美欲对华禁售飞机引擎?特朗普:不,我们想卖!

为了打压中国的发展,美国政府一些人近日又想出了新招数。


这不,他们准备了一个提案,要求通用电气等美国公司禁止对中国出口飞机发动机和其他部件。


但他们万万没想到,自己的这一努力遇到了个障碍:特朗普本人。



18日,特朗普在其推特上发了一大波推文,称“国家安全”这个借口被用得太频繁,以至于限制了美国企业同其他国家做生意。“我们想把产品卖给中国和其他国家啊!


他还表示,他已经看到一些正在制定的法规,包括美国国会正在考虑的那些法规。“这些法规是荒谬的。我想让其他国家与美国做生意变得容易,而不是变得困难。我政府中的每个人都得到了这样的指示,没有任何借口。美国做生意是开放的!”



U.S. President Donald Trump objected on Tuesday to proposals that would prevent companies from supplying jet engines and other components to China’s aviation industry and suggested he had instructed his administration not to implement them.


In a series of tweets and in comments to reporters on Tuesday, Trump said national security concerns, which had been cited as reasoning for the plans, should not be used as an excuse to make it difficult for foreign countries to buy U.S. products.


The tweets came after weekend reports that the government was considering whether to stop General Electric Co from further supplying engines for a new Chinese passenger jet.


路透社称,特朗普的干预行为表明,至少在这件事上,他希望优先考虑经济利益,而非潜在的竞争陷阱以及对国家安全的担忧。


这也与特朗普政府以“国家安全”为由严格限制美国公司与华为进行贸易形成鲜明对比。


Trump’s intervention illustrated that, at least in this case, he would prioritize economic benefits over potential competitive pitfalls and national security concerns.


His views on the issue contrasted with the sharp restrictions his administration has placed on U.S. companies trading with Huawei Technologies, the world’s largest telecommunications equipment maker, also for national security reasons.


特朗普在接受记者采访时也表示:“我们不会因为一个虚假的‘国家安全’的由头就牺牲美国公司发展的机会。必须要是真正的‘国家安全’,我觉得人们总是拿这个说事。


“We’re not going to be sacrificing our companies ... by using a fake term of national security. It’s got to be real national security. And I think people were getting carried away with it,” Trump told reporters at Joint Base Andrews before departing for a trip to California.


“I want our companies to be allowed to do business. I mean, things are put on my desk that have nothing to do with national security, including with chipmakers and various others. So we’re going to give it up, and what will happen? They’ll make those chips in a different country or they’ll make them in China or someplace else,” he said.


贸易律师道格·雅各布森也认为,限制飞机引擎和芯片的出口最终会伤害美国公司。“此举最终是自讨苦吃,因为你最终伤害了美国制造商,但对你的目标却没有产生实质影响。


Trade lawyer Doug Jacobson said limitations on jet engines and chip makers would hurt U.S. companies.


“This is ultimately akin to cutting off your nose to spite your face because ultimately you’re hurting U.S. manufacturing companies but you’re not having a material impact on your target,” he said.


路透社报道称,此番言论的动机或许是,美国向中国飞机制造业出口零部件是否会促使美国波音的一个重要竞争对手崛起,或者提升中国的军事能力。


Central to the possible crackdown is whether shipments of U.S. parts to China’s aircraft industry could fuel the rise of a serious competitor to U.S.-based Boeing Co or boost China’s military capabilities.


美国半导体行业协会对特朗普的言论表示欢迎。


协会主席诺弗尔在一份声明中说:“我们赞赏特朗普总统在推特上支持美国公司向中国销售产品,反对过度限制的提议。”他表示:“正如我们与政府讨论过的那样,向中国销售非敏感的商用产品将推动半导体研究和创新,这对美国的经济实力和国家安全至关重要。


"We applaud President Trump’s tweets supporting U.S. companies being able to sell products to China and opposing proposed regulations that would unduly curtail that ability," said John Neuffer, the group’s president. "As we have discussed with the administration, sales of non-sensitive, commercial products to China drive semiconductor research and innovation, which is critical to America’s economic strength and national security."



众所周知,去年5月,美国以“国家安全”为由将华为列入黑名单。美国还一直试图说服其盟友将华为设备排除在5G网络建设之外,但英国、法国、德国等美国盟国相继表示,不会排除华为参与5G网络建设。


特朗普对此表示:“国家安全很重要,(所以)我对华为强硬,但不代表对所有公司都强硬。

"So, national security is very important. I’ve been very tough on Huawei, but that doesn’t mean we have to be tough on everybody that does something."



针对有报道称美国政府考虑阻止通用电气为中国商飞C919客机提供发动机一事,外交部发言人耿爽在2月18日外交部网上例行记者会上表示,一段时间以来,美方采取的有关做法不仅损害中方企业的合法权益,从长远看也不符合美国企业自身利益,而且将严重干扰两国乃至全球正常的科技交流和经贸合作。中方敦促美方客观公正对待中国企业和中美正常商业合作,多一些积极推动,少一些无理搅局。


耿爽说,中方看到了相关报道,注意到报道中提及通用电气公司对美国政府提案表示质疑,认为模仿发动机相关先进制造技术的难度远超美方有些官员想象,并表示他们与中方已合作多年,如果中方想仿制,早就开始做了,何必要等到现在?


耿爽表示,如果这则报道中的内容属实,说明美国企业界的一些人士似乎比美国政府内一些官员更懂常识、更讲真话、更明事理,美国政府内的这些官员对科学技术无知,对市场原则藐视,对中国发展恐慌。“这是美方以政治手段破坏中美商业合作,对中国进行无理打压的又一例证。”他说。



U.S. recent blocking moves against Chinese business hurt not only Chinese businesses' interests but also American companies' interests in the long run, said a spokesperson of China's foreign affair ministry when answering a question about U.S. weighing on halting supply for Chinese-produced large passenger jet.


"We noted this report which also said that GE is arguing against the possible move of the U.S. government, saying that mimicking of the techniques is far harder than some officials believe. GE said that the engines have been on the ground in China for years, and Chinese manufacturers could have already begun the reverse-engineering. Why wait until now to do so?" said Geng Shuang.


"We still need to check if the content of the report is true, but it reflected Americans in industrial sectors seem to have more common sense, and be more sensible than some officials in the U.S. administration who're ignorant about science and technology as well as the market principle," said Geng.


"It will be another example of the U.S. using political means to undermine its bilateral business cooperation with China and oppress Chinese businesses," Geng added. "What's worse, it will seriously disrupt bilateral and even global exchange and cooperation in science, technology and trade."


China urges the U.S. to view Chinese companies and bilateral business cooperation objectively and fairly, and be a constructive contributor rather than an irrational spoiler, said Geng.
