那些年，美国玩过的“黑客指控甩锅游戏”

当地时间21日，美国司法部起诉两名中国公民，声称其“在全球范围进行大规模黑客行动”，以窃取知识产权和机密的商业信息，其中还包括新冠病毒的相关研究。

这两名被起诉的男子分别是34岁的李晓宇（音）和33岁的董嘉志（音）。他们被控以密谋盗窃商业秘密、未经授权访问计算机、密谋进行电信欺诈等共11项罪名。

美国助理司法部长约翰·德默斯（John Demers）当天在宣读起诉书时声称，两名被告近来瞄准位于马里兰州、马萨诸塞州及加利福尼亚州多家正在研制新冠病毒疫苗、药品与检测技术的企业。

On Tuesday, the U.S. Justice Department announced criminal charges against two Chinese hackers for stealing hundreds of millions of dollars in intellectual property and trade secrets from companies across the world.

According to Associated Press, the indictment does not accuse the two Chinese defendants of actually obtaining the coronavirus research, but it underscores the extent to which scientific innovation has been a top target for foreign governments and criminal hackers.

然而，美国司法部却拒绝透露黑客是否成功窃取了新冠病毒相关研究。

路透社也刊文表示，目前尚不清楚是否有任何信息被窃取。

 “我们才担心被窃” 

尽管从未展示过明确证据，但美国对于所谓“中国黑客”的指责声却一直没有消退。

今年5月，美国联邦调查局（FBI）和国土安全部警告称，中国黑客和间谍正试图窃取美国新冠疫苗研究成果和治疗方法。

对此，中方委婉回应——“我们才担心被窃”。

正如外交部发言人赵立坚所说——

“中国在抗击新冠肺炎疫情斗争中已取得重大战略成果，在新冠疫苗研究和治疗方面也走在世界前列。因此，中方更有理由担心遭到网络窃密。”

The action came as another round of charges from the Trump administration, after the FBI and the Department of Homeland Security warned in May that Chinese hackers were attempting to steal novel coronavirus data on treatments and vaccines from the U.S..

The draft, released by the New York Times, stated China is seeking "valuable intellectual property and public health data through illicit means related to vaccines, treatments and testing."

同样的戏码不久后再次上演。

当地时间7月16日，美国司法部长威廉·巴尔（William Barr）在一场有关中国政策的演讲中大肆炒作所谓“中国威胁论”，期间还污蔑中国窃取美国技术，声称来自中国的黑客针对美国大学和企业窃取有关新冠肺炎治疗的知识产权。

外交部发言人华春莹在例行记者会上回应此事时，甚至被巴尔的这番言论给“气笑了”。

“太荒谬了”，华春莹说。

“中国在新冠疫苗研发方面处于领先地位。中国有一流的科研人员，不需要靠偷来取得领先地位。”

华春莹表示，中方已多次强调，中国是网络安全的坚定维护者，也是网络窃密和攻击的主要受害国之一。

美国一些官员口无遮拦，动辄拿中国说事儿，动辄对他国发动“网络战”，这才是对全球网络空间和平与安全的最大威胁。

Speaking in Michigan on Thursday, US Attorney General William Barr claimed that China-linked "hackers have targeted American universities and firms in a bid to steal (intellectual property) related to coronavirus treatments and vaccines."

China's Foreign Ministry and experts slammed the claim, saying the two countries are developing different products and also that China is leading in vaccine development.

"China is playing a leading role in coronavirus vaccine R&D. We have top ranking researchers, and we don't need to steal to be in the lead," Chinese Foreign Ministry spokesperson Hua Chunying said at a regular press meeting last Friday.

  当“黑客指控”成为一种“甩锅游戏” 

事实上，自疫情发生以来，美方已多次试图抹黑、“甩锅”他国，类似黑客指控也并非第一次。

Similar cyber security accusations are not new. 

就在上周，美国、英国和加拿大三国集体拿“俄罗斯黑客”做文章，声称一个“与克里姆林宫有关联”的黑客组织试图窃取新冠疫苗研发和试验成果。

An international group of security services including agents from the U.S., UK, and Canada published a warning last Thursday, saying they are seeing persistent attempts by Russian hackers to break into organizations working on a potential coronavirus vaccine.

But they did not specify which organizations had been targeted, or whether any information had been stolen, according to the BBC report.

俄罗斯驻英国大使安德烈·科林（Andrei Kelin）在接受英国广播公司（BBC）采访时驳斥了这一指控，他直言，“我才不会相信这种说法，这完全是胡说八道。”

俄罗斯总统新闻秘书德米特里·佩斯科夫（Dmitry Peskov）也表示，这些指控没有证据支持。

The Kremlin then denied the claim, noting they have no information on who could have hacked pharmaceutical companies and research centers in Britain.

"I don't believe in this story at all, there is no sense in it," Andrei Kelin told the BBC's Andrew Marr Show.

就在这些国家持续向他国“甩锅”的时候，再反观这几个国家的疫情形势——

• 截至北京时间22日17时34分，美国新冠肺炎确诊人数已突破390万人，死亡人数超14万人——目前仍是全球确诊病例和死亡病例最多的国家。美国总统特朗普在当地时间21日举行的白宫疫情记者会上，首次正式建议民众佩戴口罩；

• 英国确诊病例也已近30万例，死亡人数位列全球第三；

• 加拿大疫情形势也不乐观，确诊病例超11万例。

 “为人类谋福祉的事” 

早在5月，中国社会科学院美国研究所研究员吕祥在接受《环球时报》采访时就曾表示——

“黑客问题已经是老生常谈了，对于美国政府的这种无端指责不必过于认真。” 

他表示，新冠肺炎疫情让美国处于虚弱且混乱的状态，美国政府也因此产生一种普遍情绪：中国会利用疫情取得战略优势，必须用各种手段遏制中国的影响力。所以，美国用任何荒谬的言论和行为攻击中国都是有可能的。

"The hacking charge is an old hat, and such groundless accusations from the U.S. government don't need to be taken too seriously," said Lv Xiang, a research fellow on U.S. studies at the Chinese Academy of Social Sciences during a previous interview with The Global Times.

Paralyzed by the COVID-19 pandemic, it is possible for the U.S. to attack China with any ridiculous remarks and actions, he added.

The American administration believes China is seeking advantages and exploiting the aftermath of the pandemic, and so it must use all means to contain its influence.

吕祥指出，此前，中美两国科学家在新冠病毒研究方面有很好的合作。如今，美国平白无故地指责中国窃取他国技术，只会破坏这种合作机制，不会有任何正面作用。

对于所有国家而言，目前都处在求生存、求复苏的阶段。“甩锅”和栽赃他国，对本国应对疫情不仅没有帮助，反而会让自己在泥潭中越陷越深。

Scientists in China and America have started good collaboration on the vaccine and drug research since the outbreak of COVID-19. Lv said that the groundless accusation will only undermine the cooperation and will not have any positive effect.

正如华春莹在外交部例行记者会上所说——

“网络空间虚拟性强，溯源难，任何国家要对其他国家提出指控，必须基于充分确凿证据，否则是不负责任的。

我们希望各国都能凭真本事加快研发，一起为在全球实现疫苗的可及性和可担负性作出积极贡献。这是一个为人类谋福祉的事。各方应形成良性竞争和互动，而不是恶意攻击。”
