2022年6月16日，中国美国商会主席华刚林与多家会员企业代表一同线上拜会商务部副部长兼国际贸易谈判副代表王受文。

On June 16, AmCham China Chairman Colm Rafferty and AmCham China member company executives met virtually with Vice Minister Wang Shouwen of the Ministry of Commerce (MOFCOM). 

会上，华刚林介绍了2022年《美国企业在中国白皮书》（《白皮书》）的主要内容和商会在5月初发布的针对新冠肺炎疫情对会员运营影响快速调查的结果，以及商会对进一步优化营商环境的意见建议。王受文感谢商会多年来对商务部工作的支持，并表示《白皮书》是决策者的重要参考。他特别强调了美中经贸关系的巨大潜力，同时希望商会继续做为中美之间沟通的桥梁，增进两国的相互理解。双方还就双边经贸关系交换了意见，并一致表示继续加强部会沟通，发挥好常态化交流机制的作用。

At the meeting, Rafferty introduced the 2022 American Business in China White Paper (White Paper), the results of the Chamber's May COVID-19 Flash Survey as well as AmCham China's suggestions towards the further improvement of China's foreign investment environment. Vice Minister Wang thanked AmCham China for the long-term collaboration with MOFCOM and said that AmCham China's White Paper is an important reference for decision makers. He also emphasized the great potential of US-China economic and trade relations and that they remain strongly intertwined. He expressed the hope that AmCham China will continue to serve as a bridge between the US and China to promote greater understanding. The two sides also exchanged views on the bilateral trade and economic relationship, with both reiterating their commitments to ensure further and frequent communications.

关于针对持有特定签证类型的外籍人员及家属免除来华邀请函办理要求的通知

Advocacy Success: Waiving of Requirement for PU Letters for Certain Visa Types

据中国美国商会获知，中国外交部（MOFA）在中国驻外大使馆及领事馆已开始逐步免除持有特定签证类型的外籍人员及家属在入境时需办理来华邀请函的要求。这将简化众多商会会员企业及其家属的签证申请流程。我们注意到多个驻外使馆已发布相关政策，商会将持续关注相关政策更新并及时与会员分享。

AmCham China can confirm that China's Ministry of Foreign Affairs (MOFA) is in the process of removing the requirement to obtain a PU letter before applying for certain types of visas at the relevant Chinese Embassies or Consulates abroad. This will simplify the visa process for many of our members and their family dependents. As of now, a number of Chinese Embassies around the world have posted notices to this effect. AmCham China will continue to closely monitor the update of this policy and keep members posted timely.

"The American business community in China welcomes this development, which comes after strong lobbying by AmCham China, at all levels of the relevant Chinese government authorities, most recently during our meetings with Premier Li Keqiang.

Our members have repeatedly told us in past surveys that international business travel restrictions are a top issue for them. It's incredibly challenging to fly to China today, and those who can pay many times the usual cost for tickets due to a scarcity in flights, navigate incredibly challenging pre-flight testing procedures, and endure the world's most extensive and unpredictable quarantine requirements on arrival.

在过去几周中，入境中国的要求被逐步简化，北京及其他试点城市的入境隔离期也被缩短。还有报道称，中美航班数量将很快有所增加。

Over the past few weeks, some of these complex China-bound passenger requirements have been simplified. Measures have also been taken to reduce the quarantine period for inbound international passengers to Beijing and some other pilot cities. There are also reports that more US-to-China flights will soon be approved.

上述的每项举措都是向正确方向迈出的一步，但仍需不断完善。中国美国商会将继续密切关注在华美资企业的营商情绪，并与相关决策者分享见解，以促进经济早日恢复平稳运行。”

Each of these measures is a step in the right direction, but more streamlining is needed. AmCham China will continue to closely monitor sentiment from the American business community in China and share that feedback with decision makers to facilitate a fast recovery."

