今早，国务院新闻办公室发表了《关于中美经贸磋商的中方立场》白皮书。
今天上午召开的新闻发布会上也反复强调，谈判要坚持相互尊重，相向而行，平等互利。
China released a white paper titled "China's Position on the China-U.S. Economic and Trade Consultations" on Sunday morning, regarding its stance on economic and trade talks with the U.S.
The white paper noted China's position which has been consistent and clear – that cooperation serves the interests of the two countries, that conflict can only hurt both, and that cooperation is the only correct choice for both sides.
China will not compromise on major issues of principle. China does not want a trade war, but it is not afraid of one and it will fight one if necessary. China's position on this has never changed, the paper pointed out.
为什么现在发布阐明中方立场的白皮书?
白皮书指出，中美经贸磋商严重受挫，责任完全在美国政府。
在第11轮磋商期间，美方将从中国进口的2000亿美元商品加征关税税率由10%提高至25%，随后又启动对来自中国的3000亿美元商品的增税程序，还滥用出口管制措施，将许多中国企业纳入出口管制实体清单，不断升级贸易摩擦。
国务院新闻办公室副主任郭卫民在回答CGTN记者关于白皮书发布时机的提问时指出，“这段时间以来，中美经贸磋商是中美高度关注、也是国际社会高度关注的问题，所以有必要全面介绍一下中美经贸磋商的情况，阐明中国政府的有关立场。我想，现在这个时机是很合适的，发表白皮书是十分必要的。”
对于贸易战，中国态度依旧——“不愿打，不怕打，必要时不得不打。”
美国加征关税措施损人不利己

白皮书指出，中美两国建交以来，双边经贸关系持续发展，合作领域不断拓宽，合作水平不断提高，形成了高度互补、利益交融的互利共赢关系，不仅两国受益，而且惠及全球。
Since the establishment of diplomatic relations between China and the U.S., bilateral trade and economic ties have come a long way, with expanding fields of cooperation at higher levels, the paper said.
"A mutually beneficial and win-win relationship with strong complementarity and interlinked interests has been forged, benefiting not only the two countries but also the entire world," the white paper said.
白皮书还指出，美国政府对中国输美商品加征关税，阻碍双边贸易投资合作，影响两国乃至全球市场信心和经济平稳运行。
The paper also said the U.S. tariffs on Chinese goods hinder bilateral trade and investment cooperation, affecting the confidence of the two economies and even the global market.
贸易战没有给美国带来所谓的“再次强大”

According to the paper, the tariff hike on Chinese exports to the U.S. has hurt rather than boosted the U.S. economy.

白皮书说，中国高度重视知识产权保护，已建立起符合国际通行规则和适应中国国情的知识产权法律体系；重视发挥知识产权司法保护的主导作用，取得显著成效。
China has paid great attention to Intellectual Property Rights (IPR) protection and established a legal system for IPR protection that suits the Chinese reality and conforms to international rules, said the white paper. The country attaches great importance to the leading role of legal means in the protection of IPR.
中国民众和企业知识产权保护意识显著提高，对外支付知识产权使用费大幅提升，知识产权申请和登记量快速增长。
Chinese residents and enterprises have enhanced their awareness of IPR protection. Meanwhile, the country has seen a rise in the expenditure on foreign patents and technologies and a swift growth in IP applications and registrations.
中国的知识产权保护成效获国际广泛认可。
China has been making substantial improvements in building a healthy IP environment in the 21st century, said the American Chamber of Commerce.
The chamber revealed in a 2018 report on China's business environment that IP infringement, which is among the major challenges of its member companies operating in China, had dropped from fifth place in 2011 to the 12th in 2018.
