accompanying family members to enjoy the same residence period.
9. Foreign ownership restrictions on value-added telecommunications services such as information and internet access services will be lifted.
10. Explore the establishment of a "single window" for foreign talent services, promote one-stop cross-departmental processing, and facilitate information exchange and recognition across regions.