美中航空合作项目 (ACP) 会员企业代表拜会了美国驻华大使伯恩斯先生，双方探讨了中美航空等话题。

A group of member representatives from AmCham China's Aviation Cooperation Program (ACP) met recently with Ambassador Nicholas Burns to discuss US-China aviation issues.

AmCham China Meets with Tianjin Vice Mayor

6月9日，天津市人民政府副市长王旭与中国美国商会总裁及天津会员企业进行座谈交流，就疫情期间政府对企业的扶持政策、疫情精准防控、供应链物流、产业链布局、国际航班、外籍人士入境等相关问题进行了探讨交流。

On June 9, Wang Xu, Vice Mayor of Tianjin Municipal People's Government met with AmCham China, Tianjin member company representatives and AmCham China President Michael Hart who attended the meeting virtually. The group discussed the Tianjin government's support policies for enterprises during the pandemic, pandemic control measures, supply chain logistics, industrial chain layout, international flights, entry of foreigners and other related issues.

会上，7家会员企业代表分别就企业经营情况、遇到的困难和问题及天津市营商环境进行了发言。市商务局、市工信局、市发改委、市外办、国际贸易促进委员会天津分会、市教委、市科技局、市财政局、市卫健委、市交通运输委员会、市住房和城乡建设委员会、市规划和自然资源局、市国有资产监督管理委员会等13家市委办局及西青区对会员提出的相关问题和建议逐一听取解答。中国美国商会总裁何迈可在线出席会议。

At the meeting, representatives of seven member enterprises shared their current business situations, challenges encountered as a result of COVID-10 outbreaks, and suggestions to improve the business environment in Tianjin. Responding to those member's concerns were 13 municipal bureaus along with the Xiqing District Municipal Government, who responded to member's concerns and provided suggestions on a case-by-case basis. 

Those bureaus represented at the meeting included: The Tianjin Bureau of Commerce, Tianjin Industrial and Information Technology Bureau, Tianjin Development and Reform Commission, Foreign Affairs Office of Tianjin Municipal People's Government, China Council for the Promotion of International Trade Tianjin Sub-council, Tianjin Education Commission, Tianjin Municipal Science and Technology Bureau, Tianjin Financial Bureau, Tianjin Health Commission, Tianjin Municipal Transportation Commission, Tianjin Housing and Urban-Rural Construction Commission, Tianjin Municipal Bureau of Planning and Natural Resources, and Tianjin Municipal Commission of Market Supervision.

王旭副市长非常感谢商会和会员企业对天津发展的支持。疫情特殊时期，非常理解“稳定性”和“可预见性”对于企业发展的重要性，统筹疫情防控和经济共同发展需要大家抱团取暖，政企同心，共同努力，共赢发展。

In his remarks, Vice Mayor Wang Xu thanked AmCham China and its members for their support to Tianjin's development. He added that, during these tough days of the pandemic, they understand the importance of "stability" and "predictability" to the development of enterprises. Vice Mayor Wang said that coordinating epidemic prevention and supporting economic development requires a joint effort, and he hopes to unite government and enterprises achieve win-win progress in the future.

中国美国商会总裁何迈可，以及中国美国商会天津主席马柯共同对天津市政府一直以来对商会及会员企业的支持表示感谢。表示商会希望与各政府部门建立稳定的沟通机制，做好政府与企业间的桥梁工作。共同配合，增强企业在津投资运营的信心，优化天津的营商环境，吸引更多美资企业在津投资。

Both AmCham China President Michael Hart and AmCham China, Tianjin Chairman Marcus Williams thanked the Tianjin Municipal Government for its support and cooperation with AmCham China. They also expressed hopes to establish a stable communication mechanism with various government departments to help to continue to bridge the gap between government and enterprises. Hart said the ultimate goal is to work together to enhance the confidence of enterprises in investing and operating, optimize the business environment, and attract more American-funded enterprises to invest in Tianjin.
